Laboratory and Environmental Health & Safety Manager

Notre Dame of Maryland University is seeking to hire a Laboratory and Environmental Health & Safety Manager, that is primarily responsible for overseeing and implementing the University’s laboratory, environmental, health, and safety (LEHS) program. Reporting to the Director of Risk Management & Public Safety, the LEHS Manager will be responsible for developing and managing a University-wide LEHS safety program that is in compliance with federal, state, and local laws, codes, etc. including developing, distributing, and enforcing LEHS policies and procedures for the University. Responsibilities also include the management of the chemical inventory, interfacing with vendors, placing and monitoring orders for supplies and equipment, coordinating hazardous waste storage and disposal, etc.

Essential functions will include but are not limited to :

  1. Plan, implement, and manage LEHS programs to reduce or eliminate occupational injuries, illnesses, deaths, and financial losses.
  2. Carries out the responsibilities of a Chemical Hygiene Officer, Biosafety Officer and certain responsibilities related to LEHS. Ensure University compliance with policies and procedures outlined in OSHA's Laboratory Standard and the University's Chemical Hygiene & Biosafety Plans.
  3. Biannually inspect, assess and create documentation of current requirements and issues within the University laboratories and develop recommendations and remediation plans. Recommend changes in policies and procedures to protect workers, educate employees on how to prevent health problems, as it relates to laboratories and research facilities, through the use of safety training programs.
  4. Collaborate with the University Safety Committee to develop, implement and document the training of faculty, staff and students on policies and procedures as they relate to University LEHS.
  5. Serve as the chair of the University Laboratory Safety Subcommittee* (and/or University Chemical Hygiene and University Biosafety committees if such committees are formed).
  6. Work with the Laboratory Safety Subcommittee, inspect and evaluate the environment, equipment and processes in working laboratory areas and research facilities to ensure rigorous compliance with governmental, health and safety regulations and industry standards.
  7. Identify potentially hazardous biological, chemical and radiological laboratory materials and collect samples of them for analysis as needed. Investigate laboratory and research facilities accidents, identify causes, recommend interventions to prevent them in the future.
  8. Report to the University Safety Committee and the University any significant problems, violations of NIH and other relevant guidelines, and any significant research-related accidents or illnesses of which the Laboratory Safety Officer becomes aware.
  9. Assure policies, procedures, and practices are in accordance with state and federal laws and regulations (including USDE, OSHA, EPA, DLLR/MOSH), and the University’s goals and objectives.
  10. Maintain an accurate inventory of all chemicals being used in departmental research activities, ensure that SDS forms are current and match chemical inventory, ensure that chemicals are being housed in accordance with best practices and in accordance with federal and state laws. Dispose of chemicals that are expired, have compromised containers, are not being used for current research efforts, or pose a significant risk to faculty, staff and students


Qualifications :
  • Knowledge: Bachelor’s degree from an accredited college or university in related discipline (e.g. Environmental Science, Health, or Safety). Post-baccalaureate certificate or Master’s degree preferred.
  • Experience: Minimum of three years of professional work experience in laboratory, and environmental, health, and safety management, including a thorough knowledge of OSHA and environmental rules and regulations.
  • Skills/Aptitude: Demonstrated interpersonal and organizational skills, including excellent written and verbal communication skills. Proven ability to work with minimal supervision, promote teamwork, problem solve, and apply institutional policies and procedures. Proficient in Microsoft Office suite (Word, Excel, Power Point, Adobe Photoshop, Adobe Illustrator) and LEHS related compliance software.
  • Working Conditions: Works both indoors and outdoors year-round and may occasionally be required to lift and/or move objects. Occasionally evening and weekend work required as needed. This position has been identified as having a potential risk for occupational exposure to potentially infectious material; as such, this position is required to be offered the Hepatitis B Vaccine at no cost to the employee, and annual training on Preventing Exposure to Bloodbourne Pathogens must be completed.
