Position Summary

The Locksmith Foreman reports to the Physical Plant Assistant Director or designee. In turn, the Locksmith Foreman supervises all Key Control shop personnel and interacts with other Physical Plant Foreman, Heating Plant staff, Grounds staff, Building Services staff, Support staff, Architects, outside vendors, utilities, inspectors, and contractors hired to perform services related to the building operations and maintenance. The person in this position provides coordination and communication with these various constituents, verbally and in writing, to ensure all work is completed in a consistent, efficient manner. This position represents NIU and the Physical Plant and conducts themselves in a professional manner when working with members of the campus, vendors, and the community.

Essential Duties and Responsibilities

Performs all duties of a Locksmith; plans and lays out work from oral and written instruction; assigns and supervises the work of Locksmiths engaged in the installation, maintaining and repairing different types of building locks and security devices, disassembles locks; repairs and replaces worn tumblers, springs and other parts. Cuts new, duplicate or replacement keys and stamps with identification for authorized personnel as requested on Key Request forms.

Serve as liaison between the Assistant Director of the Physical Plant or designee and the Shop Floor, promulgating initiatives and directives. Represent the Employer’s right to operate and manage its affairs, and interpret this to the Employees. Motivate subordinate staff to complete work per required quality standards, and review all procedures. Enhance relations through effective communication and ensure workers adhere to all rules and policies. Conduct performance evaluations for all Locksmith personnel. Review attendance, performance, and conduct of workers; administer counseling statements or corrective action incident reports to correct behaviors that are detrimental to the University in conjunction with the Physical Plant Assistant Director or designee.

Minimum Required Qualifications (Civil Service)

CREDENTIALS TO BE VERIFIED BY PLACEMENT OFFICER
  1. High school diploma or equivalent.
  2. Current licensure as a Locksmith by the Illinois Department of Financial and Professional Regulation ( IDFPR ).
  3. Four (4) years (48 months) of work experience in the repair and maintenance of locks, door checks, and related hardware and in the making and duplication of keys, including apprenticeship and/or vocational training.
  4. Three (3) years (36 months) of work experience equivalent to the Locksmith Sub-Foreman level of this series.



KNOWLEDGE, SKILLS AND ABILITIES (KSAs)
  1. Skill in repair and maintenance of locks and related hardware.
  2. Skill in the use of shop and hand tools commonly used in lock repair.
  3. Ability to keep and maintain records.
  4. Ability to supervise.


Specialty Factors (Civil Service)

Valid/current driver’s license as required by the State of Illinois for the type of motor vehicle(s) to be operated by the incumbent.

Exam Details:
