Comptroller

Under the direction of the VP of Finance and Operations, the Comptroller directs and manages all the accounting functions for the college. The Comptroller makes recommendations for improving college-wide financial management, directs financial audits, ensures compliance with state and federal regulations, and provides strong leadership and management skills while effectively supervising staff.

Major Duties

  • Provides leadership and supervision of business services administrative duties, including compilation and monitoring of revenue, expenditures, accounts payable, accounts receivable, payroll, general ledger, grants, budgeting, and inventory of the College.
  • Ensures the accurate and timely processing of all accounting transactions and accounting-related processes.
  • Oversees the internal control functions of the college implementing changes as needed.
  • Oversees the external audit, preparation of annual financial statements and audit report of the College. Completes external reports and oversight as needed.
  • Works closely with Financial Aid in administering and reporting student loans, scholarships, state, and federal financial aid.
  • Reviews and approves reimbursement requests for state, federal, and other financial aid programs.
  • Manages the production of the annual budget and forecasts.
  • Performs professional functions in the management of the College’s financial records and tax filings, ensuring that all accounts are maintained in accordance with the various state and federal requirements.
  • Acts as a primary liaison with independent auditors, coordinates the annual independent financial audit, prepares, or reviews the preparation of various schedules and the gathering of information required for the audit.
  • Conducts special projects and studies to address decision-making needs of the College, as assigned.
  • Maintains confidentiality of information exposed to in the course of business regarding students, supervisors, and other employees.
  • Coordinates the creation and implementation of a strategic plan for the business office functional area.
  • Completes duties and responsibilities in compliance with college standards, policies, and guidelines.
  • Working hours may include evenings, holidays or weekends depending on deadline requirements and special events.
  • Performs other duties as assigned.

Knowledge and Skills Required by the Position

  • A strong commitment to the mission of the college.
  • Demonstrated organizational skills in handling, directing, and prioritizing multiple complex assignments and projects.
  • Knowledge of generally accepted accounting principles (GAAP).
  • Knowledge of budget development and management principles.
  • Knowledge of supervisory principles and practices.
  • Proficient in complex accounting systems, preferable Peoplesoft Financials
  • Proficient in advance Microsoft excel skills • Skill in decision making and problem solving.
  • Skill in interpersonal relations and in dealing with the public.
  • Skill in working effectively in a team environment.
  • Skill in oral and written communication.

Guidelines

Guidelines include the Board of Regents Business Procedures Manual. These guidelines require judgment, selection, and interpretation in application.

Complexity/Scope of Work

  • The work consists of varied management, supervisory, and accounting duties. Manages budget development and allocation functions with scare resources contributes to the complexity of the position.
  • The purpose of this position is to direct the college’s finance and operations. Success in this position contributes to the efficiency and effectiveness of college financial operations and ensures compliance with all relevant regulations, policies, and procedures.

  • Contacts are typically with co-workers, other college employees, auditors, peers at other colleges and universities, University System of Georgia representatives, representatives of local governments, utility providers, vendors, contractors, and members of the general public.

  • The work is typically performed while sitting at a desk or table.
  • The work is typically performed in an office.

Supervisory and Management Responsibility

This position has supervision over staff within the Business Office and Procurement

Minimum Qualifications

  • Master’s degree in accounting or business administration preferred.
  • Bachelor’s degree in accounting required.
  • More than five years of related experience required.
