Job Description

Description 
The Director of University Outreach plans, implements, and directs administrative, educational, and technical activities of UTM Non-Degree Programs to include budget, personnel, strategic planning, program delivery, and staffing. The position identifies training and service needs and directs non-credit course and program delivery to the UT Martin service area, including but not limited to professional development training, personal enrichment programs, test and academic success preparation, camps, and youth programs. The Director of University Outreach develops, coordinates, and fosters external and internal partnerships and university outreach in support of university mission and priorities. This position reports to the Executive Director of Research, Outreach, & Economic Development.
Responsibilities
STRATEGIC PLANNING AND MANAGEMENT (50%):
•    Develops goals and objectives for UTM Non-Degree Programs based on policy, the UTM Mission, and the UTM Strategic Plan with plans to achieve goals or establish priorities. 
•    Analyzes long-range impact of decisions and plans.
•    Ensures the most effective operations of Non-Degree Programs through program development, process improvement, and coordination/integration of processes with other units.
•    Participates on external and internal committees and communicates regularly with external and internal constituents to address problems and facilitate information exchange about programs, problems, and opportunities. 
•    Provides information to internal and external constituents to explain/clarify problems, issues, or requests.
•    Participates in management meetings to keep administration informed of strategies, problems, and concerns.
•    Manages an annual operating budget for the unit, including direct labor, material and supplies, services, equipment maintenance and replacement.
•    Presents and justifies proposed budget adjustments (operating and capital expenditure) to the Executive Director.
•    Prepares justification or develops alternatives for cost containment/reduction.
PROGRAM/ACTIVITY ADMINISTRATION AND DELIVERY (50%):
•    Establishes service standards for UTM Non-Degree Programs and ensures service standards are compatible and delivered within financial targets.
•    Plans, coordinates, and controls delivery of services and applicable procedures. 
•    Recruits and selects staff and instructors for camps and programs.
•    Provides advice and consultation to staff and participants regarding delivery of services, strategies, problems, and concerns.
•    Defines the qualifications and performance expectations for all staff positions and ensures delivery of services.
•    Performs other related duties as required.
Minimum Qualifications:
•    Strong strategic planning and analytical skills
•    Strong fiscal, program, and personnel management skills
•    Excellent human relations and communication skills
•    Exceptional time management and organizational skills
•    Ability to work with minimal supervision
•    Ability to multi-task with high levels of accuracy
•    Working knowledge of Microsoft Office and IRIS (SAP) software systems
•    Master’s degree in business, communications, education, higher education, or related field
•    7-8 years of full-time related experience
Preferred Qualifications:
•    Knowledge of higher education grants and contracts
•    Full-time supervisory/management experience
•    Full-time higher education experience
