Responsibilities

The Director of Employee Benefits reports to the AVP & Chief Human Resources Officer and is responsible for the overall design, implementation, administration, and communication of the College's retirement, health and welfare benefit programs. This includes activities to develop, design, and implement benefit programs that support the College to attract and retain a high quality and diverse workforce of faculty and staff. The Director will administer and process all College employee benefit programs in accordance with pertinent laws, regulations and union contracts. The Director will also recommend new and/or modified benefit plan policies and procedures.This position develops cost control procedures to assure maximum coverage at the best possible cost to the College and employees. The Director provides oversight and supervision to direct reports. Manage, monitor and continuously improve processes; and administer complex systems to provide services to the Saint Mary's College community. Proactively research and analyze current trends, develop comparisons and information relevant to benefits.

1. Benefits: Consult with brokers and other groups/committees to negotiate benefit contracts and rates. Plan and direct the implementation and administration of employee benefit programs such as health, dental, life, vision, disability insurances, worker's compensation, EAP, retirement, Tuition Exchange, and other programs. Prepare and communicate information to employees and former employees (as applicable) about benefit programs, procedures, changes, additions and government mandated disclosures. Maintain knowledge of and analysis of government regulations, benefit program trends and prevailing practices among other institutions. Research, analyze and evaluate services, coverages and options available in the market. Recommend program changes, additions, carriers etc., to management. Plan and execute annual open enrollment. Supervise the delivery and presentation of regular new employee benefit orientation sessions. Organize, plan and direct various benefit educational events.

2. Benefits Programs Administration and Analytics: Assure accuracy of eligibility, enrollment and billing for employee benefit programs. Assist in external audits of employee benefits programs.Coordinate and oversee Unemployment Compensation responses and challenge errors in both claims decisions and account charges. Manage Workers Compensation claims and appeals.Provide overall oversight and direction for management and\ communication of leave programs. Individual counseling of employees on retirement and all leave issues, as requested.

3. Systems / Reporting: Management of all benefits systems including healthcare, retirement, sick / vacation accruals, leaves, workers compensation and HRIS reporting. Ensures integrity of system reports.

4. Daily Operations and Benefits Related Compliance Activities: Collaborate with the Finance Department to develop budgets, code benefits, generate reports, reconcile accounts, and manage direct regular staff and student workers in daily benefits program services to staff and faculty. Approve and monitor all benefit related payroll and employee work status change requests that impact leave accrual, premiums, eligibility, etc. due to pay rate, work schedule, FTE, changes, etc. Keeper of the Medical and Benefit related records for legal purposes (subpoenas, audits, etc.). Work with legal counsel on relevant employment related matters as well as develop and maintain summary plan descriptions for legal review and VP/Trustee approval.

5. Ability to work weekend and evening hours as needed.

Experience and Qualifications

Education:

REQUIRED: Bachelor's Degree or equivalent experience

Experience:

5 years of experience in benefits preferred.

Higher education experience is highly desired.

Faculty union experience preferred.

Skills/Abilities:

Excellent written and verbal skills. Must have analytical, mathematical and computer skills. Knowledge in Colleague highly desirable. Desired current knowledge in California and Federal Labor Laws and Regulations as it applies to benefits and leaves. Supervisory experience in a higher education, unionized environment preferred. Ability to effectively handle multiple situations with appropriate judgment and ability to make sound decisions. Excellent organizational skills required; accuracy and attention to detail required. Ability to demonstrate initiative, responsibility and flexibility required. Ability to maintain sensitivity, understanding and respect for a diverse academic environment, inclusive of students, faculty, and staff of varying social, economic, cultural, ideological and ethnic backgrounds required. Basic knowledge of accounting and payroll tax laws.
