Job Summary
Supporting the Project Management Office, the Enterprise Project Manager ( EPM ) is responsible for facilitating the intake and prioritization of projects while providing effective project management governance and delivery of enterprise solutions. The Project Manager is responsible for their assigned project(s), including detailed project planning, project execution, and transition to operations.
The level of independent responsibility and autonomy will vary based on each individual position.
Primary Duties and Responsibilities
Essential Performance Requirements*
- Serves as the primary point of contact for stakeholders (campus and district administrators, affected faculty, and staff)
- Addresses questions from stakeholders related to design, scope, schedule, risk, quality, resources, communications, stakeholders, and vendors for assigned projects; coordination and communication with external vendors and work performed in cross-functional teams will be supported by higher-level EPMs
- Plans, coordinates, and leads multiple projects using project management practices, tools, techniques, and frameworks to manage and control projects throughout the project lifecycle; able to work in an Agile environment
- Monitors project milestones and metrics to assess project progress and evaluate project quality; communicates this information in periodic status and progress reports to administrators, Principle Champions, and stakeholders
- Leads, directs, and holds accountability for the overall performance of EPMO Project Management processes; larger, more detailed, and complex projects will be supported by higher-level EPMs
- Delivers projects on time and within the quality and scope definitions as defined by the EPMO Project Planning team and the EPMO Project Management Director; accounting for budgetary considerations will be supported by higher-level EPMs
- Proactively manages scope changes to minimize risk project schedule while influencing scope change decisions; minimizing risk to project budget, providing advanced influence to scope change decisions, and managing expectations on release dates with sponsors and other stakeholders will be supported by higher-level EPMs
- Coordinates with Project Manager Business Analysts ( PMBA ) to train and build on the knowledge of TCC processes when necessary
- Continues to pursue skill advancement through the learning of new technologies and methodologies and contributions to scholarly works (e.g., presentations, publications, etc.)
- Supports projects that role under a program (e.g., ERP ), utilizing knowledge of program administration
- Leads high-level projects, resulting in utilizing prior project management experience, regular contact with executive-level stakeholders, and aiding in the development of college-wide initiatives
Enterprise Project Manager III
- Acts as a team lead by coordinating work and providing direction to entry-level team members by assisting with advanced or complex situations
- Acts as a mentor by providing support to entry-level team members as they expand their knowledge and build higher-level skills and by providing guidance regarding best practices
- Participates on behalf of the College in external community organizations and associations
- Attends the workplace regularly, reports to work punctually, and follows a work schedule to keep up with the demands of the worksite
- Completes all required training and professional development sessions sponsored through the Tarrant County College ( TCC ) Institute
- Supports the values of the College: diversity, teaching excellence, student success, innovation, creativity, and service to the College
- Supports the mission, values and 3 goals, and 8 principles of the College
Works under the general supervision of the Enterprise Project Management Office Leadership

Required Minimum Qualifications
Enterprise Project Manager I
- Bachelor’s degree and two (2) years’ experience directly related to the Essential Performance Requirements; or any equivalent combination of education, training, certification, and work-related experience
Enterprise Project Manager II
- Bachelor’s degree and four (4) years’ experience directly related to the Essential Performance Requirements; or any equivalent combination of education, training, certification, and work-related experience
Enterprise Project Manager III
- Bachelor’s degree seven (7) years’ experience directly related to the Essential Performance Requirements; or any equivalent combination of education, training, certification, and work-related experience
- Project Manager, Program, or Agile certification
- Master’s degree
- Knowledge of project management principles and Agile practices
- Skilled in excellent customer service and interpersonal relationships with diverse populations, including strong listening, verbal, and written communication
- Ability to lead and organize team efforts collaboratively on large-scale projects
- Ability to use critical thinking to effectively solve and communicate problems in a demanding environment where work is varied, and unpredictable in scope and volume
- Ability to use a systematic and logic-based approach to problem-solving, utilizing innovative and complex techniques
- Ability to analyze data and provide sound recommendations based on policy, procedure, practice, and existing regulations
- Ability to be detail-oriented, organized, and resourceful when completing projects with rapidly changing priorities
- Ability to delegate work appropriately to faculty and staff to meet College and campus deliverables
- Ability to use computer applications, software, and enterprise systems (Smartsheet, TeamDynamix, Microsoft Office suite)
- Knowledge of backlog practices
- Skilled in giving presentations to all levels of faculty, staff, and stakeholders
- Ability to function as a Product Owner
- Ability to function as a SCRUM Master
- Knowledge of Six Sigma process and methodology
- Skilled in developing strategic action plans, and utilizing senior-level autonomy in executing those plans
