The primary purpose of this position is to plan, design, coordinate, and direct operations and activities in the research, review, analysis, interpretation, and reporting of various data and information used in assessing institutional effectiveness and strategic planning. The Chief Data Officer is responsible for development and dissemination of analytical data related to academic, student, and administrative programs; educational master planning data; student learning outcomes; enrollment trends; and required internal and state/federal external reports. The CDO will provide assistance and counsel in the analysis and interpretation of academic, student, and administrative data in support of data-driven decision-making to the president and other administrators.

Essential Functions:

Leadership and Vision

  • Demonstrates effective leadership in planning and implementation, as well as use of research methodology in an educational setting. Oversees the Office of Institutional Analytics, including: hiring, training, supervising, and evaluating office personnel management of office finances and budget development, coordination, and monitoring of office goals and objectives

Manages contracts with external entities (such as consultants), acting as liaison and directly working with or providing support to staff directly working with these entities. Participates in shared governance model as both a member and a leader of assigned committees covering a wide range of institutional initiatives.

Decision Support

  • Collects, analyzes, and compiles internal and external data and information to support University decision making. Leads the research, analysis, interpretation, and explanation of internal data and information to assist in the development and monitoring of university plans and goals. Oversees and guides the development and maintenance of internal dashboards used for monitoring enrollment, student learning, and assessment.

Compliance and Accreditation

  • Serves as liaison between the University and the Higher Learning Commission and as project manager of HLC accreditation efforts. Ensures compliance with local, state, and federal reporting guidelines; Coordinates the completion of external surveys, such as IPEDS. Provides data assistance for grant applications and accreditation activities as needed. Provides data and analysis to support institutional effectiveness activities, such as program reviews, as needed.

Data Governance

  • In working with the Chief Information Officer (CIO) and Chief Information Security Officer (CISO), oversees the collection, storage, management, quality, and protection of data, including data stewardship, data standards, data quality and integrity assurance, identity and access management, reporting, analytics and decision support Works to achieve USI’s data governance goals, focused on policy development and coordination, definitions and standards, quality, education, and communication Develops, maintains, and uses an institutional database to support decision making; budgeting, assessments, and evaluations; program review; student learning outcomes; and enrollment management and planning.


Essential Knowledge and Skills:

  • Master’s degree in relevant field required; PhD preferred A minimum of five years of experience in institutional research/analytics or related area with progressive job and leadership responsibilities required. Experience in higher education, institutional research/analytics, institutional planning and effectiveness, or a demonstrated record of comparable professional experience required. Knowledge of higher education assessment methods (e.g., student learning outcomes) and reporting requirements (e.g., IPEDS). Thorough understanding of general research methodology, standard statistical analysis procedures, and survey design. Demonstrated ability to analyze, interpret, and communicate findings and trends to various audiences, including effective use of data visualization. Working knowledge of statistical software (such as SPSS or R), student information systems (preferably Banner), reporting software (preferably Cognos), survey software (preferably Qualtrics), visualization software (preferably Tableau), and Microsoft suite (especially Excel). Excellent written, verbal, and interpersonal communication skills. Strong attention to detail. Strong analytical and critical thinking skills. Ability to work effectively with a diverse campus community, including administrators, faculty, staff, and students. Working knowledge of computers including word processing, spreadsheet, database, statistical analysis, and survey research software required. Effective oral and written communication skills and demonstrated ability to produce significant reports/documents. Excellent organizational and interpersonal skills required. Strong personal characteristics necessary for working effectively and cooperatively with a diverse faculty, staff, student, and community population in an administrative position. Experience with staff organization and supervision.
