Position Summary:

The TRiO-Upward Bound Program Director oversees all aspects of the Grant Program as described in the grant application and the Statement of Assurances. The Director is responsible for grant preparation and reporting, program design, implementation, evaluation and tracking based on the state/federal guidelines and the Statement of Assurances. The Director manages the overall functions of the Grant Program serving selected students who are enrolled in the grant funded program.

This position’s efforts are directed principally toward securing and maintaining funding to provide a comprehensive, cost effective program and overall administration of the program. The Director is responsible for grant preparation and administration, program design, implementation and evaluation, as well as identifying and selecting program members. In addition, the Director acts as a liaison between the College and multiple community organizations, businesses and the public-school system. The Director may also oversee ancillary programs that enhance the program initiative

Incumbents must possess proven ability to effectively work with a culturally, linguistically, and ethnically diverse faculty, staff, and student. They are expected to have excellent oral and written communication skills along with strong Information technology literacy skills such as Microsoft Office (Word, Excel, Outlook, Teams etc.)

Minimum Qualifications:

Master’s degree in an appropriately related field together with 1-4 years of related experience that includes up to two years of supervisory experience; or a combination of education, training and experience which would lead to the competencies required for successful performance of the position’s essential duties.

Successful Candidate must have or must possess:
  • Ability to communicate and collaborate with staff, students and parents/guardians
  • Demonstrated experience in budget and/or fiscal management
  • Ability to prepare grant applications and reports
  • Supervisory experience
  • Familiarity with the challenges faced by students who are first-generation, from low-income backgrounds and/or populations underrepresented in higher education

Preferred Qualifications:
  • Experience with strategic planning, budgeting, and staff supervision
  • Experience with organizational, institutional, state, and/or federal reporting
  • Demonstrated experience with program evaluation and/or assessment
Example of Job Duties:

Under the direction of the Dean of Academic Affairs, the Trio Upward Bound Director is accountable for achieving the Grant Program's goals and objectives through effective performance in these essential functional areas:
  • Grant and program preparation, administration and evaluation.
  • Overseeing budget preparation, maintenance and audits.
  • Liaison between the Grant Program and Federal, State and City officials, the public-school system, community agencies and businesses.
  • Recruit program participants,
  • Administration and hire Grant Program personnel.
  • Oversees personnel and assigns them to duties.
  • Submission of reports to funding agencies, maintenance of records and tracking data as required.
In addition to the accountabilities listed above, the incumbent is required to carry out the essential duties of: Attendance and participation at convocation and commencement ceremonies; Service on assigned committees and task forces; Attendance and participation at committee, staff, informational and professional meetings. These may involve attendance at evening or weekend events.

Starting Salary:

Anticipated Salary; $71,008 approximate annual plus excellent State of CT medical insurance, retirement, and related fringe benefits. This Grant Funded position has the potential of renewal through August 31, 2027.

Selection Procedure:
