JOB SUMMARY

This position is responsible for managing the College’s information security program, development, and oversite of the implementation of information security policies, procedures, and guidelines based on industry standard best practices.  Responsible for leading and performing information security risk assessments to identify potential security threats and vulnerabilities and designing and implementing the appropriate security controls. Monitor and respond to cybersecurity breaches, viruses, and intrusions, and perform forensic investigations. Maintain a strong knowledge of the regulatory cyber requirements to ensure the college is meeting those requirements. It reports to the Director, Cybersecurity and Network Infrastructure.

ESSENTIAL JOB FUNCTIONS:

  • Manage the College’s information security program.
  • Create, update, and implement security controls based on various cybersecurity and IT risk frameworks including Critical Security Controls (CIS) and the National Institute of Standards and Technology (NIST).
  • Serve as the security subject matter expert with a strong focus on implementing, monitoring, and assessing strategic initiatives for information security. This includes establishing, documenting, and implementing best practices, governance, and standards for security.
  • Lead and perform risk assessments to identify potential security threats and vulnerabilities and design and implement the appropriate security controls.
  • Monitor and respond to cybersecurity breaches, viruses, and intrusions, and performs forensic investigations
  • Act as the lead for the cyber incident response team
  • Manage the College’s Cybersecurity Awareness training Program.
  • Research, evaluate, and drive next-generation security technologies and concepts to keep the college’s cybersecurity program ahead of the curve. Maintain a strong knowledge of the regulatory cyber requirements (PCI, FFIEC, GLBA, etc.) to ensure the college is meeting those requirements.
  • Develop and maintain strong and collaborative relationships with the college community, vendors, and security partners.
  • Conduct and attend project meetings to provide security and governance input throughout project life cycles.
  • Monitor legislative, regulatory, and contractual changes to ensure that the College information security program is current and adheres to current standards.
  • Work with IT and  Risk Management areas to create end-to-end security solutions.
  • Chair the Technology Security Committee.
  • Monitor and investigate faults in the network and evaluate cybersecurity risks, take appropriate mitigation actions.
  • Perform routine testing of security systems.
  • Monitor network for suspicious behavior and alert leadership of any detected threats to the College’s systems.
  • Performs other duties as assigned.

MINIMUM REQUIREMENTS TO PERFORM WORK:

  • Associate degree with minimum seven years of related experience; OR Bachelor’s degree with five years of related experience.
  • Available to work some evenings and weekends.

Preferred

  • CISSP (Certified Information Systems Security Professional)
  • CISM (Certified Information Security Manager, Security+, CEH (Certified Ethical Hacker)

PHYSICAL DEMANDS:

The work is normally sedentary work which requires exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects.  However, periodically when working with computer related equipment, may require more medium level of physical activity such as lifting at least 50 pounds.  Additionally, the following physical abilities are required:

  • Hear/talk/communicate – Must be able to exchange information and communicate
  • Visual Acuity - Ability to perceive or detect surroundings
  • Mental Acuity – Able to focus, concentrate, understand, and convey subject matter
  • Repetitive motion (i.e., keyboarding)
  • Stand/sit/walk/able to move or traverse from one area to another

WORK ENVIRONMENT:     

College campus. Involves everyday risks or discomforts which require normal safety precautions typical of such places as office, meeting, and training rooms; use of safe workplace practices with office equipment; computers with highly technical applications/complex software/hardware/network, and new technology systems; avoidance of trips and falls; observance of fire and building safety regulations and College policies.

SALARY DETAILS:     

This position will be placed on the College 12-month Exempt Staff salary scale at grade 107.  Actual salary placement based on qualifications and experience.  Position includes an excellent fringe  benefit package.

  • successfully complete a criminal background check (for designated positions)
  • be able to work on campus as of the first day of employment
  • be a resident of DE, MD, PA, VA, WV or DC as of the first day of employment
  • be currently authorized to work in the US, as the College does not offer Visa sponsorship
