Position Summary Information



Summary
Under general supervision, this position is responsible for administering special federal and state financial aid programs and military education benefits. The incumbent will be responsible for the dissemination and processing of federal and state funds, certification of Veterans Affairs (VA) Benefits and Military Tuition Assistance (TA). The incumbent will be responsible for the reconciliation of funds disbursed, record maintenance, and communication with federal, state, and military agencies, as appropriate, to assist in the performance of duties Essential Duties and Responsibilities
include the following. Other duties may be assigned.
  1. Assists in the award, reconciliation, and records maintenance processes for state financial aid programs, including but not limited to Cal Grant, Chafee Grant, and CMD GI Bill programs.
  2. Serves as a School Certifying Official ( SCO ) and assists in certifying all military benefits programs, including but not limited to: Chapter 31, Chapter 33, and Military Tuition Assistance.
  3. Assists in coordinating ROTC scholarships with other financial aid programs.
  4. Assists in a backup role for Federal Pell Grant, Federal Work-Study, and Federal SEOG programs.
  5. Assists in a backup role for Satisfactory Academic Progress ( SAP ) and Unusual Enrollment History ( UEH ) processes.
  6. Participates in the development and implementation of departmental policies and procedures in accordance with FERPA .
  7. Performs VA benefit activities in compliance with all rules and regulations found in the VA School Certifying Official Handbook and ongoing guidance from related regulatory sources.
  8. Assist with all compliance surveys and annual submission of new academic programs to appropriate agencies.
  9. Serves as a resource to other campus departments, including, but not limited to, the Veterans Resource Center, Student Accounts, and Office of Student Success, to help provide exceptional service to our veterans and active-duty military students.
  10. Meets with and counsels students on military benefits and state financial aid programs as needed.
  11. Participate in military and veteran events on campus as needed.
  12. Participates in professional development conferences such as FSA, CASFAA, WAVES, and regional VA events.

  • Skill in the use of personal computers and related software applications, including EdConnect, Cognos, advanced Excel, Webgrants, Banner, and COD .
  • Knowledge of the Department of Veterans Affairs’ education programs and the Family Education Rights and Privacy Act ( FERPA )
  • Ability to make administrative and procedural decisions and judgments on sensitive, confidential issues.
  • A thorough knowledge of Business English and arithmetic, general office methods, procedures, and practices.
  • Ability to plan, develop, and coordinate multiple projects.
  • Ability to read and write at a level appropriate to the duties of the position.
  • Ability to handle large volumes of work and accurately track many details.
  • Ability to work with a high level of accuracy in a fast-paced environment with many interruptions.
  • Strong oral and written communications skills; ability to communicate effectively and professionally with a variety of different groups, including students, parents, government agencies, vendors, and offices within the University.
  • Ability to use independent judgment and to manage and impart confidential information.
  • Ability to gather data, compile information, and prepare reports.
  • Strong organizational skills and detail-oriented.
  • Ability to maintain confidentiality.
  • Knowledge and acceptance of principles and philosophies of California Baptist University, its programs, and requirements.
  • Knowledge of general accounting principles.
Education and/or Experience
Bachelor’s degree from a four-year college or university; or one to two years related experience and/or training; or equivalent combination of education and experience.
