Summary:
The Dean of the Adult Education and ESL Division is a member of the Educational Affairs leadership team and plays a key role in developing and monitoring the institution's Strategic Plan, contributing to academic policy and procedure recommendations, and creating a culture of equity for students, staff, and faculty. As a member of the administrative employee group, this position has broad responsibility for professionally developing staff and faculty in the Division, inspiring high-quality support for students, and modeling the values of the institution.

Pursuing local, regional, and national relationships is critical to be aware of opportunities to support the strategic direction of the Division. Examples of outcomes from these relationships may include applying to new grants; innovative program development; establishing research projects around student success; guiding pedagogical innovation in the classroom and online; and, putting in place best practices in student success, transfer, and workforce development. Future areas of focus for the college which impact the Division include closing achievement deficits, implementing culturally relevant teaching and learning strategies, enhancing the online learning environment, securing and fostering relationships with clinical partnerships, and working closely with faculty and local high schools on college readiness initiatives.

Required Qualifications:
1. Master’s degree.

2. Minimum of three (3) years teaching experience in a community college, college, or university or equivalent experience.

3. Minimum of 10 years of higher education experience or equivalent field.

4. Minimum of five (5) years supervisory experience.

5. Ability to work effectively and constructively with persons of diverse cultures, language groups, and abilities; demonstrate sensitivity to and ability to work with the diverse academic, socioeconomic, cultural and ethnic backgrounds of community college students, faculty, and staff, including those with disabilities; establish and maintain effective working relationships with those contacted in the course of work.

Desired Qualifications:
Minimum of three (3) years teaching experience with non-traditional adult populations in Adult Basic Education, GED or ESL, including teaching in corporate and community-based organizations.

Experience in developing innovative adult education programming leading to credentials and employment.

Understanding of the role of technology in providing adult education programming including technology-based delivery systems.

Experience with state and federal grants.

Bi-lingual.

Summary of Essential Functions:
Strategic Leadership and Project Management - 55%

1. Provide values-driven leadership to build and contribute to high-performing teams that provide excellence in customer service through innovative, creative and collaborative practices to all units and campuses within the College, as well as the external community.

2. Implement the strategic plan, develop a collaborative student-focused and community-focused culture, assure fiscal viability of the department, uphold policy and procedures, proactively lead talent performance and talent development, and build community relations as a collaborative partner on the Leadership Council and within a shared governance structure.

3. Champion the values of excellence, purpose, integrity, compassion, unity and inclusion as a leader of the College. Support student and employee success by demonstrating a commitment to equity, inclusion, and respectful interactions with persons of diverse ethnic, cultural, socio-economic or educational backgrounds.

4. Serve on the Educational Affairs & Student Development Leadership Team, join relevant continuous improvement committees, and participate in CLC Governance.

5. Actively participate in Educational Affairs Leadership, including serving as administrative lead on institutional level councils, commissions and/or committees.

6. Represent the Educational Affairs Leadership Team in Shared Governance, including serving on institutional level councils, commissions, committees and/or College Plan project teams.

7. In partnership with faculty and staff, establish and support a vision and strategic direction for the Division that links to the strategic plan of the College and helps to advance student success.

8. Work closely with other college departments in initiating, developing and implementing division level enrollment management plans that focus on recruiting and retaining a diverse student body.

9. Establish strategic goals, objectives, and action plan for the division and its individual programs in support of ICCB accountability measures.

10. Initiate, review, and recommend additions and revisions to courses, certificates, and degrees in collaboration with the faculty. Engage in new program development to meet the needs of the region.

11. Establish new relationships and cultivate existing partnerships with colleges, universities, employers, community organizations, and foundations to maximize opportunities for students and to advance the college’s strategic priorities.

12. Develop planning processes and research projects to collect and analyze data, set priorities, establish benchmarks, and monitor progress toward goals and objectives.

13. Stay connected to local, regional, and national professional associations/organizations to maximize opportunities for students, faculty, and the college.

14. Build knowledge of higher education research and best practices.

15 Lead institutional and divisional initiatives to improve teaching and learning.

16. Serve as the divisional lead in the planning and project management of new facility construction and major remodeling.

17. Serve as the divisional lead in collaborating with the Student Development, Strategic Planning, and Community and Workforce Partnerships units in developing policies, procedures and programs for Student Success.

18. Lead the development of a marketing and recruitment plan for Adult Education program promotion and recruitment of students.

19. Ensure a planning process that complies with Perkins V guidelines in developing Career and Technical Education programs that qualify as Program of Study.

20. Direct the preparation of the Comprehensive Local Needs Assessment Plan by collaboration with Institutional Effectiveness, Planning and Research and engaging internal and external stakeholders as identified in Perkins V.

21. Seek alternate funding and guides management staff in writing and procuring external funding to support the Adult Education and ESL Division, particularly its transition to college programs.

22. Administer the and manage the Perkins V grant to include applying for the grant, maintaining the grant, prepare, monitoring and managing the grant budget, working with deans and others to administers to prepare and administer the grant.

Division Administration - 35%

1. Plan, direct, and oversee the functional areas of the division which includes enrollment and testing services, academic instruction, academic and student support system, database maintenance, and job search services in accordance with ICCB grant policies, procedures, and forms.

2. Administer the ICCB Adult Education and Family Literacy (AEFL) grant, Perkins V grant, and other state grants to ensure compliance with grant requirements and performance metrics.

3. Lead the preparation of the annual grant proposals which include the narrative parts, work plan, and budget that complies with GATA rules.

4. Prepare the expenditure reports for the AEFL grant and approves for submission the Perkins V and other state expenditure grants.

5. Review and approve the submission of required quarterly and annual grant reports.

6. Provide program and grant data for ICCB and CLC auditors annually.

7. Serve as the liaison to ICCB for grant funded required meetings and communication about program progress, issues, and questions.

8. Identify, evaluate, and develop new program opportunities for academic programs in the division and educational affairs.

9. Administer the Division budget by analyzing spending trends, identifying new budget priorities through collaborative actions with faculty and staff, and reallocating funds to best meet the needs of the Division and the College.

10. Review and approve all division and departmental expenses, including procurement of items and services, and accurate payroll and time attendance in compliance with college policies and practice.

11. Ensure proper internal controls are in place, monitor and train staff in the division.

12. Accountable for maintenance of departmental records per federal, state and College of Lake County standards.

13. Establish regular clear and consistent communications within division/department; assuring communications are messaged at all levels of the division and/or department.

14. Oversee and monitor assessment of student learning efforts at the course, program, and institution level.

15. Provide oversight and guidance in the Academic Department Review and Program Viability processes.

16. Determine course-scheduling practices to ensure course offerings and instructor assignments are meeting the needs of students.

17. Ensure the Division is represented within the governance structure and there is clear communication between senates/committees/councils/commissions and the Division.

18. Lead the Division in institutional and program-specific activities to comply with accreditation and secure accreditation renewals.

19. Resolve and adjudicate student, faculty and other academic-related concerns as they arise.

20. Commit resources to the Lake County One Stop Center in accordance with the Workforce Innovation Opportunity Act (WIOA).

21. Provide the leadership and direction at the Lake County One Stop Center operations to ensure job search and employment services are provided in a timely and efficient manner.

22. Lead the division in community outreach by providing academic programs in various community sites and by partnering with community organizations for projects, events, and recruitment.

Personnel Management - 5%

1. Coach, mentor and develop employees across all departments, divisions and units of the College in collaboration with leaders throughout the College.

2. Directly hire, lead, manage, support and empower employees on the Adult Education and ESL Division team to job success at the College.

3. Encourage and support personal and professional development and learning, well-being and work-life integration.

4. Encourage and support equity by seeking to recruit, employ, and retain diverse staff. Create a welcoming and supportive environment for all students, staff, and faculty.

5. Foster positive employee relations, assuring this is cascaded throughout all levels of managers and supervisors within the division and/or department, and that includes regular employee feedback, recognition and progressive discipline where needed.

6. Administer policies and practices associated with faculty collective bargaining agreements.

7. Lead the process for hiring, on-boarding, evaluating and developing faculty, including recommending faculty re-employment and tenure.

8. Review faculty developed continuous improvement plans and prioritize resources to support associated activities.

9. Maintain high quality communication standards, demonstrate an appreciation for the variety of disciplines across the division, and employ a sense of humor to build relationships with staff and faculty.

10. Assure timely and consistent performance evaluation processes are followed at all levels within the division or department.

11. Lead the growth and development of personnel within the division and/or department, assuring this support is cascaded throughout all levels of managers and supervisors within the division/department.

12. Ensure the compliance of staff and faculty with ICCB AEFL professional development requirements.

13. Ensure the compliance of faculty to meet the ICCB Professional Pathway Credentials for teaching Adult Education programs.

Other - 5%

1. Participate on strategic and/or functional cross-departmental teams, committees and councils at the request of the division or unit leaders.

2. Participate in professional associations/organizations and educational activities that enhance subject matter expertise and leadership competencies, knowledge, understanding and interpersonal skills. Remain knowledgeable of current state and federal laws, regulations, and best practices in the field of appointment ensuring the College’s policies, procedures, practices and programs conform to laws and regulations and align with the mission, vision, values and strategic goals of the College.

3. Represent the Adult Education programs of ICCB’s APC 532 in the Lake County Workforce Development Board.

4. Attend meetings of the Lake County One Stop Center as required for being a core member per the Workforce Innovation Opportunity Act.

5. Attend ICCB required meetings for AEFL and Perkins grant funded programs

6. Makes presentation at local, state and national conferences, summits and other forums.

7. Performs other duties as assigned by supervisor.
