Essential Functions (Job Duties):

Assists with managing the financial affairs of the Department of Family Medicine and Public Health Sciences. Monitors accounts, programs and projects and provides recommendations for improved processes and services. Approves expenditures for all units and evaluates current operations in order to identify and implement improved procedures, policy and strategies. Coordinates sponsored program administration functions for the Department, Including fiscal and administrative review of sponsored grant and contract proposals; review and processing of agreements; and the management and processing of financial transactions. Duties require knowledge of and experience with University accounting and budgeting and sponsored program administration. Reports to Director, Family Medicine and Public Health Sciences.

Oversees fiscal management and administration of department funds related to grants, contracts, indirect cost, research & development and commercial activity with assistance to department general funds and endowments. Monitors expenditures to ensure compliance with Department, School, University, sponsor and other applicable policies, procedures, rules and regulations. Regularly meets with faculty to monitor and review all fiscal activity and provide financial projections to show anticipated year end outcomes, including but not limited to requests for budget transfers, project period extensions, personnel and non-personnel activity.

Provides day-to-day direction and guidance to clerical and accounting staff, including assignment of duties and training in policies and procedures. Coach, counsel, mentor and monitor/evaluate performance. Participate in and make recommendation is talent acquisition.

Provide direct fiscal and administrative input towards the annual budget and management of all active funds within the unit. Perform financial analysis and prepare reports for department on all fiscal activity.
Works with University offices to coordinate the fund management process for department ensuring compliance with University, sponsor and other applicable policies, procedures, rules and regulations. This includes activity of sponsored, internal, general donations, other awards and endowed funds.

Conducts and provides analyses, studies, and reports and makes presentations and recommendations required to improve efficiencies and optimize the use of resources. Enhances financial reporting and monitoring systems; identifies needs of internal and external customers; interprets, explains and revises findings as required to ensure pertinent issues and concerns are addressed.

Serves as a resource to faculty and other staff within the unit by providing information and guidance on appropriate use of department funds. Serves as a primary liaison between faculty and University offices to identify and resolve problems to ensure compliance with institutional policies and procedures.

Attends committee meetings; provides information and responds to inquiries concerning day-to-day operations; remains current with trends and developments in Accounting, Finance and related fields.

Oversees financial and business operations of consortia and professional organizations; serves on internal and external ad hoc committees.

Performs other related duties as assigned.

Qualifications:

Education
Bachelor's degree in Finance, Accounting or Business from an accredited college or university. Candidates with an equivalent combination of education and experience may be considered.

Experience
(Intermediate: three to five years related experience)
Three to five years experience in financial administration at an academic institution. Work activities require knowledge of accounting, finance and budget and the interpretation and application of University, School and Department administrative policies & procedures. Supervisory experience preferred.

Knowledge, Skills and Abilities
  • Extensive knowledge of pre and post award administration of sponsored grants and contracts. Extensive knowledge of accounting or finance practices and principals.
  • Extensive knowledge of and experience with University organizations, practices, programs and computing systems. Extensive knowledge of business operations and polices of external agencies and university affiliates.
  • Excellent oral and written communication skills. Ability to communicate effectively and professionally with others. Ability to present technical information and data so others understand.
  • Strong analytical and problem resolution abilities. Identifies and resolves problems in a timely manner. Gathers and analyzes information skillfully.
  • Ability to coach, mentor, motivate and inspire others. Ability to effectively delegate to others.
