Research Compliance Specialist:

Summary:
Under the direction of the Director of the Office of Research Policies, Compliance and Committees, coordinates activities directly related to research compliance, the Committee for the Protection of Human Subjects (CPHS), and internally funded research programs.
Job Duties
1. Serves as a regulatory expert in one or more Responsible Conduct of Research (RCR) areas, including but not limited to: research involving human subjects, animal care and use, conflict of interest, research integrity and/or grant congruency.
2. Follows defined processes to ensure institutional and investigator compliance in one or more of these areas, including the coordination of review committee function and/or the conduct of pre- or post-approval monitoring of research.
3. Develops and implements guidelines and application processes for the university research community, develops and delivers detailed training materials.
4. Makes administrative regulatory determinations, and evaluates investigator response to committee contingencies.
5. Serves as a resource for oversight committee members and other Division of Research offices.
6. Reviews grant, contract, and internal award materials for congruency and/or compliance.
7. Assists applicants in coordinating committee review processes related to funded research.
8. Performs other job-related duties as assigned.

Senior Research Compliance Specialist:

Assists the Associate Director, Research Integrity and Oversight (RIO) in overseeing one or more elements of research compliance managed by the RIO office, including the implementation, management, and monitoring of regulatory compliance activities.

  1. Serves as the highest non-director level regulatory expert in one or more of the following regulatory areas: human subjects research and associated Institutional Review Boards (IRBs), animal research and associated Institutional Animal Care and Use (IACUC), Research-related Conflict of Interest and associated Conflict of Interest Committee (COIC), Responsible Conduct of Research (RCR), and Research Congruency Review for internal and externally funded research projects.
  2. Works with RIO Associate and Executive Directors to recommend and develop initial drafts of policies, procedures, and guidance based on changing regulatory requirements or risk-based program analysis.
  3. Takes a lead role in the recommendation, development, and provision of training and monitoring programs specific to the assigned compliance area.
  4. Serves as a key resource for research teams, committee members, and RIO compliance specialists/analysts.
  5. Prepares official DOR communications and RIO website updates to ensure research-related requirements and changes are provided to the research community in a timely and effective manner.
  6. Works closely with the Associate Director and Internal Audit, Office of Contracts and Grants, and/or regulatory agencies on routine or for-cause audits.
  7. Works with assigned committee or area to investigate issues of noncompliance.
  8. Performs other job-related duties as required.

This position coordinates the research conflict of interest (rCOI) program and associated standing faculty committee at the University of Houston. This office and committee ensure that annual and sponsored award-specific COI certifications and disclosures are submitted by all investigators and are reviewed for any potential appearance of or actual bias in research results. The committee is also responsible for establishing appropriate management plans, reviewing monitoring reports, and reporting to federal agencies as applicable. The position also contributes significantly to the Responsible Conduct of Research (RCR) program, which is charged with the provision of training in all RCR areas and the monitoring of RCR plans in training grants. The role will involve creating/updating policies as regulations change and leading or providing significant contributions to cross-Division and/or cross-campus working groups aiming to redefine regulatory processes (for example, streamlining the collection and distribution of multiple types of disclosures across the university, or the provision or enhanced training).

The ideal candidate will possess at least 3-5 years of experience in research oversight administration, compliance, or ethics and a working knowledge of current and proposed federal research regulations and reporting criteria. High-level communication (both verbal and written) and customer service skills are a must, as are strong organizational, scheduling, and time management abilities. Research faculty and staff are considered the key clientele served by this position; significant and routine interaction with the UH Office of Contracts and Grants (OCG), the Office of Technology Transfer and Innovation (OTTI), and other Research Integrity and Oversight (RIO) staff is also to be expected. Cross-training in other research compliance areas will be provided.

Qualifications :

Research Compliance Specialist: Bachelors and 3 years of experience/ Monthly Salary: 3,881.00-5,047.00
Senior Research Compliance Specialist: Bachelors and 5 years experience/ Monthly Salary: 4,463.00 - 5,804.50

Requires a thorough understanding of both theoretical and practical aspects of an analytical, technical or professional discipline; or the basic knowledge of more than one professional discipline. Knowledge of the discipline is normally obtained through a formal, directly job-related 4 year degree from a college or university or an equivalent in-depth specialized training program that is directly related to the type of work being performed. Requires a minimum of five (5) years of directly job-related experience.
