The Department of Molecular and Comparative Pathobiology (MCP) and Research Animal Resources (RAR) are seeking a Senior HR Coordinator  to provide a wide range of human resources support and consulting services to department managers, supervisors, staff (including BU) and administration. This position will cover the following areas, recruitment and employment, salary administration and analysis, employee relations (including grievance resolution, disciplinary action, termination), training and education. Information management, performance management, benefits interpretation, personnel records management, payroll responsibilities, HR policy interpretation, as well as, information dissemination. 

This position will provide consultation to faculty, staff, students, and management on HR issues including personnel practices and University policy, employee relations, compensation, training, recruitment, and benefits. The Senior HR Coordinator will facilitate employee engagement for both MCP and RAR through the development of department actions plans based on results from the university wide Gallup Survey. This position will coordinate with HR Central, Payroll Shared Services, and the Benefits Office, to act as liaison with all new and existing employees

Specific Duties & Responsibilities

Employment
  • Works with managers to initiate the request paperwork for a position.
  • Submits all positions in the NEXUS system and follows up as needed. Tracks the process through all steps until posted for applicants to apply.
  • Develops requisitions in SuccessFactors.
  • Assists in the employment process by interviewing candidates as HR rep in the department. Partnering with Central recruiting to ensure the correct process is followed in the offer process.
  • Coordinates with the MCP Department Director and Administrator to complete HR documents for all new faculty, including completion of faculty payment forms, I-9 employment authorization, SIS record, creation and issue of JHED ID/email access and hiring new faculty into payroll.
  • Makes sure new employees onboarded and in SAP correctly.


Time Management

  • The coordinator will be responsible for working closely with Human Resources to ensure that appropriate policies and procedures are followed, including the adherence to state and federal laws regarding FMLA, and other labor laws.
  • Responsible for coordinating initial departmental efforts related to faculty and staff that require Family Medical Leave (FMLA) and Short-Term Disability (STD Parental leave and Birth Recovery Leave). Will work with divisional administration, supervisors, and SOM and JHHS HR representatives on submission of paperwork related to this area.
  • Handles KRONOS approval for the department for all JHH and JHHS staff (560 employees).
  • Assists Administrator and divisional leadership in developing departmental/divisional policies and procedures that comply with those of the SOM.
  • Reviews and monitors the access of employee and process ZSR’s as appropriate to ensure employee has network and system access.
  • Track and sends reminders for flu and Covid compliance.

 Employee Relations

  • Assist in gathering sensitive information for the grievance process, disciplinary action, and other personnel matters.
  • Assist with initial exit interviews for those employees terminating or transferring, signing of original time record, retrieval of badges and keys, answering questions relating to final paycheck, etc.
  • Assist with attendance issues and other Employee Relation actions.
  • Handles introductory period employees by checking in on their progress, advising next steps.
  • Assist in facilitation of team building events.

 Payroll/Compensation

  • Coordinates annual merit review and introductory review process and notifies divisional management. Uses SOM guidelines to determine merit increases; communicates changes to staff.
  • Assist with initiating annual merit increases.
  • Partners with the business office, faculty office and post doc office to ensure the correct documentation is received.
  • Oversees the payroll process for transactional submissions.
  • Prepare/initiate/process all ISR's, including, hiring new employees, salary changes, personal data changes, position attribute changes, position create LOA and complex bonus transactions.
  • Processes Over Time and other payment supplements. 
  • Manage casual employee’s timesheets and time entry in CATS.
  • Initiate all payroll and supplemental payments for adjunct teaching faculty.
  • Process off-cycle payroll requests.
  • Resolve payroll discrepancies.
  • Verify necessary paperwork has been received from new faculty, staff, and post-docs, and assist with I9 as necessary under the SOM established procedures.
  • Provide support for visa and work authorizations as needed.
  • Assist with staff reclassifications and equity adjustments.


Performance Management

  • Primary person responsible for the My performance initiative for MCP and RAR. This includes tracking review, goals, and checkpoint inputs. 
  • Assist in the facilitation of open sessions to re-educate on the new program.
  • Reviews goals with managers and supervisors to ensure they have substance and meet the SMART definition.
  • Data Management.
  • Establish and maintain individual staff, personnel records.
  • Maintain information for faculty, staff, and postdocs in electronic personnel files.


Other

  • Perform JHED administration functions for new hires, contractors and current JHED ID holders.
  • Generate Analysis reports to track information, review salary equity, develop organization charts, etc.


Minimum Qualifications
  • Bachelor's Degree in Human Resources, Business Administration, or other related field and three (3) years related experience.  
  • Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.


Preferred Qualifications
  • Experience with electronic data management systems, preferred.
  • Prior JHU experience, or experience in higher education is a plus.
  • Experience with SAP or other enterprise resource software is a plus.


Special Knowledge, Skills & Abilities

  • Strong working knowledge of employment laws (including FLSA, FMLA) and human resource practices, including recruitment procedures, compensation practices, personnel reporting and record keeping as well as employee relations.
  • Experience with bargaining unit relations.
  • Working knowledge of immigration regulations.
  • Strong oral and written communication skills and ability to interact effectively with diverse clientele at all levels of an organization.
  • Demonstrated excellent customer service skills.
  • Ability to work independently and exercise independent judgment, while interacting collaboratively as part of a team.
  • Ability to develop and maintain databases to organize and store information.
  • Ability to maintain a high level of confidentiality and discretion.
  • Ability to manage multiple projects and to prioritize workload.
  • Demonstrated proficiency in windows-based software applications including Microsoft Office, prefer knowledge of SAP.
