Overview

The Office of Finance & Treasury at Princeton University seeks an senior level costing analyst to serve as associate director of costing and analysis. The Associate Director, Costing and Analysis (AD) is responsible for a range of cost analysis and compliance issues, with emphasis on federal sponsored research, OMB Uniform Guidance, and student and employee benefits. The AD plays an important role in the development and oversight of costing policies; provides financial oversight of the University's employee benefit (medical, prescription drug, etc.) and student health plans; supports projections of the employee benefits rate and the annual benefits rate proposals to federal government agencies; takes the lead in communicating with approximately 40 recharge centers on University and federal policies and annual approval of rates; and conducts ad hoc costing projects as assigned. Oversees and directs work by a financial analyst, and helps coordinate work by other OFT staff on team projects and annual financial reviews.

Responsibilities

  • Prepare portions of the Facilities and Administrative (F&A) federal rate proposal using F&A reporting tool software; contact administrative and academic departments for cost details; assess and update allocation methodologies as appropriate and provide audit liaison (as of August 2022, we have concluded the negotiation of our F&A rates through FY2026 and will not be working on a federal F&A proposal in the interim). When not working on F&A proposals, support other costing studies, such as of endowment spending and the institutional cost of education.
  • Perform calculations, analyses, and compliance reviews of employee benefits rates; respond to HR, internal audit, and other internal inquiries; close benefits pool at fiscal year-end; prepare benefits rate proposals to DHHS and DOE (Princeton Plasma Physics Laboratory).
  • Oversee recharge center compliance, including the annual review of billing rates and methods, accounting for capital purchases, and expenditure analysis, as well as analytical support in review of recharge center subsidies and their impacts on other departmental finances.
  • Monitor financial transactions and expense trends related to the employee health and drug plans, long-term disability, flexible spending accounts, dental plans, and vision plan.
  • Coordinate projection assumptions with the Offices of Risk Management and Human Resources.
  • Support the development of employee contribution rates to university health plans.
  • Monitor finances of the University’s self-insured Student Health Plan (SHP) in partnership with the AVP for Risk Management and University Health Services/ Student Health Plan Office.
  • Provide analyses and recommendations to plan oversight committees regarding potential changes to benefits and charge rates.
  • Prepare reports, financial projections, and updates for the University Benefits Committee and provide periodic financial analyses in concert with HR Benefits Administration and PBA as requested by senior management.


Qualifications

Essential Qualifications:

  • Bachelor’s degree or equivalent experience
  • Seven to ten years of relevant experience, preferably higher education or health care
  • A high level of financial, administrative, and problem solving skills
  • The ability to understand and apply complex regulations, including federal regulations, within a university setting
  • The ability to deal with sensitive confidential information with discretion and tact, and to work in a deadline-driven environment
  • Strong working knowledge of PeopleSoft (or similar ERP system), PC and network environments; expertise in downloading and analyzing large sets of data
  • Advanced Microsoft Office suite skills, especially Excel

Preferred Qualifications:

  • MBA or comparable advanced degree
  • Experience in post-award research administration in a research university
  • Familiarity with the OMB Uniform Guidance
  • Audit experience dealing with cost allocation issues
  • Utilization of data warehouse reporting and querying tools, such as Cognos, Business Objects, Tableau, etc.
