The Whiting School of Engineering seeks a Divisional HR Services Supervisor to join its HR team. Reporting to the Assistant Director of Human Resources, this position directly supervises the daily activities for a team of Senior HR Coordinators who support the Whiting School of Engineering with critical HR and payroll transactions. This person interprets HR policies and procedures, and works with others to establish and improve on divisional HR and payroll practices. The position must demonstrate a commitment to excellence in customer service and ensure efficient human resource and payroll functioning for various departments within the Whiting School. The team itself is responsible for a wide range of payroll and human resources support to departments including: recruitment and employment; salary administration and analysis; JHU required training and education; leave management; benefits interpretation, personnel records management, HR policy interpretation, as well as, information dissemination.

Specific Duties & Responsibilities

  • Is committed to a high level of client service, providing consultation and service in support of colleagues, divisional staff, faculty, and school leadership, and mentors team to also be highly client service oriented.
  • Exercises independent judgment in the resolution of payroll and HR issues.
  • Ensures that the team can support and provide service for each other, that staff members are cross trained and skilled.
  • Plans staffing proactively to ensure coverage for anticipated times of high volume.
  • Oversees the scheduling and daily activities of the team. Provides assistance with recruiting, hiring, and training of staff.
  • Partners with others to improve payroll and other HR transaction processes, thinks creatively about how the work gets done, and looks for opportunities to speed processes.
  • Builds strong, effective collegial relationships.
  • Develops and coordinates training for new team members and manages coverage during position vacancies as well as ongoing training and workflow oversight for the team as a whole.
  • Assists with developing goals and identifying training needs to ensure effective and efficient services across all departments.
  • Provides support to department leadership as needed in SAP transactions and employee actions.
  • Develops policies and standardized procedures in coordination with departments to improve HR and payroll services throughout Whiting.
  • Collaborates with various groups on campus, including HR Shared Services, Engineering Business Office, Central HR, departmental leadership and Office of International Services to understand policies and procedures and troubleshoot issues.
  • Facilitates resolution of complex issues as presented by team members, departmental and divisional colleagues and leaders.
  • Monitors volume of transactions and coordinates with Assistant Director and team to balance workload.
  • Resolves E210 issues as needed.
  • Ensures maintenance of HR databases and master data.
  • Reviews monthly reports such as temp inactive, overpayment, and work authorization reports and works with departmental leadership to resolve discrepancies.
  • Manages and recommends improvements to HR and payroll processes.
  • Student hiring process and payroll processing.
  • payroll actions for staff, faculty, and students in SAP.
  • I9 processing of all new hires, as well as tax forms & social security number requests for foreign nationals.
  • Timesheet X (Time Entry) for hourly students.
  • CATS entry for casual employees.
  • Assists with onboarding processes and exit procedures.
  • Performs other duties and special projects as assigned.
Special Knowledge, Skills & Abilities
  • Knowledge of principles and procedures for personnel recruitment, selection, training, compensation and benefits, and personnel information systems.
  • Experience effectively improving processes and managing change.
  • Knowledge of human resource laws, employment laws, payroll tax issues and compensation.
  • Knowledge of business and management principles involved in tactical planning, resource allocation and coordination of people and resources.
  • Knowledge of accounting and budgeting theory and practices required, including experience with payroll systems and ability to apply administrative HR procedures and practice.
  • Ability to make independent judgments and to act on decisions on a daily basis.
  • Ability to work for periods of time without direction.
  • Ability to prioritize the team’s workflow as needed.
  • Ability to work with flexibility on several tasks simultaneously and to meet various concurrent deadlines.
  • Very strong organizational skills, analytical and problem solving abilities and attention to detail.
  • Ability to effectively interact with all levels of University employees, as well as, outside contractors.
  • Strong communication, presentation, and written skills.

Minimum Qualifications
  • Bachelor's Degree in Human Resources, Business Administration, or other related field.
  • Three (3) years related experience.
  • Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.


Preferred Qualifications
  • 5 or more years of progressively responsible experience in Human Resources
  • Prior supervisory or lead experience preferred.
  • SAP experience. Experience preferably in an academic or medical institution setting.

Starting Salary Range: $52,230 - $71,890/Annually (Commensurate with experience)

JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience.
