Summary/Position Description:

The Division of Facilities, Planning and Operations at Rowan University is a growing enterprise. The Division’s mission is to create and sustain a vibrant, safe, supportive environment at Rowan’s campuses. The division is dedicated to providing leadership in facilities, campus planning, development and maintenance. Organizationally, the Division is led by the Vice President of Facilities Planning and Operations who is a member of the President’s executive cabinet.

The Department of Facilities Operations is a part of the Division of Facilities, Planning and Operations. Through collaboration and partnership with the rest of the Division of Facilities, Planning and Operations and campus community, this Department leads the overall management of facilities operations including Trades Staff, Central Plant Operations, Department of Environmental Health, Safety and Fire Safety, and Custodial Operations.

Under the supervision of the Senior Director for Facilities Operations, the Director of Facilities directs and manages the overall operation of the Trades department on the Glassboro Campus. The Director of Facilities reports directly to the Senior Director. Work is performed under general direction and employee plans and arranges own tasks; direction is occasionally provided by supervisor; must be able to apply standard policy or procedure to routine problems or duties without benefit of specific guidelines; determines actions to be taken without immediate direction of supervisor in all but unusual cases; drafts for review new procedures for resolving non-routine matters having a moderate to high potential for generating conflict. University policy, government regulations, institutional precedents, professional standards and accepted practices govern independent action. Position routinely interacts with students, staff, faculty, unit administrators and regulatory agencies, and functions as an internal consultant to all levels of the University. This position collaborates with multiple shop supervisors as well as occasional student workers. Failure to perform tasks satisfactorily can result in liability, property damage, injury or fatality, regulatory noncompliance, and fine, imprisonment or both.

Essential Duties and Responsibilities:
  • Assists in the response to and the investigation of daily work flows. Assists in the prioritization and evaluation of requests for new work.
  • Assists with the oversight and administration of the day to day operations of the Trade shops
  • Assists in the development of budget, monitors and approves purchases, and implements cost saving measures
  • Consults with administrators, faculty and students
  • Assists in recommending actions that will help assure compliance with federal, state and local regulations. This position coordinates closely with Public Safety and Auxiliary constituents to address repetitive reoccurring issues.
  • Assists in the oversight and/or coordination of the collection, compilation, and analysis of program activity data; develops, writes, and presents comprehensive statistical and narrative program reports.
  • Assists with establishing and implementing long­ and short-range department goals and objectives. In collaboration with Environmental Health and Safety Department develops, implements, reviews, evaluates and recommends general safety related procedures, policies, manuals and guidelines.
  • Represents the University at various local, state, regional and national conferences and continuing educational courses as required. Assumes direct supervision of several shop crew supervisors, provides supervision to tradespeople in absence of supervisor, and oversight of occasional student workers or volunteers.
  • Participation in off hour’s emergency call in rotation.
  • Performs miscellaneous job-related duties as assigned by the Senior Director.
Requirements:

Education: Bachelor’s degree in an engineering or construction management related field is preferred.

Experience: Minimum 5 years of experience in an educational or construction supervision related field. Higher Education experience is preferred. Experience with civil service regulations or unionized labor contracts preferred. Ability to gather data, compile information, and prepare reports; to react calmly and effectively in emergency situations. Skill in developing procedures, inspection practices, and protocols. Working knowledge and understanding of prevention maintenance principles, practices, standards, and resources. Knowledge and understanding of State, Federal, and local regulations and codes. Effective interpersonal and communication (written and oral) skills and ability to work effectively with a wide range of constituencies in a diverse community. Skill in organizing resources and establishing priorities. Ability to develop, plan, and implement short and long-range goals. Ability to foster a cooperative work environment. Skill in budget preparation and fiscal management.

Special Requirements:

Must pass a HAZMAT medical examination and be medically qualified to wear respiratory protective devices and other personal protective equipment as needed.

This position in on-call twenty-four hours a day and seven days per week as needed to be informed of complications and create a form of response within the department. Individual must have as well as maintain a valid driver’s license and regular access to a private reliable means of transportation in order to maneuver through the campuses when operationally necessary. Work may occasionally involve moderate exposure to unusual elements, such as extreme temperatures, dirt, dust, fumes, smoke, unpleasant odors, and/or loud noises.
