    POSITION PURPOSE: Within the Business and Administrative Services Division, Facilities Management is responsible for creating and maintaining an environment that enables faculty and staff to fulfill the educational mission of California State University, Bakersfield through the continued maintenance of campus facilities and grounds, by providing services in a reasonable and timely manner, and by maintaining a quality-oriented organization geared toward the enhancement of the educational environment.

    Lead Painters perform the full range of skilled journey-level painting, finishing and related work. They maintain the exterior and interior of all the structures on campus by doing the preparation work, drywall, mud, tape, sealing, sanding, painting and finishing. Performing all specifications and requirements in compliance with building and safety codes and regulations

    DUTIES & RESPONSIBILITIES:

    Interior and Exterior Finishes (including preparation)
    • Accurately estimate costs, supplies and materials needed for jobs, prepare materials lists and ordering supplies for jobs.
    • Lays out and coordinates the workflow for jobs including assisting with the full range of skilled painting work, provides lead work direction to several journey-level crafts workers and semi-skilled assistants,
    • Prepare surfaces for painting and finishing
    • Mix and match paints and finishes
    • Apply under coats and finish coats using the full range of application methods including brush, roll, spray and electro-static spray
    • Erect scaffolding and/or hang rigging from electronic staging for painting projects
    • Hang wallpaper
    • Remove graffiti
    • Estimate cost, time, and materials for painting projects
    • Advise in the selection and storage of painting materials
    • maintain stock and materials in the warehouse,
    • Able to lead, instruct and coordinate the work of a small group or crew of skilled and semi-skilled workers.
    • Participate in the maintenance and operations of a paint shop
    • Perform sand and water blasting
    • Replace cove base and corner guards
    • Repair Drapery mechanisms, hang white boards, earthquake proof shelves
    • Replace Ceiling tiles

    Planning, Contractor coordination and remodels
    • Monitor work in progress and inspect completed work to ensure work is performed in sequence, that it is in compliance with specifications, special instructions and sound trade practices.

    Signage Coordination and installation
    • Paint signs and parking lot/roadway markings

    Other job duties
    • Maintain manual and/or computerized work records and maintenance management systems, prepare more complex reports.
    • Instruct other in safety rules and ensure that they are observed.
    • Asbestos abatement
    • Attend training and maintain skills as appropriate to safely and effectively complete assignments.
    • Perform other job-related duties and special projects as assigned.

    REQUIRED QUALIFICATIONS:

    EDUCATION & EXPERIENCE – A High School Diploma and one (1) to two (2) years of experience as a journey-level painter that includes work coordination responsibilities.

    LICENSES, CERTIFICATES, CREDENTIALS: Possession of a valid driver's license or the ability to obtain by date of hire. Must be able to successfully pass a pre-employment background/fingerprint check.

    SKILLS, KNOWLEDGE & ABILITIES (SKA's) –
    • Possesses a working knowledge of effective supervisory practices and techniques.
    • Works primarily as a skilled painter but has ancillary lead work and project planning responsibilities.
    • Analyze and respond appropriately to emergency situations
    • Erect and work from scaffolds, rigging and ladders
    • Estimate cost, time, and materials of painting work
    • Maintain records and retrieve data using manual and/or computerized record-keeping systems
    • Make rough sketches
    • Mix paints and finishes and match colors
    • Must be able to apply paints and finishes neatly and accurately
    • Perform arithmetic calculations as required by the position.
    • Prepare standard reports
    • Provide instruction to unskilled and semi-skilled assistants
    • Read and write at a level appropriate to the position
    • Read, interpret, and work from blueprints, plans, drawings, and specifications
    • Select the most appropriate materials
    • Thorough knowledge of the applicable state codes and regulations, including the Safety Orders of the Division of Industrial Safety of the State of California.
    • Thorough knowledge of the methods, materials, tools, and equipment used in the painting trade including painting, finishing, drywall, and paperhanging
    • Ability to initiate, establish, and foster communication and teamwork by maintaining a positive, cooperative, productive work atmosphere in the University with the ability to establish and maintain effective working relationships within a diverse population and with those from various cultural backgrounds.
    • Must be able to work overtime, occasional holidays, and adjust working hours to meet special jobs. May be called back periodically to perform work as needed on an emergency basis.

    PREFERRED QUALIFICATIONS:
    • Three years demonstrated experience working as a journey level painter
    • Demonstrated skills in a college or university environment utilizing a customer-oriented and service-centered attitude.

    PHYSICAL DEMANDS: HEAVY WORK – 50% or more of the activities involve walking, standing, squatting, kneeling or climbing; lifting heavy weight objects which may exceed 50 pounds.

    ENVIRONMENTAL FACTORS:
    • Working on ladders at varying heights.
    • Exposure to chemicals, fumes; noise from vehicle and equipment operation, dust, dirt, oil/grease, gases, and pollen.
    • Working with or around machinery with moving parts.
    • Subject to loud noises.
    • Sitting, standing, and walking for extended periods of time
    • Lifting, carrying, pushing, and pulling object(s) weighing up to 50 pounds.
    • Occasional stooping, kneeling
    • Repeated bending
    • Dexterity of hands and fingers to operate grounds equipment and tools
    • Repetitive use of wrists and/or hands
    • Ability to maintain balance
    • Reaching overhead, horizontally and above the shoulders
    • Rapid mental/muscular coordination
    • Verbal, auditory, and written capabilities to effectively communicate in an articulate manner
    • Accurate depth perception
    • Clarity of vision at varying distances to see small details and have color vision/distinguish shades
    • Working with chemicals, tools, and powered machinery.

    SPECIAL CONDITIONS:
