Position Purpose
Leads, directs and manages the planning, oversight, compliance, internal control, and analysis functions central to Dartmouth’s policies and procedures, for two departments within F&A: Treasury and Procurement Services.
Treasury includes the management of debt, working capital, cash and short-term investments, and capital funding programs and reserves. Procurement Services is responsible for the performance of the central procurement function, including procurement operations, inventory operations, contracts and strategic sourcing, fixed assets, and the disposal or reuse of surplus property.
The AVP works closely with the AVP of Financial Planning and Budget, the Investment Office, Advancement, the Controller’s Office, Campus Services, Office of the General Counsel, Risk Management, school and division leaders, and external providers of financial services to coordinate these activities. External providers include investment advisors, banking and investment services providers; debt underwriters, remarketing agents, and counterparties; external counsel; and bond rating agencies.
The AVP is responsible for the financial aspects of the administration, analysis, forecasting, and reporting for approximately $800 million in working capital and short term investments, although the actual investment of the funds will be the responsibility of the Investment Office; $1 billion of debt; $150 million of capital reserves as well as the Infrastructure Renewal Fund currently estimated to be $40 million annually, although the determination of spending priorities will be the responsibility of Campus Services; and the structure and pricing of liquidity facilities, including an authorized $150 million commercial paper program and a $400 million line of credit program. The AVP supports the EVP and the CFO in the preparation and presentation of materials for the Finance Committee of the Board of Trustees.
On a daily basis, the AVP is responsible for the following: the daily treasury operations, including cash management, and benchmarking of working capital and debt holdings. Responsible for long-term strategic financial analysis and planning with respect to cashflow forecasting, endowment distribution, working capital allocations, long term capital forecasting, debt levels and the corresponding impact on the College’s financial strength and credit rating.

A minimum of ten years of relevant experience in a related field (investments, treasury, debt management, corporate finance) with a high degree of autonomy.
A minimum of 7 years in a management position.
Preference for individuals with experience in higher education or non-profit endowment management, including an understanding of the Uniform Prudent Management of Institutional Funds Act ( UPMIFA ).
Bachelor’s degree in Accounting, Business Administration, Financial Management, or equivalent required
Masters of Business Administration, Certified Public Accountant, or Certified Treasury Professional required.

Cross-Functional Activities
Leads the collaboration among the Investment, Controller’s, Financial Planning and Budget, and Development Offices on financial and capital planning, disclosure, internal control, and policy interpretation matters associated with capital funding and financing decisions.
Identifies and collaborates with the Office of the General Counsel on legal issues relating to the College’s endowment and debt portfolio.
Leads the collaboration among the senior financial leaders, Investment Office and appropriate committees of the Board of Trustees in discussions around working capital investment and debt management.
Prepares, analyzes and monitors the College’s cash flow projections. Responsible for collecting and analyzing information about the College’s cash flows and needs, including obtaining information from all areas of the College which have a significant impact on the cash flow projections, including Campus Services, Office of Sponsored Projects, Investment Office, Advancement, and each of the Professional Schools.
Creates, recommends, benchmarks, and reports on the College’s endowment distribution forecasts, including variance and scenario analysis.
Leads the discussion of the Finance team and College senior leaders about the implications of various investment return and endowment distribution scenarios on annual budgets and long-range forecasting as well as quarterly reports for internal management and for the Board of Trustees.
Leads or participates in special projects, ad hoc committees and other groups to meet identified needs of the Board of Trustees, Senior Leadership of the College around endowment, investment, debt, capital investment and funding/financing, and reserve management.
Compiles, analyzes, and presents financial information for special projects, which could include financial forecasts, trend analysis, historical data compilation, ratio comparisons, etc.
Leads relationship with external service organizations who provide banking, debt, and related financial services.
Represents the College on self-insurance and insurance risk financing and retention activities, along with the Director of Risk Management, including participation on the Pinnacle finance committee and board.
Responsible for modeling, projections, and reporting related to activity and balances of the Capital Investment Fund.
Works closely with the Controller’s office, Campus Billing and DartCard Services, and the financial aid departments at Dartmouth to provide financial advice and forecasting for the institution’s student loan offerings.

Manages staff and participates with Controller in oversight of certain accounting, reconciliation and endowment administration functions that are critical to ensure the completeness and accuracy of financial information associated with treasury and capital management activities.
Directs the development, implementation, and evaluation of policies and priorities around debt, working capital investment management, endowment administration (including gift policies), and procurement.
