Job Summary

The Clinical Laboratory Services Manager of the Partnership Comprehensive Care Practice (PCCP) Outpatient Clinic serves an essential role as part of a multi-disciplinary team that provides patient care and education for adult patients living with HIV. Under the direction of the Clinical Director, the Clinical Laboratory Services Manager will oversee the daily administrative and operational aspects of laboratory services for PCCP. Duties include, but are not limited to, oversight of the laboratory services team, the development of workflows and procedures that support a positive provider and patient experience, efficient patient throughput, and the delivery of quality patient care. The Clinical Laboratory Services Manager consistently evaluates laboratory services, including appropriate staffing, the availability of supplies, equipment needs and service schedules, and identifies opportunities to increase the efficiency and effectiveness of laboratory operations. In conjunction with the Clinical Director, the Clinical Laboratory Services Manager develops indicators to measure, evaluate and improve operations – both at PCCP and its satellite clinic at St. Christopher’s Hospital for Children’s Dorothy Mann center. This individual participates in Compliance, Quality, Safety and Policy and Procedures activities, as needed, and positively promotes the Mission, Vision and Values of the Partnership Comprehensive Care Practice and Drexel Medicine.

Essential Functions

Staffing/Operations/Leadership:
  • Directly supervises all laboratory staff, including performance management, continuous skills assessment, evaluation, and disciplinary suggestions and follow through as necessary, including placing employees on a Performance Improvement Plan.
  • Recruits, hires, orients, and supervises new hires for the laboratory.
  • Monitors staff attendance according to the Drexel University’s policy.
  • Ensures all University required training and staff competencies are assigned to – and completed by – laboratory staff within established timeframes
  • Ensures staff is provided the appropriate clinical training and opportunities for continuous development.
  • Leads employees to accomplish all job objectives; inspires confidence and motivation. Empowers staff to achieve their best professionally and guides them through creative problem-solving.
  • Fosters effective communication and teambuilding and develops the leadership skills of staff through delegation of responsibility.
  • Ensures that staff are maintaining compliance with all University policies, procedures, and regulations.
  • Works with Clinic Director to determine priorities of clinic activities based on available resources. Proposes options for solving staffing problems that are within acceptable parameters and utilizes appropriate resources.
  • Develops protocols and procedures to ensure the effectiveness and efficiency of laboratory operations.
  • Establish a process for tracking and correcting laboratory errors, including coordinating with representatives at LabCorp and Quest, making providers aware of errors, and ensuring that patients are contacted and scheduled for re-collection.
  • Oversees appropriate use of Electronic Medical Record
  • Secures and maintains the confidentiality of protected health information in following with all HIPAA regulations and PCI standards.
  • Works directly with the EMR Support Manager to troubleshoot clinical issues related to the electronic medical record system.
  • Monitors and controls clinic expenditures within approved budget; orders and tracks medical supplies and vaccines, ensuring adequate supply levels to meet clinic needs, and reconciles expenditures as needed.
  • Assists in the development of a laboratory budget, utilizing administrative guidelines, appropriate benchmarks, and anticipated scope of services.
  • Ensures that daily patient care needs are being met, and that the patient experience is a positive one. Acts as a liaison if disputes arise between staff members or between patients and laboratory staff.
  • Interfaces with Clinical Director, providers, and the data team to improve quality and efficiency of care.
  • Demonstrates the following leadership skills: critical thinking, conflict resolution, negotiation, motivation, and personnel development.
  • Provides coverage for the clinical laboratory as needed based on staffing needs.
Environment of Care (Safety/Emergency Situations):
  • Communicates provider and clinic staff standards in keeping with regulatory agencies and University policies.
  • Performs/oversees maintenance checks on all laboratory equipment, in accordance with manufacturer’s guidelines, including temperature readings, station cleanings, and light departmental cleaning.
  • Develops and monitors laboratory standards to ensure compliance with safety, infection control and customer relations standards.
  • Communicates and enforces the University’s safety processes, which includes the Clinic’s emergency preparedness, hazardous materials/waste programs, security management plan, and equipment management.
  • Enforces Infection Control Standards for clinic and maintains a safe, clean, orderly, and pleasing environment.
  • Enforces Clinic responses to emergencies, as well as OSHA standards for clinic.
Communication:
  • Determines and demonstrates effective communication methods for staff and providers that define appropriate lines of authority for the laboratory in keeping with administrative structure.
  • Uses all methods of communication to disseminate information to staff in a timely manner. Promotes problem-solving and decision-making staff.
Additional Responsibilities:
  • Continuously evaluates roles and responsibilities of lab staff positions as it pertains to supporting clinical needs at PCCP; making changes as needed.
  • Assists with additional clinical and administrative duties in the absence of the Clinical Director
  • Ensures clinical support for in-office visits aligns with Drexel’s COVID-19 protocols.
  • Maintains up-to-date reference materials for providers, including specimen collection charts, lab/insurance charts, insurance, and ICD-10 coding information.
Required Qualifications
  • High School Diploma or GED
  • At least three (3) years of robust experience supervising and mentoring others in a medical practice setting (inpatient or outpatient) is required
  • Familiarity with electronic medical record systems, and proficiency with standard computer systems, including Microsoft Office and Zoom
  • Strong leadership, communication, interpersonal, critical thinking, and conflict resolution skills are essential
  • Excellent organizational skills, with the ability to manage competing priorities
  • Attention to detail
  • Knowledge of and experience supporting diverse patient backgrounds, including race, gender, and LGBTQIA+ identities and deep interest in advocation for marginalized communities and improving diversity, equity and inclusion required
  • Commitment to learning and delivery of trauma-informed care is essential
  • Must be able to stand at least 25% of the day and walk within and between buildings
