This is a unique and exciting opportunity for a collaborative leader with exceptional interpersonal skills to become the Director in the Office of Equal Opportunity and Title IX at UNR. The successful candidate will have knowledge of federal, state, and system regulations and policies governing equal opportunity, discrimination, and accommodation under the ADA. The next Director is a solutions-oriented leader who takes a proactive, shared approach to building an inclusive culture at all levels of the institution in support of diverse backgrounds.

The Director is responsible for UNR EO Compliance and Training under Titles I-IX. This includes but is not limited to overseeing EO/IX investigation of complaints of discrimination, sexual harassment, sexual assault, interpersonal violence, and other actions prohibited under Titles I-IX and associated federal and state laws and regulations. The Director conducts investigations as well as overseeing other investigations.  

The Director oversees UNR’s EO/IX training programs for faculty/staff and students; this training is mandated as an important part of limiting the occurrence and the adverse effects of discrimination, sexual harassment, sexual assault, and other actions prohibited by University policy. The Director is responsible for developing and conducting trainings as needed; in addition, the Director oversees and tracks campus-wide online trainings mandated by NSHE.  

The Director serves as the university’s Title IX Coordinator and oversees the work of the Title IX deputy coordinators across campus. The Director also serves as the University’s ADA coordinator and chairs the Accommodation Committee collaborating with other stakeholders on campus to review requests for ADA and religious accommodations. The Director supervises the Office of Equal Opportunity and Title IX staff and serves on university-wide and NSHE committees as needed. 

The Director reports to the Vice Provost, Faculty Affairs. 

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Manage, receive, and investigate complaints of discrimination and/or sexual harassment made under Titles I-IX and Americans with Disabilities (ADA). Serve as the University’s ADA Coordinator and facilitate the work of the Accommodation Committee
  • Work with federal and state agencies (i.e., Nevada Equal Rights Commission (NERC), Equal Employment Opportunity Commission (EEOC), Office of Federal Contract Compliance Programs (OFCCP), and Office for Civil Rights (OCR)) and University Office of the General Counsel in the resolution of complaints
  • Conduct investigations to include gathering witness information, interviewing complainants, respondents, and witnesses as they pertain to the investigation and preparing appropriate correspondence and concluding Investigative Memorandums.
  • Receive and document inquiries that are conveyed to the Office of Equal Opportunity and Title IX
  • Follow-up with inquiries as necessary
  • Prior to a complaint, consult with faculty and administration on how to proactively address a situation.
  • At the conclusion of an inquiry, consult with the vice provost, deans, department chairs, and Human Resources to develop remedies, modifications, and recommendations to address issues and concerns
  • Meet with complainants and/or respondents regarding findings of investigation
  • Provide guidance to the campus community regarding discrimination and sexual harassment prevention
  • For requests for accommodation under the ADA or for religious reasons, verify policy, analyze options, and consult with the Accommodation Committee
  • Develop and present campus-wide training programs on non-discrimination and accommodation regulations and policies as needed
  • Manage, receive, and investigate Title IX complaints of discrimination, sexual harassment, sexual assault, and/or other actions prohibited under Title IX. 
  • Serve as the University’s Title IX Coordinator; coordinate the work of deputy Title IX Coordinators across campus
  • Chair the University’s Title IX Coalition
  • Provide guidance to and collaborate with the Office of Student Conduct regarding Title IX discrimination and sexual harassment issues
  • Work with federal Title IX agencies (i.e., U.S. Department of Education (USDE), OCR, National Council of Athletics Association (NCAA) and various University offices in the resolution of complaints
  • Conduct investigations to include gathering witness information, interviewing complainants, respondents, and witnesses as they pertain to the investigation and preparing appropriate correspondence and concluding Investigative Memorandums.
  • Receive and document inquiries that are conveyed to the Office of Equal Opportunity and Title IX
  • Follow-up with inquiries as necessary
  • Oversee campus trainings mandated by NSHE
  • Develop and present additional Title IX training programs as needed. 
  • Supervise Office of Equal Opportunity and Title IX staff
  • Evaluate and revise policies and procedures to provide effective service to the university community
  • Oversee training and compliance database
  • Manage the budget for the EO/TIX Office 
  • Represent the EO/TIX Office as needed on university committees and task forces
  • Provide presentations to community organizations and Nevada System of Higher Education (NSHE)

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:

  • Federal, state and system regulations and policies governing equal opportunity, discrimination, and accommodation under the ADA or for religious reasons 
  • Federal, state, and higher education laws, regulations, policies and procedures governing human resources management and administration
  • Investigative processes for Title VI, VII, VIII and IX issues
  • Higher education organizational structures, operations and policies

Skills:

  • Proficiency in use of a personal computer and current software applications including but not limited to Microsoft Office Suite (Word, Access, Excel, PowerPoint and email)
  • Excellent oral and written communication skills to interact with diverse populations and prepare investigative memorandums 
  • Excellent inquiry, investigative, and interviewing skills
  • Teaching and training skills to conduct trainings and workshops and train EO/IX staff
  • Detail oriented
  • Interpersonal and human relations

Ability to:

  • Work and interact with diverse populations including students, staff, faculty and the general public with sensitivity to cultural, gender, and other differences
  • Maintain confidentiality of sensitive information received and recorded
  • Educate and train employees on Title VII and Title IX issues
  • Train and mentor new EO/IX staff
  • Exercise sound judgment to make objective, fair and consistent decisions
  • Maintain professional business and work ethics and standards
  • Understand and interpret formalized policies, guidelines, rules, and regulations

MINIMUM QUALIFICATIONS

  • Bachelor’s Degree and six (6) years of related professional work experience

OR

  • Master’s Degree and four (4) years of related professional work experience
  • Knowledge of EO/IX programs, investigations, and human resources
  • All candidates will be required to provide a statement of diversity/self-identification form
