Required Qualifications: Applicants must specifically address how they meet these required qualifications to meet the requirements of the position.
- Minimum of 5 years of direct management experience as either director or senior manager of a university affiliated research park/innovation district with a technology business incubator.
- Bachelor’s degree in business, public administration, entrepreneurship, economic development or another relevant field
- Demonstrated record of developing and managing operating budgets.
- Demonstrated track record of building successful multi-disciplinary collaborations, public/private partnerships and university/industry consortia.
- Strong verbal and written communication which delivers ideas and information ina clear and concise manner which is interesting and compelling to the targetaudiences.
- Capable of building strong, functional relationships with a variety of internal,external and business audiences. Capable of working in an environment whichincludes team management of programs and a high degree of flexibility. Clearunderstanding of how work gets done in organizations, builds networks thatallows him/her to effectively drive projects through organizational structures.
- Providing vision and leadership in the context of a collaborative environment.Taking accountability for delivering on commitments, owns mistakes and usesthem as an opportunity for learning and development, openly discusses his/heractions and their consequences.
- Provides leadership through support of organizational goals and values, demonstrates enthusiasm toward achieving those goals and mission. - Preferred minimum of 3 years’ experience in real estate development, business attraction and business retention.

The Executive Director of the Science, Technology and Advanced Research ( STAR ) Park bears primary responsibility for managing the development of the current 58-acre research park, operation of the STAR One technology business incubator and development of new physical research assets located outside of the main academic campus in San Marcos.
The Materials Application Research Center ( MARC ) is a university level innovation center created to establish Texas State as a leader in the formation of integrated strategies furthering creation of an innovation led ecosystem through applied research, engagement and entrepreneurial activities. Working in close collaboration with the Chief Research Officer, the Co-Directors of MARC undertake activities which include development of a university wide platform for identifying and implementing new multi-disciplinary strategies supporting Texas State’s goal of achieving R1 research classification and supporting a seamless structure for support of critical research resources in the form of shared equipment/instrumentation/core facilities. Examples of activities include the launch of the New Ventures entrepreneurship program (now transferred to a separate center) and the Connected Infrastructure for Education and Applied Research ( CIEDAR ) university/industry SMART infrastructure research consortium
Job Duties
Examples of Key Activities
Establishing STAR Park as a leading center for innovation, commercialization and entrepreneurship through opportunistic program development, delivery, enhanced physical space and outreach efforts.
- Establishing appropriate entrance criteria for admission to STAR Park
- Recruitment, screening and recommendation for admission of firms and project partners
- Leading development of Public/Private Partnerships (P3) solutions for physical development of the Park
- Leading creation and implementation of an appropriate market
driven Master Plan, CCR’s (covenants, conditions and restrictions)
and design standards
Maintaining a robust and dynamic technology business incubator program while enhancing the position of Texas State as a center for innovation, commercialization and entrepreneurship. - Development of entrance criteria for admission to the
STAR One Incubator - Recruitment, screening and recommendation for admission of client firms
- Developing collaborative relationship with client firms while acting as a conduit for creation of active interactions between startup/growth firms and university faculty/staff/students
- Managing client relations through progressive growth leading to timely graduation
Develop STAR Park and other identified physical assets in a manner which supports the university’s position in leading innovation, commercialization and entrepreneurship by creating a critical mass of technology driven activities.
