  The Position
  Montana State University Billings (MSUB) invites applications for the position of Dean of the College of Education, the largest teacher preparation program in Montana, from interested individuals from diverse perspectives and backgrounds. The Dean is the chief academic officer of the College of Education and provides academic and administrative leadership for faculty, staff, and students in the college. The Dean reports directly to the Provost and Vice Chancellor for Academic Affairs, provides a vision for the College, and is responsible for strategic planning and fiscal, personnel, and resource management. The Dean must lead the College in efforts to expand student success strategies that improve retention and graduation rates. The Dean will be committed to fostering faculty and staff professional development. The Dean will have a passion for the transformation role of education at all levels in preparing the next generation of educators, education leaders, responsible citizens, thought leaders, and lifelong learners. The Dean must effectively communicate the strengths and accomplishments of the College to internal and external constituents and facilitate partnerships with local, state, national, and international entities.

  The College of Education seeks a scholar with a vision for promoting excellence in undergraduate and graduate teaching, teacher preparation, research, and other scholarly and creative activities, as well as service. Candidates should have outstanding leadership, management, and interpersonal skills, a record of excellence in teaching and scholarly and creative activity, a demonstrated commitment to shared governance, and a significant record of department, college, and university service. The Dean of the
  College of Education is expected to forge strong partnerships with urban, rural, and tribal school districts and community colleges. The successful candidate will be expected to articulate and implement a vision for expanding faculty research, scholarly, and creative productivity in a way that enhances the student experience.

  The College

  The College of Education (COE) is one of five colleges at MSU Billings. The COE grants baccalaureate degrees in education and multiple master’s degrees, and its programs are accredited by the Council for the Accreditation of Educator Preparation (CAEP)/State of Montana. The College faculty members have a national reputation for excellent teaching, scholarship, and successful grant writing. The College of Education serves students across the state, region, and the country, providing undergraduate and graduate programs leading to teacher licensure and endorsements. It offers Master’s degrees in Education, Reading, School Counseling and Special Education. Additionally, the master’s degree in Special Education offers an Applied Behavior Analysis track that is accredited by the Association for Behavior Analysis International (ABAI) and is one of the top ranked online programs in this field.

  Responding to a plea from Montana citizens for an institution of higher education in central or eastern Montana, Eastern Montana State Normal School, was established March 12, 1927. Now, Montana State University Billings’ College of Education is recognized as the regional leader in the preparation of Literacy Specialists and Special Education teachers. The Teacher Education Program at Montana State University Billings is accredited by the Council for the Accreditation of Educator Preparation (CAEP) for the preparation of elementary and secondary teachers through the bachelor’s degree, School Counseling, the Master of Education degree, Master of Reading Degree, and the Master of Science in Special Education degree. The Montana State Board of Public Education accredits the Teacher Education Program.

  The COE is also home to the Montana Center for Inclusive Education, a statewide disability outreach program. The Center is dedicated to developing resources that promote the inclusion of people with disabilities of all ages and cultural backgrounds into their communities. To meet this mission, the Center works with numerous university and community partners. The Montana Center serves as a training and technical assistance resource to people with disabilities, families, and numerous agencies throughout the state. The Montana Center also houses the Institute for Neurodiversity to educate, advocate, support and provide accessible services for children with neurodiverse conditions, their families, educators, and community partners through compassionate, innovative evidence-based practices, and research. The activities of the Center are funded by a variety of state and federal resources. The staff of the Montana Center have professional skills related to individuals with disabilities in the areas of employment, rehabilitation counseling, transition, hearing conservation, community integration, prevention, collaboration, and learning strategies.

  Required Qualifications

  • Demonstrated passion and vision for and commitment to Teacher Preparation and Education
  • A terminal degree in an academic discipline represented within Colleges of Education;
  • Knowledge and experience with academic program development, review, assessment and accreditation;
  • At least three years of academic or related leadership/administrative experience which includes experience at the level of department chair, director or above and which should include strategic planning and management of space and resources;
  • Experience working with the P-12 environment;
  • Ability to develop and manage a budget in a strategic and mission-aligned manner;
  • Excellent communication, interpersonal and conflict resolution skills;

  Preferred Qualifications

  • An exemplary record of university teaching, scholarly and creative activity, and service, having achieved the rank of professor;
  • A strong record of external support for scholarly and creative endeavors, student development, or instructionally-related activities;
  • Familiarity with expectations for faculty recruitment, promotion, and tenure in a college/school of education;
  • Leadership and advocacy experience in an organization with diverse stakeholders, such as administrators, faculty, staff, students, alumni, and community partners.
  • Experience in fostering relationships with donors, alumni, community partners, or other constituencies in the interest of fundraising and support for academic programs;
  • Experience with teacher education programs and state-level teacher licensure processes;
  • A record of advocacy of education through active participation and leadership;

  Appointment Date/Salary
  The University seeks to fill this position by July 1st 2023. Salary will be commensurate with qualifications and experience.
