PROGRAM MANAGER, PRISON B.A. GRAD INITIATIVE

California State University, Los Angeles, invites applications for the above Administrator II position.

The Position: Cal State LA seeks a full-time Program Manager to administer the Prison B.A. Graduation Initiative - the first in-person bachelor's degree completion program for incarcerated students in California. The program, which is currently operating at Lancaster State Prison and will soon expand to other prison sites, offers face-to-face instruction in prison, taught by Cal State LA faculty. The program transforms lives by providing students with greater opportunity and hope. To date, 37 program participants have graduated with their B.A. degree.

Under the general direction of both the Vice Provost for Academic Affairs and the Associate Vice President for Operations, the Program Manager will serve a critical role, managing, coordinating and leading an effective and collaborative working environment among all of the campus stakeholders that support the Cal State LA Prison B.A. Graduation Initiative. The Program Manager will also be part of the leadership team responsible for managing the expansion of the program to other prisons across the State and will help identify and secure funding for the program.

The Program Manager will develop and implement an operation, financial and communication plan for the program, working closely with all campus stakeholders. This plan will include outlining the role and responsibilities of all university stakeholders and how progress, concerns and milestones will be shared and/or resolved. The Program Manager will also be responsible for helping to develop and implement a data management system to track key data, deliverables, and outcomes; and will gather, analyze, and prepare regular internal status reports, and ensure that the program operates within budget. The incumbent will establish and actively lead a productive and collaborative working environment among all of the campus stakeholders that support the B.A. Graduation Initiative which include: the President's Office, Academic Affairs, Admissions and Enrollment, Financial Aid, Registrar, Student Advisement, College of Professional and Global Education, College of Arts and Letters, Departments of Communication Studies and Liberal Studies, The Center for Engagement, Service, and the Public Good, and the Office of Communication and Public Affairs. The incumbent will regularly monitor the activities and progress of all campus stakeholders to ensure that each unit is meeting their program requirements on schedule and on budget. As part of this work, the Program Manager will lead and facilitate regular team meetings with all campus stakeholders to ensure everyone is up to date on program progress, issues that arise, and future planning. The incumbent will also play a significant role in the expansion of the program to new prisons, helping to develop, operationalize, and lead the strategy to expand the program throughout the state. This will involve working closely with all campus leads, including the Provost, Vice Provost for Academic Affairs, AVP of Operations, Executive Director at the Center for Engagement, Service, and the Public Good, and key external partners, which include CDCR, other university and community colleges, and new prisons. In addition, the Program Manager will help identify and secure funding for the program. The role will also require travel to prisons to work with our prison partners across the State.

Other duties include participating in College-wide and external activities and events involving community and educational partners and stakeholders. The incumbent will keep current on university policies and procedures and provide input during department and program-related meetings, as requested.

Required Qualifications & Experience: A bachelor's degree from an accredited four-year college or university in a related field is required. Five years of experience in successful project and budget management. Proven ability to design, implement and evaluate effective organizational plans and data management systems. Strong analytical skills and proven ability to develop and execute complex financial planning, which includes budget development, financial management and accounting oversight. Demonstrated experience successfully leading and supporting a diverse project team to meet its goals in a collaborative and timely manner. The incumbent must also have excellent interpersonal, oral, and written communication skills necessary to interact and lead a team of key senior management, faculty, and administrators. Excellent judgment and ability to problem solve and handle complex situations with tact and professionalism, and comfortable working in a fast-paced environment. Must have a commitment to student success and working in a multicultural/multiethnic environment. Demonstrated interest and ability to work in a multicultural/multiethnic environment. A background check (including a criminal records check) must be completed satisfactorily before any candidate can be offered a position with the CSU. Failure to satisfactorily complete the background check may affect the application status of applicants or continued employment of current CSU employees who may apply for the position.

Desired Qualifications: Master's degree from an accredited four-year college or university. Experience working and collaborating on issues to advance educational outcomes for underserved students and communities in either the educational, non-profit, and/or human services fields. Lean Six Sigma, with minimum green belt certification is highly desirable. A Project Management Professional (PMP) certification is a plus.

Compensation: Salary is commensurate with experience and qualifications. Salary range is $4583 - $14,713/monthly. A comprehensive benefits package is provided.

Appointment: The Administrator II appointment will be made under the guidelines for management and supervisory employees of the California State University. All rights and benefits associated with this appointment are governed by the Management Personnel Plan.
