Vice President and Executive Dean WVU Health Sciences

SUMMARY: The Department of Cardiology is the academic home to all faculty providers of cardiology services of West Virginia University (WVU), WVU Medicine Health System, and the WVU Heart and Vascular Institute and Service Line with care provided at the academic institution of Ruby Memorial Hospital in Morgantown and 30 service locations in West Virginia, Virginia, Pennsylvania, Ohio, and Maryland. The inaugural Department Chair will be responsible for overseeing the academic mission, strategy, and operations in conjunction with a strong commitment to undergraduate, pre-doctoral, graduate and interdisciplinary health sciences education. This includes ensuring the delivery of the highest quality of evidence based care and service, consistency in the quality standards of practice, and maintaining excellence across the academic spectrum enabling scholarly advances in the field. The Chair facilitates an interdisciplinary approach to achieve excellence in clinical care, education, and research in an environment in which collaboration is highly valued.

ALLOCATION OF TIME: Administrative 40%; Clinical and Educational 60% (variable).

EDUCATIONAL:
  • Works collaboratively with the Executive Chair, Vice President & Executive Dean, Associate Deans, other Department Chairs, Program Directors, and faculty on curriculum for the medical school.
  • Supports the Residency and Fellowship Program Director(s) and complies with the standards of the Office of Graduate Medical Education
  • Promotes the recruitment, retention, and mentoring of academic faculty within the Department.
  • Assures continuing faculty development activities in education, and both directs and advances scholarship within the department.
  • Provides annual summative evaluation and oversight of all faculty within the department, particularly with regards to the promotion and tenure cycle, as well as ongoing formative evaluation and feedback.
CLINICAL:
  • Participates in clinical service
  • Determines the qualifications and assesses the competency of all members of the department and coordinates and provides oversight of all medical staff as it relates to credentialing, re-credentialing, and privileging.
  • Collaborates with clinical services to support a multidisciplinary approach to patient care.
  • Ensures that patient care delivery and clinical standards for the department are consistent with current professional guidelines, accreditation standards, and the mission, vision, and values of WVU Medicine and the WVU Heart and Vascular Institute.
  • Monitors clinician, patient, referral, and employee satisfaction in accordance with organizational goals and guidelines, while maintaining clinical excellence.
  • Ensures the practice of evidence-based medicine, as well as optimal patient care by clinicians via the Electronic Medical Record.
  • Collaborates with the Executive Chair, CMO, and Quality Officer to develop and monitor continual performance improvement
SCHOLARSHIP:
  • Participates in scholarly activities.
  • Enables faculty to develop and enhance academic and professional development.
  • Provides appropriate mentoring for academic, scholarly and professional growth.
  • Encourages and rewards grant funding in education and training, basic, translational and clinical research, and other areas appropriate to the discipline of cardiology and multidisciplinary cardiovascular medicine.
  • Guides and develops the pursuit of federal grant development (e.g. NIH) in conjunction with the West Virginia University Center for Heart and Vascular Innovation, Research, Education and Prevention (WVUCHIP)
  • Seeks interdisciplinary collaboration in research and scholarly activities.
  • Supervises and mentors faculty research focused on practice changing contributions and scientific importance with a focus on high impact journals and national/international presentation
  • Mentors faculty and promotes development in voluntary national academic organizations
FINANCIAL:
  • Oversees departmental finances with regards to the clinical practice and educational mission.
  • Participates in the budget cycle at all levels of the WVU Heart and Vascular Institute and service line and WVU Medicine.
  • Provides recommendations regarding compensation and benefit programs for faculty, and staff working in cardiology and updates them regularly.
  • Makes recommendations for annual capital improvements and monitors future fiscal needs of the department.
  • Coordinates fiscal activities with the Internal Medicine Residency and Cardiology Fellowship Program Directors.
HOSPITAL:
  • Contributes to the planning, implementation, and evaluation of clinical services.
  • Works with leadership to monitor physician productivity, quality, access, and clinician/patient/staff satisfaction.
  • Serves as spokesperson for the department, advises leadership, and acts as an agent for implementing the policies and procedures of the hospital.
  • Coordinates with the Hospital/Ambulatory Clinics Administration, Chairs, Medical Directors and Division Chiefs to optimize access and the delivery of care to patients.
  • Ensures that clinical care is consistent with current professional standards, as well as with the mission, vision and values of the WVU Heart and Vascular Institute and WVU Medicine.
  • Collaborates with quality and compliance officers in performance improvement projects, turnaround time, sentinel event reports, key performance indicators and established metrics and dashboards.
  • Participates in medical staff affairs.
COMMUNITY RELATIONS AND OUTREACH:
  • Seeks collaborative relationships with Clinicians and administrators at system hospitals. Maintains active professional relationships with former graduates practicing in the state and region.
  • Participates in local and regional leadership forums and societies or delegates these responsibilities.
  • Remains active in local, state, regional and national professional societies appropriate to Cardiology.
STRATEGIC PLANNING:
  • Participates in active and ongoing strategic planning for the department, which is congruent with that of the WVU Heart and Vascular Institute, School of Medicine, the Health Sciences Center, the University, and WVU Medicine.
SPECIFIC DUTIES/RESPONSIBILITIES:
  • Primary responsibility for recruitment and maintenance of high quality faculty in order to facilitate the continued expansion of cardiology services of the WVU Heart and Vascular Institute and Service Line
  • Delivery of evidence based clinical cardiology care, as appropriate for training, expertise and experience at all clinical sites
  • Teaching of medical students, residents and allied health professionals.
  • Creation and execution of an appropriate departmental budget, with the assistance of the Executive Chair, Departmental and Service Line Administrators, and other key personnel.
  • Oversight of the clinical operations, educational activities and scholarly efforts, with delegation of duties as appropriate, to include hiring and replacement of staff, capital purchases and compliance.
  • Ongoing participation in the Council of Chairs and Executive Council of the School of Medicine.
  • Committee and council duties as assigned by the Executive Chair, Dean, CMO, hospital CEO, other ranking officials, or as peer-elected.
  • Annual faculty evaluation and completion of promotion and tenure requirements for the department.
  • Assists in the hiring and replacement and retention of faculty.
  • Setting, monitoring, and ensuring equitable compensation within the institutional framework.
  • Maintenance of accreditation of all educational programs, both pre-doctoral and post-graduate.
  • Assist in setting of personal and departmental goals with measurable outcomes.
  • Promote and develop faculty and staff personal and professional development within the department.
  • Promote/participate in endeavors of philanthropy on behalf of the Department, HVI, School of Medicine and University
MINIMAL QUALIFICATIONS:
  • Board Certified in Cardiovascular Diseases with ongoing maintenance of certification
  • Eligible for medical licensure in the state of West Virginia, with an ongoing, active license once achieved.
  • Ten years or more experience in practicing Cardiology, with demonstrated leadership skills.
  • Experience with national Cardiology leadership
  • Experience in teaching medical students and residents.
  • Demonstration of successful fiscal and personnel management.
