The compliance manager supports operational efficiency in all areas of Title IV administration through research, monitoring and testing related to processing activities and systems' functionality. The manager will oversee personnel and processes.

The manager is responsible for developing communication protocols for delegating and monitoring responsibilities and tasks among staff members. The manager must be organized in compiling and reporting metrics and outcomes. They will be responsible for performing data analysis, reporting and assessments to identify compliance and training needs related to Title IV Federal Student Aid (FSA) program administration.

Responsibilities:
  • Active member of the Financial Aid Compliance Team, included in all discussion concerning the policies and procedures for administering Federal Student Aid.
  • Ensure top performance of team members by providing them adequate supervision, coaching, and guidance.
  • Maintains a thorough working knowledge of all pertinent processes, policies, and procedures within the department and stays abreast of all changes.
  • Manages and supports implementation of compliant policies and procedures.
  • Oversees the maintenance of documented SOPs, policies and procedures.
  • Stays current on regulatory updates and best practices in administering Title IV Federal Student Aid, with a concentration on Enrollment Reporting, Gainful Employment, Pell Grant and Direct Loan program administration, and default management.
  • Remains updated on technical and professional knowledge by attending conferences, webinars, building networks and reviewing of industry publications.
  • Manages processes for FSA exit counseling, enrollment reporting and default management.
  • Administers regular process reviews and audits, utilizing findings to identify focused training needs and process improvements across Federal Student Aid processes.
  • Becomes established as a point of contact for outside agencies and/or third-party partners, to include; federal loan servicers, the National Student Clearinghouse and ECMC.
  • Performs root cause analysis on processing errors and determines compliance and training needs if applicable.
  • Monitors and offers recommendations for procedural, website, and software improvements for increased efficiency.
  • Reviews internal and third party system capabilities to assist with system implementation, enhancements and change management, as needed.
  • Reviews Information Technology (IT) work orders and Functional Required Documents (FRDs).
  • Performs User Acceptance Testing (UAT) and production verify, as needed.
  • Maintains positive working relationships with other APUS departments to achieve goals and ensure seamless customer service.
  • Assists in answering student questions and resolving student issues.
  • Coordinates on “red flag” research and monitoring activity of the University's high risk student population in an effort to minimize exposure related to identity theft, financial aid fraud, and abuse.
  • Compiles and submit information to meet the needs for external reporting and requests
  • Reports issues and escalations to the Compliance Director.
  • Meets or exceeds performance goals as determined by the Compliance Director.
  • Special Projects, as assigned.

Required Skills:
  • Has a working knowledge of Federal Student Aid administrative capability requirements.
  • Understands Federal Student Aid eligibility and packaging and disbursement guidelines.
  • Possesses superior research and analysis capabilities and strong technical skills.
  • Is organized and demonstrates excellent attention to detail.
  • Must possess superior written and verbal communication skills.
  • Strong organizational, motivational and time management skills.
  • Ability to adjust quickly in short timeframes with limited direct supervision.
  • Demonstrates strength in building rapport with others and creating a positive team environment.
  • Effectively presents information to individual and/or group audience.

Required Experience:
  • Bachelor's degree required from an accredited institution.
  • Minimum of five years full-time equivalent experience in financial aid.
  • Experience with Financial Aid Automated Systems and Implementations.
  • Candidate must have excellent oral and written communication skills.
  • Experience with Windows based applications specifically Microsoft Excel, Access and PowerPoint.
