Job Description Summary

The Chief Data and Analytics Officer ( CDAO ) serves as a senior member of the Data Science, Innovation and Effectiveness team and is accountable for the institution’s information assets and data governance structure, providing critical information for decision making, performing data analytics and trend analyses, and creation of reports for College leadership and external entities at the local, state, and federal levels. The Chief Data and Analytics Officer provides leadership for a team of professionals in the areas of institutional research, institutional effectiveness and assessment, and data and metrics. The Chief Data and Analytics Officer provides vision and implementation of the college’s data strategy and governance. The Chief Data and Analytics Officer facilitates intentional partnerships and collaboration with key departments on campus to coordinate research and data analyses.

Minimum Qualifications

EDUCATION AND EXPERIENCE
  • Master’s degree from a regionally accredited institution of higher education, in higher education administration, business administration, measurement, computer technology, management information systems or a social science related field.
  • Minimum of four (4) years’ experience in quantitative and qualitative research, statistical analysis, and reporting. Four years of full-time equated experience in data analysis of large data sets, preferably longitudinal data sets.
  • Demonstrated understanding and use of qualitative and quantitative research tools. Strong background in utilizing databases, statistical analysis, and research design.
  • Minimum of four years supervisor experience.
  • Doctorate preferred
KNOWLEDGE, SKILLS AND ABILITIES
  • Knowledge of local, state and national community college issues; academic and student development programs; curriculum development; current trends and issues relating to federal and state reporting; accreditation requirements; current and innovative practices in the development and assessment of institutional effectiveness and student learning outcomes.
  • Demonstrated history of developing and supporting data governance and data quality programs, and performance measure creation
  • Experience in data analysis and interpretation
  • Demonstrated track record regarding the development of assessment tools and methods of measurement; data warehousing; data dashboards; use of data for program improvement; and management information systems
  • Experience with instructional program assessment
  • Knowledge of descriptive and inferential statistics
  • Knowledge of the SPSS software package or other quantitative statistical software, i.e. R, Python, etc.
  • Knowledge of quantitative and qualitative research methodologies
  • Ability to work collaboratively in a team environment
  • Demonstrate knowledge of assessment theory and practice.
  • Able to provide multiple examples of working with assessment data and interpreting results using SPSS or other statistical software.
  • Knowledge of database management systems functionality and database query language theory
  • Strong interpersonal communication skills with the ability to deliver complex information to vast audiences
  • Ability to communicate effectively, orally and in writing

ESSENTIAL DUTIES
  • Manages the office of research, assessment, and effectiveness, including supervising research and assessment efforts and supervising/directing the activities of the director of institutional assessment, director of analytics and reporting, research analysts, and administrative support personnel and/or faculty assigned to the office.
  • Manages the budget and cost centers for the officer of research, assessment, and effectiveness.
  • Establish and manage the college’s data strategy to include data governance goals, objectives, and operating procedures.
  • Lead strategic and operational planning for the organization’s data management practices, focusing on meeting business needs and requirements through data functions.
  • Strategizes the process for providing reliable and accurate ir data for internal and external audiences in a timely fashion, directing workflow, and supervising analysts and staff.
  • Promotes a college-wide culture of data literacy and data-informed decision making.
  • Leads data governance and stewardship committees.
  • Promotes a college-wide culture of inquiry in which evidence-based research is used to measure the effectiveness of all programs, services, and processes.
  • Oversees the preparation, validation, and submission of institutional performance accountability reporting and other institutional assessment report mandated by the Maryland higher education commission ( MHEC ) and other agencies.
  • Collects and disseminates data, statistics, facts, and studies/analyses on the college and its programs via multiple media for use by internal and external stakeholders.
  • Prioritizes and directs research studies received from internal and external research ad hoc requests.
  • Coordinates the preparation of environmental scanning reports, enrollment projections, and other information needed to support the strategic and operational planning.
  • Chairs the college’s institutional review board ( IRB ).
  • Collaborates with internal and external colleagues to address research, planning, and policy needs of the college, MHEC, and the state legislature.
  • Interprets data from local databases and available external data sources.
  • Provides recommendations and guidance for institutional planning, program reviews, accreditation, accountability, and assessment processes.
  • Performs other duties as assigned

PHYSICAL REQUIREMENTS
Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact as normally defined by the ability to see, read, talk, hear, handle, or feel objects and controls. Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to a personal computer, calculator, copier, and fax machine. No significant climbing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, and repetitive motions.

OTHER REQUIREMENTS
  • Must be able to work Monday thru Friday, 8:30 a.m. – 4:30 p.m.
  • Ability to communicate effectively in spoken and written standard English.
  • As required by the 1986 Immigration Act, be prepared to present acceptable documentation showing your identity and that you are a U.S. citizen or an alien who is authorized to work.
  • A background investigation will be conducted prior to the offer of employment. A signed authorization for the release of personal information will be required if selected for an interview.
