ATTENTION:

The Wisconsin Department of Health Services (DHS) and UW - Whitewater’s Center for Inclusive Transition, Education, and Employment (CITEE) seeks a Wisconsin National Core Indicators (NCI) Coordinator/Client-Based Researcher II to investigate the experiences and outcomes for children and adults with significant disabilities using long term supports related to their quality of life. The Client-Based Researcher II is the lead on the Wisconsin National Core Indicators project, which requires overseeing more than 3,000 interviews annually, of persons with intellectual/ developmental disabilities, people with physical disabilities and older adults. The Client-Based Researcher II performs planning and administration of the project protocols, sampling, data entry and analyses, creating and disseminating results.

Academic staff positions are provided fixed term appointments with annual renewals unless otherwise noted. Reappointment for subsequent terms is dependent upon performance, university funding and external forces.



JOB DETAILS:

The Client-Based Researcher II must be able to work collaboratively with other team members. This position requires an individual who can work independently, take the lead, make good decisions, set priorities, problem-solve and have a sense of humor. This position reports to the Section Manager for the Integrated Data and Analytics Section at DHS and the UW-Whitewater CITEE Director.



QUALIFICATIONS:

Minimum Qualifications :
  • Bachelor’s degree minimum
  • Experience with data analysis, statistics techniques, and software (such as R or SAS) and data entry
  • Experience with children or adults with disabilities
Desired Qualifications:
  • Master's degree desired in Psychology, Rehabilitation Psychology, Education, Sociology, Social Work, or related field.
  • One to three years of prior experience working in a human subjects research setting and knowledge of human subjects' research principles, ethics, and regulations.
  • Knowledge of statistical software (R or SAS) and data entry.
  • Previous project lead work experience and skills/ability to supervise workers.
  • Excellent written and verbal communication, as well as strong interpersonal skills.
  • Attention to detail
  • Excellent organizational and time management skills.
  • Prior experience working with children and/or adults with significant disabilities.
  • Knowledge of state and federal laws and policies related to individuals with disabilities and older adults, including HCBS Medicaid Waivers, Medicaid, ADA, WIOA, Social Security programs, etc.
  • General knowledge about partner agencies serving individuals with disabilities such as ADRCs, Family Care, IRIS, children’s waiver agencies, DVR, etc.

RESPONSIBILITIES:

NCI Project Management and Data Analytics 90%
  • Complete, as well as oversee, completion of all paperwork related to NCI protocols and timelines.
  • Maintain effective communication with the Human Services Research Institute (HSRI).
  • Meet regularly with the vendor selected to perform the interviews.
  • Ensure adherence with state and federal laws, rules, and regulations.
  • Collect and evaluate the information necessary for completion of the reliable interview tool and ensure the protection of health information.
  • Compile interview tool data and develop monthly, quarterly, and annual reports. Assist in creating summative reports for distribution to different audiences.
  • Implement each survey and resolve any issues to ensure quality data collection. Perform and oversee interviewing according to research protocol
  • Serve as the contact to represent DHS for general questions about the NCI protocol.
  • Oversee process improvement activities related to the interview tool review process.
  • Provide feedback to programs and stakeholders to create alignment with current practices and make recommendations for best practices based on results and analysis.
  • Primary manager of database and software for NCI data. Use statistical software (R, SAS, Excel) to analyze data, pull sample, and contact information for each NCI survey.
  • Track research participants in database and coordinate follow-up assessment. Create and submit reports as requested. Provide support to other projects as requested.
  • Lead or work on other research and analysis projects related DHS and Division of Medicaid Services (DMS) priorities.
  • Provide guidance and training for contracted vendor on protocols related to abuse, neglect, and financial exploitation.
  • Revise protocols, maintain approval status, and submit updates for active protocols.
  • Develop new protocols as needed. Provide feedback on protocols and implementation.
  • Prepare and present NCI analyses to internal DHS audiences, long term care programs and providers, statewide stakeholders, and nationally.
  • Positively represent the Department of Health Services and University of Wisconsin - Whitewater.
Other Activities 10%
  • Other duties and projects under the direction of the Integrated Data & Analytics Section, Section Manager or CITEE Director.
  • Participating in unit and departmental meetings, completing trainings and professional development activities required by DHS, the NCI project, and UW-Whitewater, and completing required paperwork for UW-Whitewater.

COMPENSATION AND BENEFITS:

Well-qualified candidates can expect a starting annual salary within a range of $55,000 – $68,000 or a salary commensurate with the candidate’s education, related experience, and qualifications.
