Performs complex accounting duties. Collaborates with campus representatives to monitor, analyze, and reconcile financial data for sponsored programs. Interacts directly with project sponsors related to financial reporting, invoicing, payments, and auditing on behalf of the university to ensure compliance.

  • Analyzes, interprets, and processes complex extramural award actions to ensure financial requirements per federal, state, university, and sponsor regulations are followed on behalf of the institution
  • Audits and approves financial transactions such as sub-award invoices, Principal Investigator transfers, refunds, payments, cost transfers and fiscal closeout of awards and projects
  • Answers questions and advises campus stakeholders of correct processes and procedures for award management
  • Prepares and analyzes financial reports and invoices, data and records, identifies discrepancies, investigates, and recommends solutions as needed for accuracy on sponsored grants and contracts
  • Works within the enterprise resource planning (ERP) system to establish awards, review expenditures, issue invoices, manage accounts receivable, and process post award modifications
  • Serves as fiscal contact/coordinator for grant audits, site visits and Wisconsin Legislative Audit Bureau (LAB) audits.
  • Monitors the Federal regulatory environment; advises the Director of the Office of Sponsored Programs, and the University’s Controller in the development of institutional policies, procedures and systems to ensure continuing compliance.
  • Completes and submits federal surveys and compliance reports including the annual NSF Higher Education Research and Development (HERD) survey and the quarterly American Recovery and Reinvestment Act (ARRA) compliance report.
  • Reviews and approves all proposal budgets before submission to ensure compliance with institutional and granting agency policies and requirements, and to ensure that funds requested are adequate for effective implementation of project design.
  • Serves as principal financial/budgetary negotiator with funding agencies during the pre-award process, in the negotiation of extensions and/or amendments to existing awards, and when resolving compliance issues with funded awards.
  • Performs other financial duties as assigned
Qualifications Required:
  • Bachelor’s Degree in finance, accounting or closely related field.
    Four years of relevant experience, or an Associate's Degree and two years relevant experience, will qualify in lieu of a Bachelor's Degree.
  • Knowledge of Generally Accepted Accounting Principles (GAAP) and Generally Accepted Auditing Standards (GAAS)
  • Working knowledge of financial compliance.
  • Excellent oral and written communication skills, including judgment, professionalism and demonstrated ability to communicate with constituencies.
  • Ability to adapt to changing regulations and requirements.
  • Effective and efficient analytical skills; ability to analyze data, interpret guidelines, and proficient financial accounting skills.
  • Demonstrated commitment to diversity, equity, and inclusion
Preferred:
  • Experience working in higher education, in a position of financial administration.
  • Broad knowledge of State and Federal policies and procedures concerning budgeting, grants administration, contracts/subcontracts, and cooperative agreements
  • Knowledge of and experience with computer-based financial accounting management systems, including PeopleSoft Shared Financial System, and online federal reporting systems such as those maintained by the U.S. Department of Education and the Health Resources and Services Administration.
  • Knowledge of UW Oshkosh and UW System Board of Regents policies and procedures concerning grants administration, contracts/subcontracts, and cooperative agreements
