Assistant Director of Human Resources and Talent Acquisition

Reporting to the Chief Human Resources Officer, the Assistant Director of Human Resources and Talent Acquisition plays a critical role in our continued growth, helping us by driving continuous improvement strategies, building exciting employee onboarding and orientation options, and participating in the selection and implementation of software systems and infrastructure. The Assistant Director will lead the Employment Opportunities unit, bringing innovation and the highest level of customer service to the hiring process for all roles, including role description and advertisement creation, candidate management, the evaluation and offer/closing process. This person will supervise two Human Resources Generalists in designing a recruiting strategic plan that adheres to SUNY regulations, ensures a consistent representation of SUNY Oneonta as a preferred employer, and drives a world-class candidate experience. This is a collaborative role, working closely with Employee Services team members and partners to offer new employee engagement, development, and retention initiatives in our quest to be "best in class".

What you'll do:
  • Lead and manage the recruiting process and team to implement strategic plan(s) based on open jobs and execute consistently to achieve key metrics.
  • Be an active participant in the Employee Services leadership team, providing leadership and administrative management related to human resources short- and long-range planning for design, development and management of employee engagement and retention initiatives.
  • Support the college leadership team in building a positive employment environment where every employee feels valued and recognized from hiring to retiring, including assisting in designing employee development and retention initiatives.
  • Ensure a high-touch recruitment experience through advanced technology and high levels of customer service; lead a process improvement team in identifying and implementing applicant tracking and automated HR functions software systems.
  • Manage direct recruitment and searches for all segments of the college including faculty, professional, Civil Service and management roles.
  • Implement and continuously refine our Recruiting Strategy including advertising through multiple channels, ensuring a strong social media presence, sourcing and nurturing passive candidates, and building robust talent pipelines to improve diversity within candidate pools.
  • Deliver best practices training to search committees and campus-wide to ensure a legally compliant and candidate-friendly talent acquisition process.
Human Resources Generalist

Reporting to the Assistant Director of Human Resources and Talent Acquisition, the Human Resources Generalist plays a critical role in our continued growth, helping us by driving continuous improvement strategies, building exciting employee onboarding and orientation options, and participating in the selection and implementation of hiring software systems and infrastructure. The HR Generalist will offer the highest level of customer service to employees and assist the Assistant Director in building diversity and equal opportunity in employment at the college. This is a collaborative role, working closely with Employee Services team members and partners to create a positive working environment for all employees.

What you'll do: This is an entry-level HR Generalist position with an emphasis on talent acquisition AND the opportunity to learn all facets of our human resources services
  • Under the direction of the Assistant Director, manage assigned portions of the recruiting, hiring, and onboarding process.
  • Be an active participant in the Employee Services team, identifying short- and long-range plans for design, development and management of employee engagement and retention initiatives.
  • Develop content for and design of the Employee Services website; create employee information materials and forms to support human resources processes and initiatives;
  • Complete the recruitment and hiring lifecycle process in an efficient and professional manner, implementing strategies to minimize the time to hire and creating a positive candidate experience.
  • Manage the hiring process for Civil Service positions; earn New York State Civil Service compensation and classification certification and gain authorized access to the NYS Civil Service systems.
  • Develop reporting metrics to support the search process and provide data for leadership regarding quality/quantity of candidate pools, first choice hires, ad yields, time elapsed from search approval to hire, etc.
  • Deliver best practices training to search committees and campus-wide to ensure a legally compliant and candidate-friendly talent acquisition process.
  • Join the process improvement team to identify and implement automated HR functions software systems.
  • Partner with Employee Services team members to design and deliver "best of class" onboarding and orientation for all new employees.

Requirements:

Assistant Director of Human Resources and Talent Acquisition

Minimum Requirements
  • Bachelor's Degree from an accredited college or university
  • Minimum five years' experience in the Human Resources field
Additional Requirements
  • Minimum two years' supervisory experience
  • Thorough knowledge of employment-related laws and regulations
  • Ability to plan, organize and present training activities to diverse employee groups
  • Knowledge of and experience with varied human resource information systems
  • Ability to extract and analyze data, compose, and present comprehensive reports, and use data to develop informed HR strategies and goals
  • Demonstrated support of a diverse, inclusive, and welcoming workplace or environment
  • Excellent verbal and written communication skills
  • Proficient with Microsoft Office Suite and related software
Preferred
  • Six plus years' general human resources experience
  • One or more years' talent acquisition experience
  • PHR, SHRM or similar HR certification
Human Resources Generalist

  • Bachelor's Degree
  • Zero to two years' professional experience
