Job Summary

Reporting to the Manager, Employee and Labor Relations, the Senior Employee/Labor Relations Analyst works under limited supervision and performs journey-level professional employee/labor relations staff duties including investigation design, research and analysis; assists in the resolution of disputes; assists in the preparation of grievance and complaint responses; assists with the design, development and facilitation of employee/labor relations related training. Provides advice and interpretation of Collective Bargaining Agreements, CSU policies and procedures to managers and work leads/supervisors; assist investigators with related duties and performs related duties as required. This position will also provide support to the area of equal opportunity as needed.

Key Responsibilities
  • Gather, prepare and analyze technical and statistical data for use in grievance processing, mediation, arbitration, fact-finding, and other labor relations activities.
  • Assist the Senior Director/Manager in grievance preparation with research and analysis of issues and past history.
  • Research, gather and compile data for information requests related to grievances and discipline cases.
  • Research issues relative to contract interpretation/administration.
  • Implement or assist in the implementation of negotiated settlement agreements and arbitration awards.
  • Draft settlement agreements, grievance responses and formal disciplinary actions.
  • Prepare, lead and respond to issues for Labor Management meetings.
  • Oversee record management for progressive disciplines and grievances.
  • Consults with and provide advice to managers and work leads/supervisors regarding disciplinary actions, grievance processes, contract interpretation, CSU policies and procedures, and other employee/labor relations matters.
  • Conduct and/or assist with investigations related to disciplinary actions, grievance responses, and workplace violence complaints.
Knowledge, Skills & Abilities
  • Thorough knowledge of Human Resources methods, procedures and practices
  • Thorough knowledge of collective bargaining contract administration
  • Knowledge of investigative processes and procedures
  • Knowledge of adult learning methods
  • Excellent written and verbal communication skills
  • Ability to interpret and analyze collective bargaining agreements and solve complex problems arising within the context of those agreements
  • Ability to define problems, establish facts, collect data, draw conclusions and to effectively present information when responding to questions from internal and external customers
  • Ability to effectively present information and respond to questions from groups of managers, customers, labor unions and the general public
  • Ability to handle multiple work priorities, organize and plan work and projects and work within various deadlines in a fast-paced environment.
  • Ability to ensure completeness, accuracy and timeliness of all operations functions
Required Qualifications
  • Bachelor’s degree or professional training program specific to the position and directly related work experience, or a combination of education and experience which demonstrates the ability to perform the essential functions of the position
  • Three years of administrative work experience
Preferred Qualifications
  • Master’s Degree
  • Four (4) years HR experience in a union environment with two (2) years direct labor/employee relations experience; experience interpreting collective bargaining agreements; experience in higher education


Compensation

Classification: Confidential Administrative Support II
Anticipated Hiring Range: $6,200/month - $6,500/month
CSU Hiring Range: $4,464/month - $10,180/month
