The College of Veterinary Medicine (CVM) is seeking an empathetic and mission-oriented Director of Budget and Planning to provide leadership and expertise for all phases in the development of the college-wide annual operating budget, management of college financial resources, internal and external obligations, and conduct and direct the development of the processes, tools, management systems and evaluate to guide executive-level planning and decision making in the college in areas including finance. In this role, you will:

 

BUDGET PLANNING AND DEVELOPMENT

Oversee the college-wide budget process.

  • Lead development, delivery, and analysis of the college annual budget.
  • Develop and oversee tools/systems, reporting, and analyses that support financial reporting and budget planning and aid department administrators and college administration in preparation of budget plans and to support college-wide planning.
  • Lead the development and implementation of processes and policies and provide appropriate training to department staff to improve budgeting activities and outcomes.
  • Work with the University Budget Office to review common budgetary interests, commitments, planning assumptions, and variance analyses.
  • Work with the Assistant Dean to develop appropriate short and long-term college financial planning assumptions.

 

FINANCIAL ANALYSIS AND REPORTING

  • Develop standard and ad-hoc financial analyses and reports to regularly evaluate and project the college's financial status, both college-wide and core college, as well as individual funds and programs within the college.
  • Support all levels (i.e., executive, department, program) of financial planning and decision making regarding the use of available college resources in various areas and provide in-year and year-end variance reports with historical trending and/or forecasting, as necessary. Identify and research anomalies and discrepancies, sharing insight for understanding and potential financial decisions;
  • Develop appropriate executive-level financial reports and analysis for use by the Dean and/or Assistant Dean in college or university meetings and presentations, as well as for use with the College Advisory Council, and prepare annual college submissions to the AAVMC (American Association of Veterinary Medical Colleges).
  • Develop and continuously maintain a thorough understanding of university charts of accounts, Kuali reporting tools, and other university systems and reporting tools.
  • Develop and maintain data verification processes, as necessary, to ensure the integrity and accuracy of data and reports and procedures for and manage position control.
  • Develop and recommend financial strategies and inform decisions on matters affecting the college revenue and expenditure budgets.
  • Provide financial planning expertise, research, and support required on college strategic initiatives.

 

FINANCIAL MANAGEMENT

  • Oversee the management of CVM resources and institutional costs.
    • Forecast and monitor income from various internal and external sources.Review on a regular basis with the Assistant Dean.
    • Implement strategies to maximize discretionary revenue and ensure prudent expenditure of funds and manage the use of restricted and discretionary gift and endowment funds to ensure full utilization of available resources in accordance with all appropriate restrictions.
    • Develop procedures to manage position control where appropriate and provide oversight for incentive and other institutional programs; Dean’s strategic initiative funding, royalties, indirect costs recoveries, undergraduate tuition/accessory instruction, professional/masters tuition, graduate tuition, repayment of student tuition loans, college graduate student support, competitive research programs, etc.
  • Manage CVMs internal and external commitments, including Provost, Other Non-CVM Colleges, Dean’s, Associate Dean and Assistant Dean for Finance and Administration.
  • Develop and maintain CVM procedures and business rules for expenditures from the Dean’s operational budget, college-wide and core college, and train departmental administrators.

 

COLLEGE REPRESENTATION AND LEADERSHIP

  • Facilitate resolution of financial issues for the college. Assist college fiscal and administrative staff in the resolution of extraordinarily difficult issues.
  • Represent the college on university committees and the Assistant Dean for Finance and Administration at university and college meetings concerning financial planning and funds management.
  • Partner with the Director of the Accounting Service Center to provide leadership in financial function and management across the college, facilitating training and development for department administrators, ensuring compliance with policy and legal requirements, and improving reporting, financial management, and fiscal control at the department level.Facilitate identification of best practices and documentation of procedures for college-wide implementation.
  • Develop effective working relationships with department management to guide and support financial management practices and resolution of concerns and issues.
  • Provide training, both contextually and on detailed processes and practices, such that department management has a solid understanding of issues and concerns and their implications

 

PEOPLE MANAGEMENT

  • Lead and manage the work of the Assistant Director and two Finance Specialists within the office by facilitating appropriate training and providing necessary direction and support to enable staff success.
  • Support the current and future professional development of the Budget & Planning Office staff within the office, college, its departments/units, and the university.

 

What qualifications do you need:

  • Bachelor’s Degree with 7+ years of related budget preparation, accounting, and fiscal operations management experience or a combination of equivalent education and experience.

  • Highly developed technical skills and expertise with spreadsheets, flat files, relational databases, and other data collection methods, as well as the ability to conceptualize and design analyses and presentations to meet business reporting and decision-making needs.

  • Managing Multiple Priorities: Knowledge of effective self-management practices and ability to manage multiple concurrent objectives, projects, groups, or activities, making effective judgments as to prioritizing and time allocation.
  • Team Management and Team Building: Create and foster an inclusive team environment while meeting individual and unit goals in accordance with the broader mission.
  • Capability to work with and represent work units professionally and ethically with tact, diplomacy, and advocacy, while creating a high-quality and respectful work environment.
  • Ability to build strong and sustaining strategic alliances: beyond the department, build partnerships with college, university, and departmental offices and staff.
