IT Program Analyst - IT Budget, Procurement and Policy
The Opportunity
The IT Program Analyst is part of the Office of the CIO within Information and Technology Solutions (ITS). This position is responsible for managing, monitoring, and forecasting the ITS budget, and serves as the primary staff member for procuring hardware, software, and services for ITS. Working with all areas of ITS, this role develops and delivers procurement bid proposals and tenders documents in collaboration with the procurement office. The job requires a combination of budget analysis, budget development, and budget administration, while also having the ability to convey complex financial data to non-finance colleagues. Advanced writing and communications skills are required. Partnering with the leadership team, this position helps to ensure that all published policies and procedures authored by ITS are regularly updated to maintain relevancy and accuracy.
Responsibilities

BUDGET MANAGEMENT
  • Administer and monitor the budget for ITS.
  • Develop and oversee budget planning and processes for ITS.
  • Review and facilitate the approval of new budget requests or adjustments to funding.
  • Allocate funds to different functions, projects, and teams appropriately.
  • Analyze budget spending and optimize the budget based on spending data and performance.
  • Regularly update teams regarding their budgets.
  • Communicate important data points to the CIO and leadership team and assist them with making informed budgeting decisions.
  • Create quarterly spending plans and provide them to the Mines budget and planning office.
  • Follow fiscal policy and procedure.
  • Establish and maintain a strong team-oriented relationship with the budget and planning office.
OPERATIONAL PROCUREMENT
  • Maintain competency and a deep understanding of procurement policies and procedures.
  • Serve as the primary ITS staff member for purchasing hardware, software, and services.
  • Receive, approve, and process invoices for payment.
  • Work with all areas of ITS to develop and deliver procurement bid proposals and tender documents in collaboration with the procurement office.
  • Assist ITS with vendor evaluation using selection criteria, university procedures, and best-practice tools and templates.
  • Manage and lead contract renewals, extensions, replacements, and terminations to meet fiscal requirements, budgetary timing, contractual demands, and operational needs.
  • Manage escalations with critical vendor relationships.
  • Communicate to all stakeholders affected by approaching contract expiration/termination dates and assist with renewals.
  • Initiate, write, and lead Requests for Proposal (RFP), Requests for Information (RFI), and Requests for Qualifications (RFQ) processes to completion for new contracts or existing contracts identified for either replacement or re-competition.
  • Establish and maintain a strong team-oriented relationship with the procurement office.
  • Monitor the market and analyze trends in ITS spending and inventory control in order to make recommendations in areas for possible cost reduction.
  • Research, identify, and qualify potential new suppliers in order to secure more cost-effective sources of products and services.
  • Identify and execute value opportunities with key vendor relationships.
POLICY AND PROCEDURES
  • Analyze organizational effectiveness and assist with conceptualizing, writing, and editing new department and university-wide policies and procedures.
  • On a regular basis, review published policies and procedures authored by ITS and work with the appropriate department

Minimum Qualifications

Education and Experience:
  • Bachelor's degree from a four-year college or university in IT Management/Administration, Accounting, Business, Finance, or equivalent advanced training and experience.
  • 3+ years of professional experience in budget management, budget analysis, budget development and implementation, or administration (including budget formulation, execution, and analysis).
  • Experience working with complex data sets.
  • Experience writing Requests for Proposals (RFP), Requests for Information (RFI), and/or Requests for Qualifications
Knowledge, Skills, and Abilities:
  • Knowledge of the principles and practices of budget and accounting.
  • Ability to convey complex financial data to non-finance colleagues.
  • Excellent knowledge of common productivity programs for word processing, spreadsheet creation, and infographics tools.
  • Outstanding interpersonal skills and the ability to develop, maintain and cultivate relationships with internal and external customers.
  • Excellent writing skills to create and edit policies, procedures, and other formal documentation.
  • Ability to perform robust financial math, financial analyses, and accounting calculations.
  • Ability to manage confidentiality in all aspects of work.
  • Ability to review and improve processes in a budget.
  • Ability to work in a dynamic environment and navigate ambiguity, while building a vision for future enterprise needs.

Preferred Qualifications
  • Experience writing policies and procedures.
  • Experience with an enterprise resource planning (ERP) system.

Pay Range

$75,300 - $91,300

Mines takes into consideration a combination of candidate’s education, training and experience as well as the position’s scope and complexity, the discretion and latitude required in the role, work location, and external market and internal value when determining a salary level for potential new employees.
