The Opportunity
The Purchasing Agent is responsible for the procurement of materials, supplies, equipment, and services for the University that will meet the needs of University administrative and academic departments and comply with all Colorado School of Mines Fiscal Rules, Procurement Rules and applicable State Statutes. regulatory guidelines, accepted purchasing principles, and University policies. The Purchasing Agent prepares detailed bid specifications for commodities and services requested by University departments and reviews vendor responses to solicitations. The Purchasing Agent also acts as a subject matter expert in regards to purchasing procedures that must be interpreted for departments and vendors.
Responsibilities

Mines Procurement and Contracting Office provides purchasing and contract services for a large variety of campus partners, ensuring compliance with internal and external policy, rules, and statutes. As a division within the Controller’s office at Mines, the Procurement and Contracting Office provides top notch customer service for purchase requests, both large and small, across the university. The Procurement and Contracting team seeks an individual who loves to problem solve by navigating complex processes, understands theories, principles, and best practices of purchasing and strategic procurement, is open to challenge and change, and has excellent attention to detail and time management skills. Responsibilities of this position include:

  1. Manage and administer University purchase requests.
  2. Issue and administer competitive solicitations.
  3. Be responsible for simple contract negotiations and other contract responsibilities.
  4. Use and implement job required software products, other products used by the department, and assist in process reengineering, including providing training on the procurement process.
  5. Provide project support as necessary.

Minimum Qualifications
  • Bachelor’s degree
  • One or more years progressive and professional level experience which should include:
  • Experience negotiating terms and conditions/contracts
  • Experience developing and working with database reporting and ability to learn software systems
    • Analytical thinking, research skills, and problem solving skills
    • Critical thinking, independent research, problem solving and negotiation skills
  • Fluency in Microsoft Office Suite
  • Excellent communication skills (oral and written)

Preferred Qualifications
  • Experience working in an institution of Higher Education
  • Demonstrated familiarity with Banner or other Oracle-based financial system
  • Experience training and coaching customers and colleagues on procurement policies and procedures
  • Progress toward procurement certification (e.g., CPPB)

Pay Range

$54,200 - $59,900

Mines takes into consideration a combination of candidate’s education, training and experience as well as the position’s scope and complexity, the discretion and latitude required in the role, work location, and external market and internal value when determining a salary level for potential new employees.
