Position Overview:

Direct an organization's activities to execute operations, achieve strategic goals and increase efficiency. Collaborate with senior leadership to coordinate activities or resolve problems. Analyze operations to evaluate performance of the institution, division or department in meeting objectives or to determine areas of potential cost reduction, program improvement, or policy change. Direct, plan, or implement policies, objectives, or activities of organizations or businesses to ensure continuing operations, to maximize returns on investments, or to increase productivity. Review reports submitted by staff members to recommend approval or to suggest changes. Appoint department heads, faculty or managers and assign or delegate responsibilities to them. May develops strategies to achieve educational goals and objectives.

Department Specific Essential Job Functions:

Serves as a member of the VP for Finance and Operations’ leadership team. Responsible for the oversight and supervision of both the Budget and Procurement functions. Responsible for leading the preparation, validation and submission of the various reports and documents related to the university budget utilizing multiple software applications including Banner, Paycom, and Axiom, among others. Should have some technical understanding of various tools used to query data such as PowerBI. Responsible for ensuring the accuracy and understanding of the budget data and information. Serves as a key sense maker of financial and related data. Has the ability to identify trends and anomalies in order to advise strategies to ensure the optimal allocation of resources. Collaborates with campus leaders to execute both short and long-term financial strategies aligned with the mission and objectives of the university.

Cultivates a high-level knowledge and understanding of the multiple components of the Procurement function, including the campus procurement card program and travel. Maintains signature authority for university contracts and expenditures processed through Procurement Services. Becomes familiar with purchasing policies and statutes to inform decision making and ensure compliance. Provides analysis of issues, data, and financial information to identify patterns, trends, obstacles and opportunities.

Actively works to create an atmosphere of trust and transparency, foster positive communication, welcomes positive conflict and seeks resolution. Manages the fiscal affairs for supervised areas including budget preparation and compliance, expenditure review, personnel hiring and administration, approval of travel requests and supplemental funding requests. Responsible for the guidance and direction of the areas supervised working to ensure and enhance customer service to the campus community. Seeks ways to maximize existing tools and systems to achieve division and university goals. Will work closely with other members of the division and university community to achieve these goals. Oversees the development and implementation of policies and programs in related areas. Serves as needed on various departmental and university committees, including matters of policy development and compliance, personnel and fiscal issues. Undertakes special assignments at the request of the VP for Finance and Operations. Performs other related duties as assigned.

Qualifications

Qualifications/Experience Required:

Bachelor’s degree in a related field such as Business Administration, Finance, Accounting, or Business Analytics with a proven discernible record of successful and innovative experience in leadership, administration, and finance, or equivalent work experience. At least seven (7) years of supervisory experience, preferably in higher education administration.

Qualifications/Experience Preferred :

Master's degree in related field such as Business Administration, Finance, Accounting, or Data Analytics. Knowledge and experience in budget preparation and reporting. Knowledge and experience related to procurement services/logistics. Record of progressively responsible experience directly related to the duties and responsibilities specified. Successful record of broad management, policy development and budget experience, preferably in higher education. Extensive supervisory experience.

Knowledge/Skills/Abilities:

Ability to analyze and interpret business data and formulate effective business strategies and procedures. Keen eye for detail with the ability to spot potential errors. Strong interpersonal/human relations, leadership and communication skills. The ability to work effectively with a wide range of constituencies in a diverse community. Program planning ability. Knowledge and skill in organizational management, process engineering, and financial planning and management and establishing priorities. Strategic knowledge and understanding of the business development needs, opportunities, and constraints of a major public institution of higher education. Demonstrated leadership, employee development and management skills. Ability to supervise and train employees, to include organizing, prioritizing, and scheduling work assignments. Experience with and knowledge of personal computer applications. Excellent strategic thinking and planning skills; ability to serve as an articulate spokesperson for the university.
