(Job #518674) Admin Analyst Specialist II E - 12, Budget Analyst, Salary: $5,022-$9,083 monthly. Appointments are typically made at the beginning of the salary range. Salary is commensurate with qualifications and experience. This is a full-time, benefited, exempt, 12-month pay plan permanent position with a one-year probationary period in the Office of Academic Affairs. Cal Poly Humboldt sits on the traditional homelands of the Wiyot people in what is currently called Arcata, CA. The Wiyot people call the area Goudi'ni (over in the woods). Cal Poly Humboldt was the first campus in the California State University system to offer a stand-alone major in Native American Studies.

Position Summary: The analyst oversees all fiscal support, analysis, projections, and reporting for state funds, and grant funds and processes all budget related documents that flow through OAA to review for accuracy and alignment with campus practices and CSU system policy. This position requires the use of independent judgment to perform analysis and provide guidance, including making recommendations on the appropriate use of accounting codes, interpreting and applying a wide range of policies and procedures, and engaging in extensive collaboration with colleagues to successfully implement policy, procedures, and process changes. Provides fiscal oversight for two Major Budget Units including 17 departments.

Key Responsibilities:

The Budget Analyst is responsible for applying independent judgment to plan, organize, and perform a wide variety of administrative, technical, and analytical duties in support of the OAA and Academic Programs MBUs, and is expected to represent the office and the position with the highest integrity and in a professional, positive, respectful, service-oriented manner at all times. Major duties of the position include, but are not limited to, the following:

Budget and Administrative Oversight

  • Responsible for preparation, development, and maintenance of the MBUs' budgets, including budget transfers, reviewing transactions, forecasting, reconciliations, and reviewing the financial implications of decisions.

  • Serve as budget advisor to the Provost, the AVP of Academic Programs, and the AVP of Faculty Affairs, accountable for the MBUs fiscal compliance, health, and integrity.

  • Provide financial leadership across the MBUs, advising on stewardship of university resources, financial systems, data warehouse programs, and address inquiries from stakeholders relating to university budget policies and procedures.

  • Research, organize, and prepare data pertaining to budgetary or financial issues using software tools such as PeopleSoft, OBI, and Questica.

  • Work directly and collaboratively with the University Budget Office to maintain consistent business operation and function and participate in the development and maintenance of a university budget and resource allocation model.

  • Develop and oversee the implementation of internal policies and procedures for use by the MBUs' professional and administrative staff.

  • Review all appointment and payroll documents to determine accuracy and fiscal impact on the MBUs and their departments.

    Statistical Analysis and Reporting

  • Evaluate financial impact of personnel decisions, salary increases, retirement and replacement backfills and make recommendations to the Provost.

  • Research, develop, modify, and update information for personnel salary expenditures, incorporating information provided by departments, Payroll, and the University Budget Office. Investigate and resolve salary discrepancies.

  • Prepares and analyzes quarterly and monthly budget reports for all areas and departments within two MBUs. Gather information, prepares other specialized and adhoc budget reports as needed and as requested.

  • Provides support to the Provost and other management and staff in the Office of the Provost on special projects, as needed.

    Knowledge, Skills, and Abilities Associated with this Position Include:

  • Working knowledge of and ability to apply expertise to financial, budget, and account management functions. Extensive knowledge of principles, problems, and methods of public administration and fiscal management.

  • Ability to independently research and analyze data from a variety of sources to make projections and generate reports, including skill in identifying, investigating, and analyzing problems that impact fiscal operations and processes.

  • Ability to take initiative and independently plan, organize, coordinate, and perform work in various situations where numerous and diverse demands are involved, while maintaining a student-centered focus.

  • Advanced proficiency in current word processing and spreadsheet software programs, web browsers, query tools, integrated financial systems and/or other types of budgeting, reporting, and financial management systems. Ability to attain fluency in specialized software programs used in financial management, budgeting and reporting.

  • Knowledge of or ability to learn quickly the budget related systems, financial structures, and procedures of the CSU. Demonstrated competence in understanding, interpreting, and communicating procedures, policies, information, ideas, and instructions.

  • Experience building and sustaining collaborative working relationships with a variety of individuals from diverse backgrounds. Must have the ability to effectively communicate with all levels within the university and establish and maintain productive and effective, inclusive working relationships amongst diverse populations including staff, faculty, administration, students, and other internal and external constituents.

  • Possesses strong critical thinking skills. Demonstrated ability to compile, write, and present reports to a wide audience of campus and community stakeholders.

  • Must be courteous and approachable and possess the ability to develop and maintain professional interactions, approach individuals in a tactful manner, and treat individuals with respect and consideration.

  • Ability to work both independently and in a close-knit team environment. Demonstrated experience delivering excellent service.

  • An understanding of the dynamics of diversity, equity, and inclusion in higher education and a demonstrated ability to incorporate this understanding, as appropriate, to all levels of work.

  • Ability to operationalize sustainability concepts (economic, societal, and environmental) into all aspects of job duties.

  • Able to accept constructive feedback, work cooperatively and resolve conflicts.

  • Demonstrated ability to maintain the highest standards of integrity and confidentiality

  • Requires thorough working knowledge of computers and G Suite and Microsoft Office Suite, including intermediate to advanced skills with Microsoft Office, with strong proficiency in Microsoft Excel. Ability to use a broad range of technology and systems for the capture, maintenance and reporting of key data required.

    Minimum Qualifications: This position requires a bachelor's degree and/or the equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs. In addition, this position requires knowledge and demonstrated experience with budget and fiscal business practices and procedures.
