Job Details

Position Summary:
Under limited direction, of the System Chancellor, the Chief Information Officer for the Eastern New Mexico University System (Portales, Roswell, and Ruidoso campuses) manages the Technology of the ENMU system, manages the Portales campus ITS staff, and oversees the Registrar’s office and Institutional Research of ENMU Portales.

Duties and Responsibilities:

  • Provide Technology direction for the ENMU system
  • Work closely with the system Chancellor, ENMU Presidents, and ENMU Portales Core Staff and other leaders to meet the mission of ENMU
  • Lead, participate, and encourage collaboration among the three-campus system IT departments
  • Provide Technology direction and assist the Information Technology offices for Roswell and Ruidoso campuses
  • Implement Technology that improves the efficient operation of the System  
  • Supervise, provide leadership and be ultimately responsible for all the ITS (Information Technology Services) activities for ENMU Portales
  • Provide the hiring, training, supervising, and evaluation of all directly reporting employees 
  • Oversee the Registrar’s Office
  • Oversee the office of Institutional Research
  • Responsible for budget planning and management of the Information Technology Services Unit, Registrar’s office, and Institutional Research for the Portales campus
  • Produce annual development, implementation, and evaluation of managerial objectives for all reporting units, to assist in meeting the Campus’s Strategic Goals
  • May oversee and assist with the installation, maintenance, and/or disposal of computer and network/server equipment.
  • Perform other duties as assigned         

Minimum Job Requirements:
A Master’s degree required (at least one degree, Bachelor or Masters, must be in information technology or a closely related field). A minimum of six years of leadership experience directly related to the duties of the position are required. Experience with Ellucian Banner is preferred. 

Knowledge, Skills, and Abilities:

  • Knowledge of Cloud-based computing resources
  • Understanding of Cyber Security
  • Understanding of Networks both LAN and WAN  
  • Understanding of campus-based computing resources 
  • Understanding of contract procurement and management
  • Understanding of vendor management
  • Understanding of Procedures necessary for running an IT shop, ITIL preferred
  • Understanding of Registrar's office roles and functions
  • Understanding of Institutional research roles and functions
  • Understanding of Phone systems
  • Ability to present complex technical issues in an understandable way
  • Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community
  • Ability to create and manage the goals, mission, objectives, structure, and operations of Technology across the system
  • Skill in budget preparation and fiscal management
  • Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures
  • Strategic planning skills
  • Ability to develop, plan, and implement short- and long-range goals
  • May oversee and assist with the installation, maintenance,  and/or disposal of computer and network/server equipment.
  • Ability to lead, manage, supervise, and train employees, including organizing, prioritizing, and scheduling work assignments

Physical Demand and Working Conditions:

  • Work is sedentary in nature that at times requires exerting up to 25 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects.
  • The position is based at the main (Portales, NM) campus, but travel to system campuses and in general will be required. Some night and weekend work will be required.
