Job Summary

Reporting to the Manager, Employment Authorization and Compliance Services, the Employee Relations Analyst assists in employee and labor relations matters related to faculty and Academic Student Employees (“ASE”). The incumbent performs duties to assist the University in timely compliance with Unit 3 and Unit 11 processes and grievances. In addition, the incumbent will consult with academic administrators within various colleges and departments and provide information regarding the status of various faculty, ASE, and I-9 processes, including the application of collective bargaining agreements and CSU policies and procedures to these processes. The incumbent will assist the Senior Director of Academic Employee Relations with the design and development of training related to faculty/ASE employee relations, and the Manager of Employment Authorization and Compliance Services with work authorization and immigration processes.

Key Responsibilities
  • Gather, prepare and analyze technical and statistical data for use in developing or improving processes, grievance processing, mediation, arbitration, fact-finding and other employee relations activities.
  • Assist management in the preparation of the University’s responses in matters involving investigations of complaints conducted by governmental regulatory agencies.
  • Gather and summarize data for responses to information requests related to grievances, discipline cases and faculty/ASE processes.
  • Research and summarize current issues and past history in preparation for management’s responses to grievances.
  • Research issues with the Chancellor’s Office or other pertinent agencies relative to contract.
  • Participate in confidential investigations (document/evidence collection and review, note-taking/witness interviews).
  • Manage timelines to comply with contractual deadlines for grievances, hearings and information requests.
  • Develop and oversee record keeping standards and management for all grievance matters, including statutory grievances ensuring that required information is available for potential arbitrations and appeals, as well as progressive discipline, contract enforcement, and compliance training.
  • Compile data, submit and track H1B visa applications for incoming tenure-line faculty members.
  • Support faculty with immigration and re-entry problems.
  • Process visa renewals, acting as a consultant for prospective non-immigrant faculty and currently involved in the permanent residency application process.
Knowledge, Skills & Abilities
  • Knowledge of human resources methods, procedures and practices used in a unionized environment
  • Knowledge of a variety of visa categories or ability to learn (J, TN, H1B, O, EB-1, EB-2, etc.) with the ability to read/understand immigration and work authorization documents
  • Ability to analyze complex government regulations pertaining to immigration of foreign nationals in higher education and ensure that campus processes are complying
  • Ability to interpret and apply Collective Bargaining Agreements for Unit 3 and Unit 11
  • Strong skills in the collection, evaluation, and interpretation of data to develop sound conclusions and make appropriate recommendations
  • Ability to use ingenuity and innovation to conceive new approaches and solutions to address complex problems and issues
  • Ability to assess, formulate, and evaluate the impact of recommended or implemented policies from a strategic and operational perspective
  • Basic knowledge of federal and state EE/EEO/AA laws
  • Ability to quickly learn, understand and interpret a variety of local/state/federal laws and regulations and CSU and SJSU policies and procedures, executive orders, and other campus/system-wide directives
  • Ability to conduct research, gather relevant facts for processing of complaints and make decisions based on the information gathered
Required Qualifications
  • Bachelor’s degree or professional training program specific to the position and directly related work experience, or a combination of education and experience which demonstrates the ability to perform the essential functions of the position
  • Three years of administrative work experience


Preferred Qualifications
  • Bachelor’s degree in business administration, human resources, public administration or related field
  • Experience working in Higher Education
  • Experience with DOL and USCIS databases
  • Experience filing H1B, EB-2 and other visa requests for tenure line faculty
  • Paralegal experience or experience as an administrative assistant in a law firm or corporate legal department
  • Experience in an office setting performing administrative duties


Compensation

Classification: Confidential Administrative Support II
Anticipated Hiring Range: $5,500/month - $5,850/month
CSU Hiring Range: $4,464/month - $10,180/month
