Job Summary

Infrastructure & Sustainability Human Resources encourages applications for a HR Generalist / Payroll Specialist ! This position provides HR knowledge and payroll support including time and labor management guidance and various other functions across the Infrastructure & Sustainability (I&S) division. This role includes payroll entry, processing and auditing, work order auditing and correction entry, PETs (Payroll Expense Transfers), data collection and analysis, leave management and reconciliation, onboarding and off-boarding and entering or modifying position descriptions for recruitment. This position supports about 600 employees, which includes university staff, classified staff, temporary aides, students, and retirees.

What Your Key Responsibilities Will Be

Compensation Management
  • Administer the payroll process for all of I&S staff including exempt, non-exempt and hourly employees. Coordinate and process time collection for bi-weekly and monthly and create corresponding interface files. Research and resolve employee payroll-related issues. Ensure timecards are accurate and follow I&S policies, University policies, and all Federal and State labor laws.
  • Review employee timecard entry data each month by processing reports -- including overtime, comp time, employee labor detail, future dated time entry, missing time, training hours reports, etc. Advise I&S supervisors of discrepancies, so they can be corrected.
  • Coordinate paperwork for promotions, transfers and terminations with managers, the Office of Employee Relations, and I&S HR. Determine if a vacation payout is needed and calculate the final payment. Work with Employee Services to verify that an employee meets the qualifications to retire from CU, and if necessary calculate the sick payout and make all system entries.
  • Assist I&S HR leave manager and Risk Management to determine the correct pay and leave reductions when an employee is no longer OJI eligible and has reached make whole. Review, compute and edit complex hours and wage calculations to prevent overpayments.
  • Process hand-drawn checks, off-cycle payments and track departmental pay differentials (DPDs). Notify managers, supervisors and directors if pay differentials are ending and process DPD extensions if needed.
Leave Management
  • Perform monthly leave audits and reconcile leave records in work order management system and HCM system using Excel pivot tables, perform correction entries and notify supervisors and staff of any adjustments.
  • Audit and enter leave accruals for all hourly employees including one percent employees, students, temporary aides and retirees. Reconcile and enter corrections.
  • Run reports to review overused sick and vacation leave or dock entries and enter adjustments to the leave accruals as needed. Enter timecard changes to reflect overuse in the system.
  • Notify staff/supervisors of any pay adjustments.
  • Run accrual reports twice a year and notify employees who will be at maximum accrual amount before each year-end. Notify employees annually to complete leave certifications. Research and correct any leave errors. Notify employees after leave sweeps of their new accrual balances.
  • Research, process and respond to queries in a timely manner.
  • Work with the I&S HR leave manager to track and audit employee FML and OJI hours, make correction entries in the work order management as needed and determine when an employee should be placed on leave without pay.
Human Resources
  • Work with hiring manager to create, update and submit job descriptions in the CU Boulder position management system for review and approval. Create and route Personnel Change Authorization Forms for position funding approval, verifying that all approval signatures have been received.
  • Coordinate with campus HR on offer letters and addendum letters. Notify I&S divisions of any new hires, promotions, and transfers. Update employee records with new hire information and/or changes in employment status in the work order management system/HCM as needed. Process any pay changes in an off-cycle, if needed.
  • Assist with the recruiting of new employees, including reviewing applications and HireVue interviews, sitting in on in-person interviews and requesting references as needed.
  • Onboard new employees including reviewing onboarding documents and verifying work order management access if needed; train new employees on the work order management and leave request systems; and process exception pay if needed for the new employee.
  • Perform duties as designated by the I&S HR manager or I&S HR director. Assist with other projects related to compensation, leave management, hiring and onboarding.
  • Work with I&S HR manager and I&S IT to create new work order management reports as needed.
  • Manage I&S personnel files. Ensure that electronic copies of offer letters, addendum letters, resignation letters, etc. are kept up-to-date in the HR database and OnBase.
  • Attend HR/payroll meetings and all relevant campus-wide trainings. Identify and recommend opportunities for process improvements.

  • Hybrid work format with a blend of in-person and remote work. The first six months will be more in-person training and onboarding.

  • The salary range is $55,000- $60,000 annually.

What We Require
  • Bachelor’s Degree. Relevant experience can substitute on a year-for-year basis.
  • 1 year of payroll, time and labor and/or accounting experience.
What You Will Need
  • Great organizational skills, thorough attention to detail, and ability to meet all payroll timelines.
  • Good research and analytic skills.
What We Would Like You To Have
  • 2 or more years of related professional experience.
  • Experience working within a large institution such as Higher Education or Facilities Management.
  • Experience with payroll, reporting, work order software or recruiting systems.
  • Exceptional mathematical, calculation skills and problem-solving abilities.
  • Intermediate skills in Excel and willingness to learn pivot tables.
