Description:
Texas A&M University-Corpus Christi is seeking an Associate Vice President for Information Technology & Chief Information Officer. This leader is responsible for creating and implementing a collaborative strategic vision for a wide range of IT services. With an emphasis on service excellence and operational effectiveness, the AVP for IT/CIO will work to position IT as a differentiator for the University while moving Texas A&M University-Corpus Christi (TAMU-CC) to the forefront of peer institutions.
The CIO will work to continually improve technology delivery, strength of security, facilitation of research, enhancement of student outcomes, and the implementation of data driven decisions. Reporting to the Vice President for Finance and Administration, the AVP for IT/CIO will collaborate with campus stakeholders to evolve and adapt in the rapidly changing digital environment within higher education.
Responsibilities:
Strategic Planning & Leadership
- Refine and implement an IT-specific strategic plan to position
IT as a change agent for the university to move TAMU-CC to the
forefront of peer institutions of higher education. Coordinate
central and distributed information resource providers and
resources to support the current TAMU-CC Strategic Plan. Establish
the overall IT strategy, direction, and strategic and tactical
range plans to achieve the University's teaching, learning,
research, and service goals. Working with strategic stakeholders,
lead the campus in digital transformation.
- Establish, maintain, and apply up-to-date knowledge of
technology and information standards, industry trends, and emerging
technologies.
- Advise executive staff from across campus on issues and
opportunities concerning the IT needs of TAMU-CC.
- Manage strategic relationships with key IT product and service
providers.
- Participate in governance processes to ensure that objectives
are achieved, risks are managed appropriately, and the University's
resources are used responsibly, particularly in areas of
technology.
- Ensure the annual review and revision of programs, procedures,
and plan documents related to business continuity and incident
management.
- Maintain collaborative partnerships with campus stakeholders.
Serve as the primary campus liaison on IT matters to university
administration, governance groups and subcommittees, Texas A&M
University System (TAMUS) Administration, other TAMUS members, and
State of Texas agencies. Serve on the Finance & Administration
leadership team and as an ex-officio member of Faculty Senate.
Serve as needed on TAMU-CC and TAMUS committees and task forces
when the skills and expertise of the CIO are considered
beneficial.
- Provide overall leadership for assigned administration staff.
Recruit and maintain a highly qualified team of IT professionals
who are skilled and customer service oriented. Set expectations and
priorities, assign duties, delegate responsibilities, evaluate
activities, etc. Provide ongoing performance feedback, goals, and
development plans for staff. Regularly evaluate future staffing
needs and succession planning. Provide timely communications to
staff. Play an active role in and champion for the professional
development of the IT community.
- Ensure budget and resource planning to meet current objectives
and constraints. Control revenues and expenses within the
department and meet budget goals and objectives. Manage IT resource
requirements to ensure an appropriate balance between tactical and
strategic demands and full life cycle value for assets.

IT Portfolio and Service Management
- Manage execution of architecture principles, policies, and
standards; ensure architecture guidelines, legal and security
policies, and standards are followed when developing
solution/service architectures.
- Develop a formalized process which consistently reviews and
updates the university's information system planning, project
management, project approach, standards, budgets, and Best
Practices.
- Identify opportunities to improve productivity, communications,
and effectiveness through use of new and existing information
systems and technologies.
- Serve as the Information Resources Manager (IRM) for TAMU-CC as
required by the State Department of Information Resources (DIR).
Prepare TAMUS and State of Texas information requirements. Remain
current in the field of IT, including emerging information systems
technology and equipment.
- Promote a culture of compliance and information security,
quality customer service, and innovation that synchronizes with the
University's mission.
- Ensure that the University's IT is managed in compliance with
the University security policies and procedures and with all
federal, state, county, and local laws, along with TAMUS policies,
regulations, rules, and procedures, including those related to
business continuity standards and guidelines.
- Manage strategic and tactical activities to ensure customer
satisfaction, technical delivery, contract compliance, and resource
management.
- Other duties as assigned.
Qualifications:
- Bachelor's degree in computer science, technology, business
administration or a related field.
- Additional experience may be considered as a substitution for
the minimum education requirements.
- Ten (10) years' of progressively responsible experience in a
technology environment with demonstrated progressive
responsibilities.
- Seven (7) years' experience in a management capacity relating
to IT infrastructure disciplines.
- Experience managing multiple, large, cross-functional teams or
projects, and influencing senior level management and key
stakeholders is required.
- Ability to influence an organization. Ability to work with
people at all levels of an organization, manage multiple projects
and priorities with deadlines, respond quickly to changing
situations, and work well under pressure while maintaining
individual and team effectiveness.
- Exceptional problem-solving and time management
skills.
- Capability to handle confidential and sensitive information
with discretion.
- High-level understanding of operating systems and foundational
architecture.
- Evidence of ability to successfully develop operating and
capital budgets and implement short- and long-range financial plans
for IT.
- Good written and verbal communication skills to be able to
effectively guide, lead, and develop technical employees promoting
team relationship skills and communication.
- Experience managing Information Technology functions in higher
education setting is preferred.
