Job Description:

Duties and Responsibilities:

Initiates actions of newly selected employees to prepare them for employment, benefit enrollment and orientation, required by College, state and federal rules. Checks FRS for eligibility under re-employment rules.

Conducts and processes open enrollment for benefits. Assists employees in completion of enrollments. Provides suppliers with requirement data and meets associated deadlines.

Advises employees of associated laws and rules concerning life event changes and pre-tax benefit rules and options.

Coordinates all benefit/payroll processing with College's Payroll Department, Florida College Risk Management Consortium, insurance carriers, and others, as needed.

Assists in the processing annual open enrollment by developing communications, rate sheets, Workday announcements, tasks and the benefits weblink.

Designated as a HIPAA Privacy Officer for the College. Ensures privacy matters are handled correctly under the provisions of laws such as HIPAA and has full access to all protected information.

Completes required processes for retirement codes, annual employer (and employee) contribution rates, and selection of plan choice codes in the Workday system.

Performs exit process for employee, including leave payouts or transfer, and property return. Completes Workday termination steps associated with benefits and COBRA.

Responds and prepares information for retiring employees.

Administers the terminal leave pays, sick and/or annual leave payouts, with retirements and qualifying terminations. Assists with the annual DROP participants’ sick leave pay outs.

Provides required annual notices from Medicare or other agencies.

Works with vendors to implement new or changed benefits. Organizes benefit vendors’ campus visits and/or benefit fairs. Works with the Wellness Coordinator on the Consortium-sponsored wellness program, incentives, and events.

Recognizes employee concerns and provides information/resources such as Employee Assistance Program, employee loan program, Family Medical Leave, website resources, and/or other information to enhance employee relations.

Processes death claims for employees and retirees or other beneficiaries to the appropriate life insurance company.

Serves as a member on the College’s Benefits Committee, and Wellness Committee.

Responsible for knowing and conforming to all safety practices and regulations that apply to this specific area and position. Unsafe conditions should be reported to the immediate supervisor and to the Pensacola State College Police Department/Public Safety.

Performs other duties as assigned.

Essential Functions:

The candidate should possess the ability to concurrently complete multiple tasks and projects to meet deadlines.

Ability to read, write, and interpret reports.

Public speaking, and able to create and make presentations to individuals and/or groups.

Excellent people, listening, and organizational skills.

Possess and use mathematical skills, use of spreadsheet and word processing software to create correspondence and reports.

Work is within normal office environment.

Extended work time may be required and occur during evenings, weekends, for other special events, or to meet deadlines.

Must be able to travel in-district, and possible overnight travel.

Minimum Qualifications: Graduation from an accredited institution with a bachelor’s degree and two years’ human resources experience. Four years of work experience with human resources, or benefits administration may be substituted for the bachelor’s degree requirement. Successful results of a criminal background check are required.

Pursuant to College policy, it is an employment eligibility requirement for an applicant to meet the requirements of § 435.04(2), Florida Statutes, related to background investigations. Any person failing to meet the requirements of the statute will be deemed not qualified to hold employment in this position. A Florida Department of Law Enforcement (FDLE) approved background check will be conducted on every successful candidate as a condition of employment, and any person who fails to disclose any adverse information contained in the background investigation at the time of submitting the employment application will be disqualified from employment.

Preferred Qualifications: Prefer experience with processing state retirement programs and options; knowledgeable in laws associated with employee benefits such as IRS Section 125, COBRA, HIPAA, and FMLA.

SALARY RANGE: $35,000.00 - $42,500.00
