Program Officer

Program Officer will work in close collaboration with the EGHS Project Director, Senior Program Manager, Finance Director and others to manage operations for the CDC-funded Enhancing Global Health Security Project (EGHS). EGHS is a 5-year project that builds on ongoing United States Centers for Disease Control and Prevention (CDC) funded investments to support GHS through implementation of programs focused on preventing, detecting and responding to public health emergencies of international concern. The Program Officer is responsible for ensuring that good project management practices and tools are being used to stay on scope, schedule, budget for the project. The Program Officer is responsible for managing important relationships with subrecipients, partners and those implementing activities.


Responsibilities:
  • Serve as program lead for new proposal development as needed including providing budget inputs, conducting budget reviews, and developing management plans and general support
  • Develop concept notes and respond to donor requests for additional funding under project
  • Liaise with GPO Program Officers and country office Program Directors to plan for and monitor project scope, track and manage project management standards, and troubleshoot issues and delays
  • Monitor finances and compliance with Finance Director and team
  • Coordinate development and submission of donor deliverables (workplans, reporting, continuing applications, etc.)
  • Serve as point of contact for donor communication and liaison for donor
  • Monitor country office operations to proactively address issues impacting implementation of activities
  • Proactively identify and share risks with SPM and GPO management
  • Present project achievements, management, and financial information through the Portfolio review
  • Report out internally on project accomplishments, including responding to NPD and GECO needs
  • Ensure teams are complying with PM@Jhpiego (Jhpiego’s internal project management curricula requirements)
  • Lead Jhpiego’s engagement with MPHD prime and coordinate with other country program teams for buy-ins working closely with Jhpiego’s technical lead

Special Skills, Knowledge & Abilities:
  • High quality reports submitted on time to donors.
  • Provide budget inputs and review budgets
  • Expenses routinely tracked and countries supported to stay within budget
  • Experience successfully leading activities across almost all project phases (e.g., may have done close-out but not start-up)
  • Proven experience successfully supporting NPD
  • Served as program lead on at least 2 proposals – including budget inputs
  • Successfully served as proposal writer on at least 2 smaller proposals
  • 2 years' experience supporting PEPFAR programs
  • Experience working and supporting programs in fragile settings
  • Knowledge USG rules and regulations
  • Strong understanding of at least 3 technical areas Jhpiego works in
  • French language skills preferred
  • Strong organizational skills
  • Very good writing skills
  • Team player
  • Excellent written and oral communication skills with diverse groups
  • Strong presentation skills
  • Strong communication skills: developing communication products (success stories, FB posts, briefs, PowerPoint presentations)
  • Office 365
  • Power BI experience
  • Ability to travel up to 30% time


Minimum Qualifications
  • Advanced degree public health or related field
  • 3 years' related experience managing small or medium public health projects by at least 2 different types of donors, including one USG donor
  • Additional education may substitute for experience and additional experience may substitute for education to the extent permitted by the JHU equivalency formula
  • Certified in PM@Jhpiego (Jhpiego’s internal project management curricula) or PMD Pro (or will be within 60 days of hire)

During the Influenza ("the flu") season, as a condition of employment, The Johns Hopkins Institutions require all employees who provide ongoing services to patients or work in patient care or clinical care areas to have an annual influenza vaccination or possess an approved medical or religious exception. Failure to meet this requirement may result in termination of employment.

The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
