The Surveillance Technical Advisor will work in close collaboration with the Jhpiego’s Country GHS Project Leads and other technical, program and finance staff to provide overall technical and programmatic oversight of indicator-based, community, and event-based surveillance activities. Advisor will support the project team as well as provide leadership to country-based staff to strengthen surveillance activities.

This position is a part of the Global Health Security team, which sits within TLI. Jhpiego is a global leader in health systems strengthening and is implementing a project ‘Enhancing Global Health Security’ through funding from the Centers for Disease Control and Prevention (CDC). This award builds on ongoing CDC-funded investments to ensure global health security (GHS).

Responsibilities:
  • Provide technical oversight for the implementation of surveillance activities under the CDC project, including provision of technical assistance to Global Fund for AIDS, TB and malaria Principal Recipients (PRs) and Sub-Recipients (SRs) of COVID-19 funds
  • Facilitate dissemination of lessons learned in GHS across Jhpiego, including production, submission, and/or presentations, coordinating with other projects within the organization, write success stories, etc.


Special Skills, Knowledge & Abilities:

  • Knowledge and expertise in Integrated Disease Surveillance and Response (IDSR)
  • Proficiency in analysis, interpretation and visualization of data
  • Demonstrated skills in training, transfer of skills and development of competencies
  • Proven ability to multitask across various planning and implementation processes within a demanding environment
  • Strong organizational skills and a team player
  • Excellent written and oral communication skills
  • Versed in statistical analysis using R, Python, Epi Info, SAS, SPSS or similar
  • Experience with full suite of Office 365
  • Ability to travel up to 40% time


Minimum Qualifications
  • French language skills
  • Advanced degree in epidemiology, nursing, medicine or other health science
  • 5 years' public health surveillance, outbreak investigation and response experience at national, regional or international level
  • Additional experience may substitute for some education to the extent permitted by the JHU equivalency formula


Preferred Qualifications
  • Previous experience working on CDC-funded projects
  • Experience working in humanitarian settings
  • Experience in development of protocols and implementation of public health evaluations
  • Field Epidemiology Training Program experience

During the Influenza ("the flu") season, as a condition of employment, The Johns Hopkins Institutions require all employees who provide ongoing services to patients or work in patient care or clinical care areas to have an annual influenza vaccination or possess an approved medical or religious exception. Failure to meet this requirement may result in termination of employment.

The pre-employment physical for positions in clinical areas, laboratories, working with research subjects, or involving community contact requires documentation of immune status against Rubella (German measles), Rubeola (Measles), Mumps, Varicella (chickenpox), Hepatitis B and documentation of having received the Tdap (Tetanus, diphtheria, pertussis) vaccination. This may include documentation of having two (2) MMR vaccines; two (2) Varicella vaccines; or antibody status to these diseases from laboratory testing. Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers. Any vaccinations required for these diseases will be given at no cost in our Occupational Health office.
