Position Purpose

To manage health and legal compliance and information technology for the Dartmouth College Health Service. To supervise Health Service Medical Records and Reception Office and Information Technology staff.


Required Qualifications - Education and Yrs Exp

Bachelors plus 3-5 years' experience or equivalent combination of education and experience

Required Qualifications - Skills, Knowledge and Abilities
  • Bachelor’s degree in Business Administration, Management, or Information Technology
  • Three to five years’ experience in health care or related administration
  • Strong leadership, planning, organization, supervisory, problem solving and financial management skills
  • Excellent interpersonal and communication skills with proven commitment to diverse administrative, provider and student/patient populations
  • Ability to work in a fast-paced environment, work efficiently under deadlines, manage details, and address multiple tasks that require rapid responses
  • Commitment to diversity and to serving the needs of a diverse population
Preferred Qualifications
  • Master’s degree in Business Administration, Public Health, Public Administration, Health Systems Administration or equivalent combination of education and experience
  • Strong negotiation skills
  • Knowledge of health insurance design and administration
  • Prior experience in college health or ambulatory managed care setting
  • Previous experience with clinical information systems and electronic medical records
  • Knowledge of regulatory requirements for infirmary and outpatient clinical services

Key Accountabilities


Medical Records and Information Systems (40%)
  • Supervises Medical Records and Information Technology staff
  • Provides appropriate cross training for all administrative support staff and collaborates with administrative work during periods of peak business volume
  • Oversees clinical and administrative aspects of clinical information systems
  • Manages relationships and liaisons with electronic medical records system vendor and other software vendors utilized by the Health Service
  • Serves as Privacy Officer for the Health Service
  • Develops, implements, and maintains administrative policies and procedures for medical records and health information privacy and security

Percentage Of Time



Compliance (40%)
  • Develops and implements Health Service policies and procedures maintaining compliance with all Federal, State, and local agency laws and regulations
  • Organizes and carries out State of New Hampshire annual inspection requirements to maintain the licensure of the Education Health Center, Clinical Laboratory, and Inpatient Department. Assists with other facility inspections and/or audits
  • Interprets, disseminates, and implements policies, laws and regulations of State/Federal directives pertaining to the effective operation of the Health Service
  • Directs orientation for new staff and annual recertification for all staff, to comply with state law governing Educational Health Centers and Clinical Laboratories, Federal HIPAA and OSHA requirements, and facility policies and procedures
  • Coordinates and/or conducts periodic inspections/drills to include fire safety, and sanitation
  • Evaluates and responds to inquiries, complaints or grievances by students/patients, family members or other advocates, relative to health service policies and management
  • Maintains applicable professional standards, both facility and personnel, pursuant to regulating agencies
  • Assists with compliance with State and Federal regulations governing the administration of self-funded student insurance plan

Building Management (10%)
  • Oversees the physical plant, consulting/collaborating with other college departments as needed
  • Acts as Health Service Project Manager for all building projects including projects done by Facilities Operation and Management and/or outside contractors

Human Resources (10%)
  • Assists the Director of Finance and Administration by providing day-to-day human resource liaison functions. Keeps the Director apprised of personnel matters. Maintains appropriate relationship with College Human Resource staff on all personnel matters (5%)
