About Pellissippi State Community College

Pellissippi State Community College is one of 40 institutions in the Tennessee Board of Regents system. TBR is the governing board of the College System of Tennessee, offering more than 400 programs of study at the state’s 13 community colleges, 27 colleges of applied technology and the online TN eCampus. Position Summary: The Director, Student Engagement and Leadership designs, plans, and implements co-curricular and extracurricular learning experiences that foster engagement and connection among students, faculty, and staff which contribute to the college’s mission and strategic plan. The director oversees the daily operations and staff in the Student Engagement and Leadership Office, which includes campus recreation, student activity and leadership, student government, and Skills USA. This position is the budgetary official for all student activity, recreation and sustainable fees collected by Pellissippi State. The director oversees, plans, budgets, develops events, markets programming, and manages co-curricular programming for the student body. In addition, this position coaches, trains, mentors and teaches student leaders and advisors ensuring that Tennessee Board of Regents (TBR) and PSCC policies and procedures are followed. The director also serves as the primary advisor to the Student Government Association and Skills USA.

Essential Functions:

25% Directs, develops, and implements a vision for comprehensive college-wide co-curricular program for student engagement, leadership, recreation, educational initiatives, intramurals, events, activities, and publications, through collaboration with college divisions, academic departments, offices and colleagues. Establishes and assesses measurable student learning outcomes, program goals, and objectives to ensure recognized best practices and standards are upheld.

20% Manages and supervises the operations of the Student Engagement and Leadership Office by developing and analyzing budgets; managing facilities, resources, and equipment; maintaining statistical reports, surveys and other records to assess accomplishments, appropriate student learning outcomes, and departmental needs. Ensures compliance with PSCC and TBR policies and completing staff evaluations, goals, documentation, and reports as needed and required.

20% Advises and mentors the Student Government Association. Guides and oversees the Student Body President who serves as the voice for the students to the administration. Manages process for student nominations for TBR SOAR program. Provides necessary support to the college chapter of the National Society for Leadership and Success.

15% Establishes and develops training regarding leadership, event or fundraising procedures, and general guidelines for student leaders, organization leaders and advisors. Training topics may include student travel, event management, conflict resolution, group dynamics and risk management. Assists students and advisors in the creation and operations of student organizations across the college. Ensures that all college and TBR system policies related to student organizations and student travel are followed.

10% Serves as chapter advisor of SkillsUSA. Supervises promotion of the program and faculty/student recruitment. Manages competition registration and travel planning. Orders and maintains competition supplies and attire.

10% Develops and manages Civic Engagement and Community Service program. Provides systematic plan that includes opportunities for civic engagement including but not limited to: voter registration, education, mobilization, as well as other opportunities for students to engage in the community. Manages student volunteering and community service by providing college volunteering activities, service fairs, promotion of volunteering opportunities, and volunteer hour reporting and tracking.

5% Serves on college committees as assigned, participates in relevant professional organizations, staff development opportunities, and tasks that enhance the college mission.

Job Requirements:

· Master’s degree in Student Personnel Administration, higher education administration, organizational management, or recreation. Demonstrated experience in supervision/management and engaging with diverse groups of college students.

· A minimum of five (5) years of experience in supervision/management and engaging with diverse groups of college students.

Preferred Qualifications:

· Supervision of employees

· Critical thinking to manage budgets and maintain accurate records

· Knowledge of methods to develop and assess programming, organizing, and implementation of student activities and events

· Knowledge of student and leadership development, group dynamics and parliamentary procedures

Part-time work experience is calculated at 50% credit of full-time work experience

Complexity & Creativity:

A. Planning, arranging logistics, and facilitating training for our student leadership training for SGA and student club officers and advisors. Designing the training involves the development of leadership philosophy, context, theme, skills to be taught, evaluations, self-assessments, session modules, experiential exercises, logistics (venue, catering, travel, etc.), budget, agenda and all materials for presentation.

B. Planning and implementation of a collaborative event: Serving as point person in designing the program; determining the budget; catering; publicity; event implementation; coordination of all committee members; contract negotiation; logistics; communication with appropriate agencies and college personnel (maintenance and security requests); evaluation and assessment of program.

Responsibility for Accuracy:

Failure to spend money as appropriated by TBR guidelines. All the budgets in Student Engagement and Leadership are fees that are collected by students. Student Activity Fee $4, Recreation Fee $15 (depending on status). Non-compliance with Federal, TBR and PSCC policies and regulations could result in legal action, federal and state funding loss, and costly negative public image for the College.

Mistakes could involve errors in judgment relating to the fact-finding and application of preponderance of evidence standard in the disciplinary process, which may impact student’s ability to continue their education at the college. Failure to follow judicial standards and best practices could result in the determination of the college’s non-compliance with Federal, TBR and PSCC policies and regulations which could thereby result in legal action, federal and state funding loss, and negative public image for the College. Mistakes of this nature are likely to be caught by the supervisor through a review process of conduct cases.

Financial Impact:

This position is responsible for the administration of the student activity fee, student recreation fee. It is imperative that these fees are spent within TBR policies and guidelines.

TBR requires that an annual report be submitted to the system office. This report is to outline, document, and justify the use of fee monies spent through campus activities. Considering the reporting regulations and oversight, the incumbent must ensure that funds are used appropriately in a way that is justifiable, enhances the student experience, and is aligned with the college’s mission.

Budgetary:

Examining budget estimates for completeness, accuracy, and conformance with procedures and regulations. Management of a $95,000 Student Activities budget and decisions regarding appropriateness of using student fee monies for event production and office operations; including COSA activities on all campuses. This employee is also listed as the budgetary official for the Student Recreation Center (roughly $300,000) However, with the Student Recreation Fee, the manager makes a recommendation; there is a committee made up of students, faculty and staff who make recommendations with final approval being with the President of the College. SLR staff submit requisitions, employee approves, along with the Dean of Students. When problems arise, it falls to this employee to rectify the situation.

Judgement & Decisions:

Judgments and decisions are made daily that impact both full-time, part-time, and volunteers with Student Engagement and Leadership dealing with the operation of the office. There are occasions when the director should refer to the supervisor, Dean of Students, when a decision could have a bigger impact outside our office; there are very few but some instances that require additional approval from the Executive Director of the Foundation or the Vice President of Business Services with regards to fundraising for student clubs. However, the majority of decisions are made by the Director.

Nature of Contacts:

To negotiate and resolve conflicts or inappropriate behavior with student groups and student lounge areas. Student Stipends, part time employee contracts, student employees, work-study, NSO and Open House to meet new and prospective students; Training: Title VI, Respect in the Workplace, and FERPA as it relates to student communication issues. Sexual harassment and students with disabilities pertaining to student leaders; efficient and thorough event planning, implementation and assessment procedures; advocacy, leadership, services (ID) program, activities, collaborations and daily operations of the office and all its operations. Connecting students with various clubs and resources on campus. Advising club advisors and officers on financial processes. Training student leaders and our club officers and advisors. Working with various agencies and contracts to bring them to campus to perform.

Physical Demands:

Typical office environment with occasional activities outdoors; infrequently lifting, carrying, or moving items up to 40 lbs.; infrequently pushing, twisting or bending at the waist, or reaching overhead; frequently traveling between buildings on campus, to other campuses or conferences; frequently listening to and talking with students, faculty and other staff members either in person or by telephone; remaining stationary at a desk or workstation using a computer display, keyboard, and mouse; occasional evening and weekend work hours.

Hazards:

Risk for injury may be present during the setup or tear down of events.

Pay Rate: $60,430 - $75,670.00/per year. Pay will be determined based on related work experience above required. To be considered in determining pay, all related work experience must be listed on the application.
