CONTEXT OF THE JOB:

The Institute for Public Administration is one of the largest research and public service centers within the Joseph R. Biden, Jr. School of Public Policy & Administration. Specializing in areas such as education, health, conflict resolution, water research, planning, and transportation, the Institute helps link University of Delaware resources to the complex needs of governments, nonprofits, and the general business community. Under the direction of the Director and the Sr. Grants Analyst, the Grants Analyst II is responsible for sponsored research contracts and grants administration for IPA faculty and staff. This includes pre-award and post-award management of sponsored programs, preparation of financial reports and closing of accounts. The Grants Analyst II interfaces with all UD departments and services, federal, state, and not for profit agencies, as well as faculty, students and staff involved in sponsored projects. The Grants Analyst II works closely with the Director, Budget Leads, the Sr Grants Analyst, and other financial team members in providing support for the development of strategic initiatives related to sponsored programs support for the Biden School and Institute financials. The Grants Analyst II can work independently, effectively solve problems and make appropriate decisions under limited direction.



MAJOR RESPONSIBILITIES:
  • Function as department liaison for financial matters. This includes financial management of all of the Institute's sponsored programs, State, and University funding.
  • Act as the Institute's pre-award administrator to include the development of budgets for submission of grant/contract packages to various state, federal, and other sponsors. Provides instruction to PI's regarding proper guidelines, protocols, and regulations necessary for successful proposal submissions.
  • Serve as primary contact with Research Office on day-to-day activities and maintain effective and consistent communication to ensure timely proposal submission and project close out.
  • Oversee post-award administration of research grant and contract awards, interpreting sponsor requirements and ensuring compliance with sponsor and University policies.
  • Support the Institute's public service mission by providing advice and consultation to professional staff on the grant development and management activities of the Institute's state and local government partners.
  • Advises the Director, budget leads, and staff on fiscal management and sponsor requirements, including forecasting expected financial needs based on current and pending funds. Makes recommendations on rebudgeting resources to resolve funding shortfalls or over expenditures
  • Independently reviews monthly accounting statements to assure expenditures are allocated to proper grants/accounts and within the correct budget categories. Approve expenditures and reallocate expenses to proper accounts as needed ensuring compliance with School, University, federal and sponsor policies and procedures.
  • As a part of the department's financial team, contributes to the development of enhanced departmental business procedures to include the implementation, design, and continued maintenance of budget monitoring systems for the Institute's financial accounts. Proposes resources to enhance oversight, efficiency, and accuracy for management of department finances.
  • Prepare and maintain the Labor Allocation Module (LAM) system allocations for all Institute professional staff, faculty, and students to ensure timely distribution of effort for academic workload and specific program sponsored research activity.
  • Assists with payroll issues to include the review and approval of timesheets for staff, students, and other miscellaneous wage employees, as needed.
  • Acts as the Institute's effort certification administrator and works with the UD Research Office to reconcile changes to the funding distribution on Effort Reports.
  • Provide project/grant reconciliation and work with respective units on campus for project closeouts.
  • Anticipate and proactively resolve complex issues as they relate to financials and contracts and grants.
  • Acts as manager for the Institute's credit cards, making sure all expenses are signed off in a timely manner and allocated to proper accounts.
  • Maintain record retention for financial data in accordance with university or sponsor requirements.
  • Perform miscellaneous job-related duties and projects as assigned.

QUALIFICATIONS:
  • Bachelor's degree in Business Administration, Accounting, Finance or a related field with two years job-related experience, or equivalent combination of education and/or experience.
  • Knowledge of cost analysis techniques.
  • Ability to analyze budgetary expenditures for compliance with approved budgets is required.
  • Ability to communicate effectively with a wide range of constituents on a variety of financial management topics and explain topics in a way that is meaningful and understandable to those not familiar with financial management.
  • A high level of independent judgment, critical thinking, and decision making is required.
  • Must have strong organizational skills and attention to detail.
  • Ability to handle multiple tasks simultaneously and independently prioritize workload to adjust in a deadline-driven environment.
  • Ability to interact well with people of all ages and diverse backgrounds.
  • Working knowledge of University systems: Financial Systems, including UDataglance; PeopleSoft; Labor Allocations Module; Effort System; UDexchange; Concur; Workforce; and Web Forms.
  • Working knowledge of federal grant application platforms including Cayuse and Grants.gov.
  • Strong knowledge of 2 CFR 200 Uniform Guidance and OMB Circulars A-21, A-110, A-133 and other pertinent external regulations required with the capacity to interpret, adapt and apply guidelines and procedures.
  • Requires intermediate computer skills to quantify and illustrate complex reports, comparisons, impacts, and/or projections (includes but is not limited to proficiency in Excel, database and word processing).
