Job Description Summary
The Manager of Administration and Finance (MAF) will oversee the administrative and financial activities of all international-related sponsored research activities occurring within the Department of Medicine. This position will provide leadership, professional development and supervision/oversight to administrative staff housed in Botswana in conjunction with the Botswana-Upenn Partnership Program. The MAF will support multiple components of portfolios across several divisions and will serve as liaison with divisional business partners, BUP staff, Principal Investigators, the Perelman School of Medicine's Office of Research Support Services, the University's Office of Research Services, and the Children's Hospital of Philadelphia (as necessary). It is expected that the MAF candidate will have a significant relevant grants management and leadership experience such that s/he can oversee financial management of the International grant and contract portfolio and lead an administrative team that has complex matrix reporting relationships.

The MAF will independently manage proposal development, budget development and related pre-award activities for all international sponsored program activities within the Department of Medicine. S/he will manage post award activities including account setup, monitoring and review of all sponsored projects expenditures including fund projections. S/he will monitor and enforce compliance with sponsor guidelines and OMB Uniform Guidance and will meet with Principal Investigators to discuss and advise them on financial issues related to their portfolios. The MAF will work with BUP administration and divisional research managers to maintain salary grids and work with payroll coordinators to ensure faculty and staff are paid correctly. S/he will assist in the preparation of effort reports and will participate in specific projects, including the annual budget submission as it pertains to International Grants & Contracts activities, and on an as-needed basis, will support pre-award overflow for the Department of Medicine.

In addition, the MAF will provide oversight of the Penn Center for AIDS Research (CFAR). In collaboration with Associate Director of Sponsored Programs, the MAF will provide financial and administrative management of all CFAR cores, pilots, supplements, and PSOM-funded programs and accounts. S/he will provide financial summaries to CFAR leadership, support local business administrators in managing allowable expense, coordinate all pre-award activities, generate cost analyses and oversee CFAR Service Center invoicing, and manage all financial and administrative aspects of the annual progress report.

The MAF will report to the Associate Director of Sponsored Programs for the Department of Medicine and have an indirect reporting relationship to the Associate Chief Research Administrator for the Department of Medicine. MAF will play a support role on an as needed basis with multiple DOM Divisions and the PSOM Office of Research Support Services.

  • Bachelor of Science and 5 to 7 years of experience or equivalent combination of education and experience is required.
