THIS IS A GRANT FUNDED POSITION. EMPLOYMENT IS CONTINGENT UPON CONTINUED AVAILABILITY OF FUNDING. The position is located at the Athens Campus. We will consider hybrid work settings. 

 

 The Voinovich School of Leadership and Public Service is seeking a flexible, team player who will work with the School’s fiscal team. This position will perform fiscal responsibilities which include monitoring budgets through FMS, account analysis, account reconciliations, and expenditure tracking for Operating, grants, Foundation, and other accounts. Collaborate with Principal Investigators and Granting Agencies on managing the fiscal responsibility of each grant. 

Accounting of restricted, Foundation, and Operating expenditures – 

Establish, maintain, and approve accounting entries, payroll corrections, Internal Billing Authorizations, and External Billing Authorizations using the University’s financial management systems as well as GVS internal accounting system, in order to resolve accounting discrepancies. 

Process Concur and BobcatBuy transactions for GVS staff ensuring expenditures are appropriately charged to correct accounts dependent upon grant restrictions and authorized expenditures. Must be able to interpret financial information in award documents. Involves decision-making ability and critical analysis to accurately determine if specific expenditures are allowable under External contracts and Foundation accounting policies. Supervises part-time student employees. 
Duties include: Perform fiscal responsibilities which include monitoring budgets through FMS, account analysis, account reconciliations, and expenditure tracking for Operating, grants, Foundation, Designated Income, and appropriation accounts. Review the accounts for compliance and budgetary issues. Ensures that University policy, sponsor guidelines and accounting standards are met. Establish and approve accounting entries, payroll corrections, and Billing Authorizations using the University’s financial management system as well as GVS internal accounting system, to resolve complex accounting and financial discrepancies. Involves decision-making ability and critical analysis to accurately determine if specific expenditures are allowable under external contracts and Foundation accounting policies. 

Process and/or review Concur and BobcatBuy transactions for GVS staff ensuring expenditures are appropriately charged to correct accounts dependent upon grant restrictions and authorized expenditures. Must be able to interpret financial information in award documents, grant budget, and expenditures. Assists customers with highly complex questions, paperwork and requirements as they relate to financial and business activities such as independent consulting and contracting agreement documents including scopes, terms, and tax forms to generate purchase orders. Position has broad authority in reviewing and appropriating expenditures. Involves decision-making ability and critical analysis to accurately determine appropriation of expenditures to external contracts based upon sponsor guidelines and Foundation accounts. 

Determine expenditures to be allocated as match expenditures as specified by a project’s match obligation. Post the match expenditures to the GVS Internal accounting system. 

Track and reconcile match expenditure using the University Financial Management system. Prepares match reports used in invoicing requirements to sponsoring agencies. Involves decision-making ability and critical analysis to accurately determine if specific expenditures are allowable under external contracts and Foundation accounting policies.
