The successful candidate will be a member of the University of Wisconsin Oshkosh international student support team as part of the department of Student Outreach and Retention and reports to the Director of Student Outreach and Retention. They oversee the team immersed in comprehensive student support and advising for inbound international students at all three campus locations. This position coordinates efforts in immigration/compliance, international student advising and support, and programming and curriculum for the university’s Intensive English Program (IEP) at all three campus locations. This position will perform all duties required of the Primary Designated School Official (PDSO) and Responsible Officer (RO) to ensure campus compliance with all immigration requirements.

Responsibilities

Support Services for Inbound International Students (25%)

Oversee team involved with day-to-day support of inbound international students at all three campuses
  • Maintains a high level of knowledge regarding processes, programs, and services on all three campuses that are important to the successful recruitment and retention of students throughout the inquiry, application, admission, enrollment, and first year at UWO stages.
  • Works collaboratively across the UW Oshkosh community to ensure a seamless and positive application, admission, and enrollment process, in addition to supporting a successful first year at UWO for students.
  • Under the supervision of the Director of Student Outreach and Retention, works collaboratively with various university departments and the King’s Education program, in the execution of duties to ensure continuity of experience and information sharing as well as an understanding of recruitment and retention processes, policies and procedures without duplication of services. Assist with meeting university enrollment and retention goals.
Primary Designated School Official (PDSO) and Immigration/Compliance Oversight (25%)

Serves as Primary Designated School Official (PDSO) for the university and ensure compliance federal, state and agency immigration and compliance issues.
  • Ensures institutional compliance with federal regulations by monitoring regulatory updates and communicating issues that affect the University of Wisconsin Oshkosh to the Director of Student Outreach and Retention. Develops and implements F & J compliance awareness campaigns on all three campuses.
  • Creates, maintains, and retains documentation in compliance with federal regulations and UW Oshkosh records retention policies. Responsible for all documentation for the J-program redesignation, F-program recertification, and J-Exchange Program annual report.
  • Serves as liaison to U.S. government agencies, other institutions and other campus units on issues related to nonimmigrant statuses.
  • Proposes procedure and policy language to support compliance by UWO (University of Wisconsin Oshkosh) and individuals in F and J status with federal regulations and guidance.
  • Serves as Primary Designated School Official (PDSO) with Federal Regulations for the F program and Responsible Officer (RO) for the J program.
  • Maintains an advanced level of expertise on US CIS Titles 8 & 22 Code of Federal Regulations (8 CFR Part 214; 8 CFR Part 248; 22 CFR Part 62) and compliance requirements issued by related government bodies including, for example, the Department of Homeland Security (DHS), Department of State (DOS), Social Security Administration (SSA) and the Department of Motor Vehicles (DMV).
  • In collaboration with international student services team, communicates regulations to students in F & J status, create and update materials, and directly educate students on the application of federal regulations to specific situations, ensuring individuals on F & J status have access to tax forms and to non-immigration tax preparation seminars.
Intensive English Learning Program Management (25%)

Manages Intensive English Learning program at all three campus locations
  • Oversees curriculum for programs that incorporate Intensive English Program elements.
  • Assesses potential participant English language skills through, for example, initial placement testing and end-of-program assessments.
  • Manages student transition from the Intensive English Program through matriculation as a degree seeking student.
  • Maintains policies and procedures according to the American Association of Intensive English Programs and ensure program compliance with all federal regulations governing Intensive English Programs as they relate to the university’s ability to issue immigration paperwork (F Student visas and J Exchange Visitor visas.
Management/Administrative Duties (25%)
  • Supervises day-to-day work of team consisting of staff and student employees involved in inbound international student services
  • Attends and participates in trainings, seminars, and conferences as appropriate for professional development or unit goals; participates and contributes to committee or governance activities as elected or assigned
  • Performs other duties as assigned by the Director of Student Outreach and Retention
Qualifications Required:
  • Bachelor's degree
  • U.S. citizen or permanent resident, per federal requirements
  • Demonstrated experience in a position with PDSO, DSO, RO and/or ARO; or completion of a degree with the primary focus in a field related to immigration law
  • Previous experience working in compliance/immigration with students in a higher educational setting and/or intensive English programming and tutoring
  • Excellent written, verbal, active listening, and organizational skills with interactions over the phone, in-person and virtual
  • Ability to manage team members
  • Demonstrated commitment to diversity and inclusion
  • Proven skills in meeting deadlines and reaching individual and organizational goals
  • Strong ability and initiative to address and solve complex issues, both independently and through consultation
  • Demonstrated understanding in utilization of student information or other database management systems
  • Attention to detail
  • Possession of an unexpired driver’s license or ability to obtain a driver’s license and ability to drive for the university
Preferred:
  • Proficiency of at least one second language which is not a native language (this may be English)
  • Demonstrated ability to understand, successfully comply with, and effectively advise students on compliance with US CIS Code of Federal Regulations (8 CFR Part 214; 22 CFR Part 62
  • Documented completion of the free federal SEVP External Training Application (SETA)
  • Familiarity with federal (Department of Homeland Security and Department of State) compliance resources
  • Professional experience working in higher education
Designated School Official
  • Ability to interpret federal regulations and guidance into university policy
  • Ability to interact diplomatically with diverse groups and with non-native speakers of English at varying proficiency levels in person, over the phone, via email or through other channels
  • Ability to make decisions and give advice on regulations that impact legal immigration status of individuals on F and J status and the university’s ability to fulfill federal mandates
Intensive English Program
  • M.A. in applied linguistics, ESL, TESOL, or related area with formal preparation in models, methods, and major interventions developed for ESL/ESOL students
  • Demonstrated experience in intensive English program development, management and supervision, methods of assessing English proficiency, curriculum development, and implementation of learning experiences that enhance critical thinking and metacognition in a university setting
  • Significant EFL/ESOL-related teaching experience and demonstrated ability to guide reading, writing, grammar discussion and to utilize techniques that can assist in providing successful learning experiences for EFL/ESOL students
