Johns Hopkins University’s Krieger School of Arts and Sciences (KSAS) Divisional Business Office is seeking a Budget Analyst to primarily support Advanced Academic Programs (AAP). Reporting to the Assistant Director of Finance, this position will work with various members of AAP’s faculty, senior leadership, and administrative staff in the compilation of information related to expenditure and revenue budgets.


The selected candidate will be responsible for overseeing AAP’s established budgets. This includes extracting, analyzing, and preparing both routine and ad hoc budgetary reports for the Assistant Director of Finance, Associate Dean, and other KSAS and AAP leadership. Monitoring revenue and expenditures for various business lines, including, but not limited to designated and discretionary funds, affiliated institution funds, general funds, etc. against budget. Performing financial analysis relating to business or research trends to improve departmental financial effectiveness and compliance with JHU policies and procedures.



Specific Duties & ResponsibilitiesBudget Analysis (50%)
  • Review and analyze budget patterns, proposed budgets; Identify budget issues, provide alternative solutions and resolve problems; analyze prior fiscal year expenses and revenues and project financial trends for current and future fiscal years (upon request); Project expenditure and prepare up-to-date expenditure and balance information.
  • Communicate encumbered/actual line item over-expenditure and other fiscal concerns to Program Directors and administrative managers.
  • Submit financial updates, review/reconcile variances and resolve issues, and meet with program chairs/directors and administrative managers regarding budget expenditure on a monthly basis.
  • Extract and analyze financial data and develop moderately complex summaries for leadership.
  • Verify and monitor budgets and expenditures and oversee all purchases to ensure compliance.
  • Develop and create financial and statistical data reports for the Assistant Director of Finance and/or Assistant Dean (may utilize Excel, SAP, and other internal databases).
  • Assist in preparation of the annual operating budget.
  • Oversee the Department’s Control Salary balance. Provide reports each payroll period to leadership. Work with divisions to properly reduce control salary balances and identify and resolve (or work with others to resolve) barriers to reducing control salary balances.
  • Audit Faculty Teaching Load Report.
Financial Administration And Processing (30%)
  • In coordination with the Assistant Director of Finance, develop and implement financial management and administrative processes and procedures for AAP to maintain efficient and effective workflow as well as compliance with the University’s financial policies and procedures.
  • Monthly audit and reconciliation of assigned accounts.
  • Manage procurement and central bill travel cards and associated records.
  • Resolve any expense posting errors and communicate proper expense allocation as needed.
  • Assist in review, development and processing of vendor contracts.
  • Review and assist Assistant Director of Finance with approvals of Off-Site Course budget requests.
  • Create new Internal Orders within department in relation to off-site courses, ensure that all costs are allowable, allocable, reasonable, and justifiable.
  • Initiate payroll transactions such as internal service requests (ISRs) and payroll (eforms) cost-transfers.
  • Act as a travel policy, procedure, and processing knowledge base to faculty and staff.
  • Act as reviewer of Concur expense transactions.
  • Process check and cash deposits.
  • Assist faculty and staff with using AAP’s project management system, JIRA.
  • Use knowledge of JHU internal controls to verify and initiate SAP transactions; invoices, shopping carts, non-payroll journal transfers and verify compliance with University guidelines.

Training And Instruction (10%)

  • Provide instruction, training and guidance to staff and faculty in budget, accounting, administrative procedures and develop and distribute technical training.
  • Interpret policies and procedures, provide instruction to faculty, staff, students and answer questions as they arise.
  • Prepares and maintains written procedures for all processes.

Minimum Qualifications
  • Bachelor's Degree in Finance, Accounting, Business or related field.
  • One year of related progressively responsible experience.
  • Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.


Preferred Qualifications
  • Knowledge of financial software applications (namely, SAP) and database utilization/management preferred.
  • Ability to use various software applications, such as spreadsheets, relational databases, statistical packages, and graphics packages to assemble, manipulate and/or format data and/or reports preferred.
  • Strong organizational skills, multitasking abilities, and attention to detail.

Starting Salary Range: $44,850 - $61,600 (Commensurate with experience)
